Ald. Witkowski moved to make the packet of Family Dollar Tobacco Product Training
part of the record as Exhibit 1. There were no objections.
Ald. Jose Perez - questions why the store doesn't enroll in MARTS. Ms. O'Day notes
that that decision to enroll or not is made above her level. Family Dollar thought this
would be discussed at their court hearing, not at today's hearing. Family Dollar
declined to participate in MARTS despite their sale of cigarettes to a minor. There is
also one disorderly conduct in the police report, which was a shoplifter who broke the
store glass. The store has armed security and also staff who picks up litter, the
frequency of which Ald. Perez feels is inadequate. Litter cleanup is done multiple
times a day - twice a day by employees and there is also a private service that comes
in 5 times a week. Ald. Perez said that every time he sees the store, it's a mess with
litter.
Atty. Gimbel said this store is in line to be remodeled in May, which will freshen the
whole store up with new interior and exterior light added.
Ald. Perez requests on the record that they meet with MPD about crime prevention
through environmental design. Ms. O'Day committed to doing a walkthrough prior to the
remodel.
Ald. Witkowski moved to hold as the store does not have answers. The attorney noted
that the citations will be dealt with on the 29th. The attorney would like this approved
and dealt with at the next renewal hearing if the store does not take appropriate action.
Ald. Witkowski moved to hold with the expectation that if they enroll in MARTS a
special will be held prior to the Council on April 16th.
Ms. O'Day said they have done a lot to clean up the stores and she is here on the
ground in Milwaukee.
Ald. Lewis noted that Family Dollar has been cooperative and has gotten some issues
resolved, but she is not singing their praises. Ald. Dodd said the local managers can
only do so much and she is also indifferent.
Ald. Coggs moved for approval with a warning letter based on testimony and the police
report and hold open item #4 as still being adjudicated.

Application and Food Dealer Transfer Application with Change of Hours From Opening
at 7 AM, Closing at 11:59 PM To Opening at 8 AM, Closing at 9 PM Sun-Sat for
"Capitol Oasis" at 6203 W CAPITOL DR.
Ald. Cavalier Johnson at the table - he doesn't oppose the underlying license and the
business's grounds are clean and litter-free. The neighbors are not in support of a
liquor license at this address due to its proximity to a quiet neighborhood, lack of
public parking and concentration.
Ald. Murphy - his district is just across the street and he supports Ald. Johnson's

decision.
Vaun Mayes - 3214 N. 41st St. - works with the applicant to help maintain the
business and the cleanliness of the area.
Ms. Johnson said that in March 2017 she opened her first store. Ald. Johnson
objected at that time to her obtaining a food license due to a concern about increased
trash in the neighborhood. She feels she shouldn't be held at fault for the behavior of
others before her. She currently sells snacks, dairy items, fruit and processed foods.
Opponents:
Valerie Sauve - 6730 W. Vienna Ave. - she hears the complaints when traffic and
parking are issues. She was only in the store once and never saw fresh fruit; she saw
a lot of candy and snacks. The Facebook page emphasizes candy and snacks. She
does not object to the underlying food license, but does to the Class A Malt license.
Brian Cobundy - 6730 W. Vienna Ave. - he objects to the Class A Malt license as this
location is on a busy street and there are a lot of children and students in that area.
The business shares space with Boostmobile and there are only two parking spots.
Adding alcohol won't add to the vitality or safety of the neighborhood.
Stili Klikizos - 3941 N. 62nd St. --she has 2 concerns. One is the traffic on the corner
and getting into her property and she objects to adding alcohol. She supports them as
a business, but not for the malt license.
Julie Hannis - 3509 N. 64th St. - she agrees with previous witnesses
Vi Hawkins - 6402 W. Keefe Ave. Parkway - she's a community person and a malt
license would only add to the problems experienced by the young.
Emma Stamps - 3758 N. 62nd St. - a retired city employee who has noticed a
difference in the traffic pattern since Boost mobile and this store came in. There is
not enough parking for these businesses and it's led to dangerous traffic situations.
She is concerned about "last call for sales" leading to decreased traffic safety.
Jennifer Larson - 3800 N. 74th St. - she is concerned about the existing traffic and an
alcohol license would just exacerbate this. She also worries about increased trash.
Supporters:
Val Taylor - 3214 N. 41st St. - it's not her fault Capitol is busy and has a lot of trash
and she is being penalized for that. She and her partner donate to Ms. Taylor's youth
program.
Shanique Bay - 2136 N. 45th St. - she thinks it won't lead to increased traffic as
existing customers are requesting this product.
Mr. Mayes - the youth who frequent her store are very well-behaved. He didn't hear that
anyone met with her or invited her to an association meeting. Ald. Kovac feels the
onus is upon the applicant, not the association. The concerns can't be placed at this
address, but at other stores prior to her time. She runs a problem-free business.
Ald. Lewis is concerned due to the high school across the street and the students
frequenting her store, so adding alcohol is a concern.
Ald. Coggs finds it rare that opponents think a business is well-run. The applicant
may wish to contact the Dept. of City Development for suggestions on adding new
merchandise to increase her revenue and what else the neighborhood might need.
Ald. Witkowski moved to deny based on aldermanic and neighborhood testimony and
concentration of the Class A malt license. There were no objections.
The applicant withdrew her application to change the hours. Ald. Coggs moved
acceptance of the withdrawal. There were no objections.

Ald. Cavalier Johnson at the table - the trash has been a constant problem for him on
their property. He wanted to get a plan to pick up their trash on the record. He also
wants to see consistency. He recommends approval with a warning letter.
Paul Thompson - Franklin, WI - 2 employees got violent and one employee was
terminated.

Stili Klikizos - 3941 N. 62nd St.. - she lives 3 houses kitty-corner from Wendy's. The
alley fence has been there at least 30 years and is in poor shape and needed to be
replaced in October 2017. She can hear people ordering hamburgers at 3 a.m. and
the garbage is horrific in the alley, at least half of which is from Wendy's. The garbage
bins are not enclosed and are not always closed. Wendy's draws a lot of after-bar kids
and she can hear all that traffic and the intercom. She would like a soundproof fence
installed and people hired to clean up the litter.
Valerie Sauve - 6730 W. Vienna Ave. - she has seen the garbage and the poor quality
fence
Mr. Thompson said this is the first he's heard many of these complaints and the fence
was replaced a year ago by National Electric. He has been in the market for 30 years
and he wants to be a good business citizen in the community and they will fix any
problems. The speaker volume can be adjusted at night.
Ald. Witkowski noted that the Extended Hours license is a separate license. Often it
might be patrons rather than the establishment that are the problem.

Atty. Paul Christensen - his client has received requests from several customers to be
open past midnight. Atty. Christensen said that the litter and panhandling isn't directly
related to his client's establishment.
Opponents:
Brian Klonda - 6730 W. Vienna Ave. - he thinks this is a high-crime area and extended
hours will bring in more criminals. Neither gas station is well-maintained and he never
buys gas there due to the high volume of litter and it's not a safe area. It's primarily
residential except for these 2 businesses on the corner.
Vi Hawkins - she lives on Keeve Ave. - the 2 gas stations do not need to be 24 hours
and there is already panhandling, loitering and trash in the area already.

He had applied for a provisional license, but it was never approved. His licenses
expired on March 8th. He cannot sell alcohol or hazardous foods (non-packaged, dairy
products). He has a license for beer and cider-only.
Opposed:
Claire Moore - 531 E. Wright St. (and she owns a business at 631 E. Wright St). She
is okay with the beer and cider; he is a wonderful neighbor.
Denise LaFleur - 2467 N. Booth - she is also fine with cider and craft beers.
Ald. Coggs said she won't grant a provisional if there is a police report or neighborhood
complaints. The need for a provisional license was not the fault of the city.
She will approve the provisional today since there were no objections.

Kamisha Mousse Taylor - they are adding a patio and they sponsor a kickball team.
The application shows for an extension of premises for the grill and to add processing.
They want to add a grill and serve chicken, ribs and barbeque. The establishment
doesn't have a kitchen.
Ald. Coggs would encourage the applicant to apply for temporary extension of premises
to work out the kinks and then apply for the permanent.

operated for 8 years at this location.

Douglas Burna -731 N. 34th St. - he is tired of the loitering, panhandling, litter and the
trash, which has only gotten worse over time. He would like this store gone; 90% of
the time when he goes past there is something going on - litter on the premises, public
drinking, litter from the store on in the area
Karen Burns -- 3130 W. Wells St. - there is always a crowd outside up until the time of
closure. She finds a lot of small liquor bottles on her corner property and can often
see that they are coming from this store.
Laura Sue Moser - 3209 W. Wells St. - the photos are already in the file. Her B&B has
lost customers as they drive past 35th and Wells, due to the unsafe neighborhood and
people loitering. Panhandlers approach their guests as they are getting out of their
cars, she's witnessed public urination, arguing and unsafe actions due to drinking.
This liquor store is destroying what she is working on and feeds into the negative rather
than the positive.
Rick Moser - 3209 W. Wells St. - he agrees with his wife and he's surprised no-one
has ever been killed at 35th and Wells due to the parking and he sees the proliferation
of liquor bottles in yards.
Dwayne Stokes - works with Near West Side Partners - he is a security ambassador in
the community. The have seen mobile drug use from across the street to his building,
they tell him folks are loitering outside, they wait 10 minutes and nothing is done. He
also fails to pick up trash just stating "It's already been picked up."
Bobby McCray - Community Safety Speciailist for Near West Side Partners - he has
spent a lot of time working with the police on the complaints about this establishment.
In the hot months, there are always folks loitering by this establishment. They have
reached out, but the owners have never responded.
Keith Stanley - Near West Side Partners - concern is that this establishment isn't
proactive. This is the front door to the Concordia neighborhood.

Ted Cuzick - 7227 N. 32nd St. - he is a recovering addict and in the past he used this
facility to get money by panhandling.
Mr. Patel said when he sees loiterers he tells them to leave; sometimes they do and
sometimes they don't. He does not serve those who loiter. He allows the police
access to a vacant area on his second floor to observe. He works there all the time
and tries to control everybody. They sell liquor, chips, soda, tobacco and bus passes.
He is willing to fully cooperate with the neighborhood, hire private security, re-double
his anti-litter effects and cooperate with the police.

members. They now have 70 hours of armed security to make it a safer environment.

This would be a neighborhood grocery store.

of the following committees: Community and Economic Development, Finance and Personnel,
Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods
& Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends
on whether the presence of one or more of the Common Council member results in a quorum of the
