Meeting convened at 3:02 p.m.
1. Roll Call.

2. Review and Approval of Previous Meeting Minutes.
Meeting minutes from March 12, 2019 were approved with the correction that the
wording of "Alexander Walcott Sculpture" be replaced with "General Erastus B Wolcott
Statue". There was no objection.
3. New Work Fund.
a. Presentations from applicants:
1) Near West Side Partners
Individuals appearing:
Melissa Mueller, Quorum Architects
Laurie Gramling, 26th Street Project
Ms. Mueller and Gramling gave an overview. The project is called "Voices of the City"
drawing words of wisdom. It would be installed on a temporary fence at Wisconsin
Avenue School, and a permanent location would also be possible. It is the first project
involving a group of artists and community people from 22 organizations making
inscriptions to tile pieces, which has now increased to 1500 from 500. Community
engagement has included over 22 workshops with the community organizations,
sometimes informally. Engagement has also included taking tile kits to the
community and then back to the studio. $4000 in personnel cost is stipen for the

community neighbors. Intern artists are paid by private donors. $1000 is for
materials. A challenge is not knowing exact project costs.
Chair Morris said that the project budget should be redone to include all real budget
costs and more money for Ms. Gramling.
2) Clarke Square Neighborhood Initiative
Individuals appearing:
Ian Bautista, Clarke Square Neighborhood Initiative
Isabel Castro, Chavez Drive’s Artist in Residence
Mr. Bautista and Ms. Castro gave an overview. Ms. Castro is an Artist in Residence
working out of the public studio and gallery space on S. Chavez Drive with the goal to
establish Cesar Chavez Drive as the home of Latino/a arts and culture along the
corridor. The project is a community driven mural called "Tejiendo Raices" meaning
"weaving roots" and would be installed on the north brick wall facade facing the
parking lot at 1017-1023 S. Cesar Chavez Dr. Total project cost is $17,000 with the
mural cost at $9000. Ms. Castro will continue to work with and expand beyond 5
families of students and parents on all of her various paint and media projects,
including this one. They have requested NIDC funding. There will be in-kind supplies
provided from various sources.
Chair Morris said that the project budget should be redone to include $5000 in material
cost, $4000 from in-kind, and removal of the NIDC request to avoid a double city
match problem.
Mr. Bautista said that they want to increase stipens and will avoid the NIDC request.
3) Riverwest Radio
Individual appearing:
Dick Blau, Riverwest Radio
Mr. Blau said that the request would be for $2000 with $1400 for the projectionist and
$600 for light bulb and installation.
Chair Morris said that the subcommittee would consider the application under the
Conservation Fund (not the New Work Fund) and for proof of matching funds to be
provided.
Ms. Witte said that donors should submit written correspondence as part of the
application.
Chair Morris said for the committee to review at its next meeting the application from
Uptown Crossing.
4. Conservation Fund.

Gabriel Yeager, Milwaukee Downtown BID 21
Mr. Yeager gave an overview. The request is for $1150 to clean the Letter Carrier's
Statue at Cathedral Square. The BID is managing the square from April 1st to
November and had only factored landscaping around the statue. Neighborhood
engagement occurred on March 15th.
Chair Morris moved to recommend approval in awarding $1000 in Conservation Funds
to the Milwaukee Downtown BID for cleaning the Letter Carrier's Monument at
Cathedral Square. There was no objection.
b. Update on Projects
Chair Morris gave an update. The Friends of Hank Aaron State Trail will complete the
pouring of the bases for 5 sculptures in the coming weeks. Two of the sculptures
have been done and will be moved out of their studio. Efforts are still being made
towards funding the remaining sculptures.
5. New Business.
Chair Morris said that perhaps the subcommittee or full arts board can discuss
advocating for preserving the Dan Kiley landscape and chestnut trees at the Marcus
Performing Arts Center; otherwise, members can advocate as private citizens for when
the matter comes up before the Common Council Zoning, Neighborhoods and
Development Committee meeting, which is anticipated to occur on April 30th prior to
the subcommittee and arts board meeting next time.
6. Old Business.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
