Stats., for the purpose of conferring with the City Attorney who will render oral or written advice with respect to litigation in which the city is or is likely to become involved. The committee will then reconvene into open session for the regular agenda. Ald. Kovac moved that the Zoning, Neighborhoods, and Development Committee may convene into closed session, pursuant to s. 19.85(1)(g), Wis. Stats., for the purpose of conferring with the City Attorney who will render oral or written advice with respect to litigation in which the city is or is likely to become involved. Ayes - Coggs, Kovac, Bohl Excused - Stamper, Rainey Meeting convened into closed session at 8:49 a.m. Ald. Stamper and Ald. Rainey joined the committee at 8:49 a.m. and 8:54 a.m. respectively. Stamper moved that the Committee reconvened into open session. There were no objections. Meeting reconvened into open session at 9:16 a.m. 1. 170188 A substitute ordinance relating to deconstruction of residential buildings. Sponsors: Ald. Bauman and Ald. Kovac Individuals present at the table: Gregg Hagopian, Assistant City Attorney Preston Cole, Dept. of Neighborhood Services Thomas Mishefske, Dept. of Neighborhood Services Ald. Robert Bauman, 4th Aldermanic District Jeff Osterman, Legislative Reference Bureau Ald. Kovac moved substitution of the file with Proposed Substitute A. (Prevailed 5-0) A motion was made by ALD. KOVAC that this Ordinance be SUBSTITUTED. This motion PREVAILED by the following vote: Aye 5- Bohl, Rainey, Kovac, Coggs and Stamper No 0 170188 A substitute ordinance relating to deconstruction of residential buildings. Ald. Kovac moved passage. Ald. Stamper moved to hold to the call of the chair. This motion takes precedence. A motion was made by ALD. STAMPER that this Ordinance be HELD TO CALL OF THE CHAIR. This motion PREVAILED by the following vote: Aye 5- Bohl, Rainey, Kovac, Coggs and Stamper No 0 ---Note: If action is taken on CCFN 170188, it may be referred to the Common Council for action at its regular meeting to be held at 9:00 a.m. on Tuesday, October 17, 2017. Kovac ---Note: If action is taken on CCFN 170188, it may be referred to the Common Council for action at its regular meeting to be held at 9:00 a.m. on Tuesday, October 17, 2017. In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting.
