The applicant stated on New Year's Eve 2015 they had to kick out an unruly patron.
The applicant stated the design of the buildings will help with noise and it's not meant
to be a party zone. The new area can be closed at night, which shuold help keeping
the noise down. He added he will also keep the neighborhood in mind and bee a
good neighbor.

Ald. Kovac stated the design of the business extension has been reviewed by the
Historic Preservation Commission. He added there are neighborhood concerns about
noise.
Ray Cribb 1660 N Warren Ave stated the applicant needs a sound engineer to assist
with the design of the building. He added that he needs to sleep because of his job.
He stated he would like no speakers in the outside seating area and no loud leakage
beyond 50 ft. He added the applicant has been responsive to his complaints. He
added he has seen people using the bathroom and doing drugs in his yard.

Appearing with the applicant:
Daryl Carter 2316 W McKinley Ave stated he was going through a rough time in his
life when he received the OWIs. He stated they would like to open a sports bar and
has sent memos out to neighbors and contacted the Riverwest Neighborhood
Association. He added there are security cameras and they plan to use the parking
lot of the dialysis center after hours.
Ald. Coggs asked about the plan for parking and MPD recommendations.

The applicant stated he is on a payment plan for his fines. The applicant stated they
won't have a dj. He added that he as been a club promoter for the last 5 years so he
has some experience in the bar business. The applicant stated there will be security
and a designated smoking area.
Individuals present in opposition:
Jameson Clinter 217 W Reservior stated there was a lot of noise and loitering around
the premises when it was previouly open as a bar. He is concerned if the bar is
reopened those issues will return. He added that he doesn't think the property to
properly soundproofed.
Ald. Coggs moved to removed Disc Jockey from the application. (Prevailed 4-0)
Larry Roffers 2023 N Palmer St stated he would be okay with a neighborhood bar but
not all the entertainment requested. He would like to see a bar/restaurant.

Eric Talmadge 224 W Vine St stated the emergency exit door opens onto his
property and the previous owner let people use the door to go outside and smoke.
Deshea Agee, Executive Director of Historic King Drive BID stated the BID board
would like to meet with the applicant. He added that he would like the premises to
have food when they open and there needs to be clarity regarding the plan of
operation and what will be happening inside the premises.

Parking for persons attending City Hall meetings is available at reduced rates (5 hour limit) at
the Milwaukee Center (southwest corner of E. Kilbourn Ave. and N. Water St.) Parking tickets
must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
