2. Review and approval of the previous meeting minutes.
Member Morris moved approval, seconded by member Flores, of the meeting minutes
from April 9, 2019. There was no objection.
3. Public Art Subcommittee report.
a. Funding recommendations.
Member Morris said that the subcommittee recommended to award $5,000 in New
Work Funds to the Near West Side Partners' "Voices of the City" fence tile piece
project for artist fees and materials, $5,000 in New Work Funds to the Clarke Square
Neighborhood Initiative's "Tejiendo Raices" storytelling mural project for artist fees and
materials, $1,000 in Conservation Funds to Riverwest Radio's light bulb projection
installation for the light bulb contingent on the light bulb being functional, and $5,000
in New Work Funds to Still Waters Collective's creative communication soap box

project for visual artist fees. The tile piece project will be located at Wisconsin
Avenue School, involves 26 Street Partners, has a total budget of $11,900, and has
funding confirmed. The storytelling mural is an intergenerational project involving
families and a young artist in residency. The light bulb installation projects photos of
the neighborhood and is situated at a storefront next to Mo's Irish Pub on Wisconsin
Avenue downtown. The soap box project will occur at various spots in the City and has
visual artists, musicians, disc jockey, a total budget of $62,900, $50,000 from the
Greater Milwaukee Foundation, and civic based sharing of ideas.
Member Morris moved approval, seconded by member Klose, to award $5,000 in New

Chair Ald. Murphy welcomed member Phillips as a new member.
Member Phillips stated that she is an elected school board director at Milwaukee
Public Schools, a program director at the Medical College of Wisconsin, a new parent,
and hopes to advocate for the arts as a member of the board.
4. 2019 Project Grant Review Panel report.
a. Funding recommendations.
Member DeLind commented on the review panel's recommendations. There were 50
applications with 47 eligible and 3 ineligible applications. 36 applications were
recommended to receive awards for either $8,000 or $4,000. Last year's allotment was
at either $7,000 or $3,500. One awardee was a new applicant, Milwaukee Opera
Theater. All projects were good. The panel is to be commended for their preparation
and active participation.
Member DeLind moved approval, seconded by member Harpole, to award $276,000 in
2019 Project Grant Funds as follows:

There was no objection.
Chair Ald. Murphy added that the increased allotment was made possible by his and
member Ald. Kovac's budget amendment and for the board to practice awarding the
next highest ranking applicant who was not selected should a selected awardee's
project fail to commence.
5. Old business.
Ms. Witte said that the Project Grant awards celebration will be Monday, June 10,
2019 at the Marcus Performing Arts Center with doors open at 4:30 p.m. and a
program start of 5 p.m. Also, a subcommittee and full arts board meeting will occur at
3:30 p.m. and 4 p.m., respectively, at MPAC prior to the awards ceremony.
6. New business.
Chair Ald. Murphy commented. He will submit a Common Council resolution
recognizing a retiring City music and artistic director. He attended the Milwaukee Road
unveiling of two silhouettes of workmen on pedestals on the Hank Aaron Trail that had
250 attendees. More money is being raised for the remaining three silhouettes. The
Tandem Theater is closing.

Ms. Witte said that the arts board had awarded $7,500 for the Hank Aaron Trail
silhouettes, has expressed dissatisfaction over the incomplete silhouettes, and that
Kevin Stalheim was an arts board 2002 artist of the year.
Member Morris said that the Milwaukee Public Theatre has closed.
7. Announcements.
Member Morris announced the June 6, 2019 Nohl Fellowship exhibition and reception
at Haggarty Museum from 6 to 8 p.m.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
