A special meeting of the Board of Aldermen was held Tuesday, May 31, 2011 at 7:00 p.m. in the Aldermanic
Chamber.
President Brian S. McCarthy presided; City Clerk Paul Bergeron recorded.
Prayer was offered by City Clerk Paul Bergeron; Alderman-at-Large Ben Clemons led in the Pledge to the
Flag.
The roll call was taken with 9 members of the Board of Aldermen present; Aldermen Vitale, Tabacsko, Sheehan,
Flynn, and Cookson were not in attendance. Alderman Melizzi-Golja arrived after the roll was taken
Her Honor Mayor Donnalee Lozeau was also in attendance.

This evening’s meeting is a Public Hearing on R-11-109, Authorizing the City of Nashua to Borrow an
Amount not to Exceed Fifteen Million Four Hundred Ninety Two Thousand Four Hundred and Fifty-Three
Dollars ($15,492,453) Through the State of New Hampshire Department of Environmental Services State
Revolving Loan Fund for Expenses Related to the Storage Tank Facility, Aeration Blower Upgrade and
Dewatering Equipment Replacement Projects.
Alderman Deane being the Chair of the Budget Review Committee will conduct the public hearing, and I will
ask the Mayor to give an explanation of the resolution.

MILLION FOUR HUNDRED NINETY TWO THOUSAND FOUR HUNDRED AND FIFTY-THREE
DOLLARS ($15,492,453) THROUGH THE STATE OF NEW HAMPSHIRE DEPARTMENT OF
ENVIRONMENTAL SERVICES STATE REVOLVING LOAN FUND FOR EXPENSES RELATED TO
THE STORAGE TANK FACILITY, AERATION BLOWER UPGRADE AND DEWATERING
EQUIPMENT REPLACEMENT PROJECTS
Alderman-at-Large David W. Deane, Chair of the Budget Review Committee, conducted the following public
hearing:
As provided for in NRO 5-28, a presentation on R-11-109 was given by Mayor Donnalee Lozeau.

Thank you Mr. President. I sponsored this resolution because it is the next needed bonded amount for our
projects involved with the CSO Consent Decree and the wastewater facilities. As was mentioned in the
reading of the legislation, it is for the storage tank facility, which is estimated to be $5.76 million, the aeration
blower upgrade at the facility for $4.16 million, and dewatering equipment replacement project for $5.57
million.
The good news is that this legislation authorizes us to borrow the funds through the State Revolving Loan
Fund, which has an interest rate, right now, of 2.8%, which is lower than we could likely get bonding it
straight up as a municipal bonded project. We anticipate the timeline to begin about FY11 and completed,
all three of those anticipated to be FY14.

All of you are certainly aware of the discussions that we have had through the two presentations by the staff
on this project and what it means, and you are also aware, of course, that we did pass the rate increase
legislation on May 24th. That is my presentation for purposes of the public hearing. Thank you.
