1. 130453 A substitute ordinance relating to zoning code provisions for the
industrial-mixed zoning district.

Mr. Richardson said that the desire is to make the limited use standard for principal
use parking lots in industrial-mixed zoning districts (IM) be equal to the limited use
standards for principal use parking lots in the local business zoning district (LB3).
Currently, a principal use parking lot in an industrial-mixed zoning district has to be
less than 60 feet wide. Overall, the goal is to try to have industrial-mixed districts
mimic the rules of LB3 business zoning districts. In summary, the changes are to
reduce the maximum width of the paved parking area from 60 feet to 45 feet and to
provide that parking lots should not be on a corner lot.
Atty. Mukamal questioned the purpose of the corner lot restriction?
Mr. Richardson replied that the desire is to discourage parking lots on corner lots in
industrial-mixed districts due to these communities being usually very dense.
Buildings should be on corner lots. This restriction has been consistent with the
zoning code and comprehensive plans.
Mr. Roberts inquired the existence of a 45 feet provision in the zoning code regarding
the width of a principal parking lot in commercial districts?
Mr. Richardson stated that the LB3 district was created last year with the 45 feet
provision. He added that the proposed ordinance should be consistent with the
format of the zoning code.
Mr. Roberts said enforcement would not be a problem with the proposed ordinance.
Atty. Mukamal said that there was no legal problem with the proposed ordinance.

Mr. Richardson moved that the proposed ordinance meets the standards of legality
and enforceability, administrative efficiency, and consistency with the format of the
zoning code. Atty. Mukamal seconded. There were no objections.
