Minutes of the Board of Assessors Meeting of June 2, 2011 A meeting of the Board of Assessors was held on Thursday, June 2, 2011, in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Marylou Blaisdell. Members Present: Marylou Blaisdell Kevin Moriarty Dominic D’Antoni Assessing Staff Present: Angelo Marino Drew Lemay Gary Turgiss Doug Dame Greg Turgiss Cheryl Walley Minutes of the Meeting: Minutes of the meeting May 19, 2011 were approved. Abatement Requests Presented: A complete listing of all abatements approved/denied is available in the Assessor’s Office. Regarding a 2010 abatement filed on the property located at 21 Green Heron Lane which had suffered water damage, Dr. Moriarty said he disagrees with the revised assessment reflecting the cost of remediation. Mr. Angelo Marino, Chief Assessor, told him that when something like this is affecting the value of the property they have an obligation to the taxpayer to make sure that it is reflected in the assessment or market value. Chair Marylou Blaisdell asked if when this water damage is repaired is a follow-up inspection done to have the assessment reflect the remediation. She was advised that this type of thing is flagged and that a follow-up inspection is done to update the assessment data. Mr. Dominic D’Antoni said that in light of all the short sales in the recent real estate market, care needs to be taken to make sure the assessments are not being artificially lowered based on these sales. Mr. Marino replied that these sales are pretty easy to identify and any sales that are not an arms-length transaction are not used in setting assessments. Regarding a denial of a 2010 abatement for a vacant lot located at 16 West Hollis Street, Chair Marylou Blaisdell said she understands this is a vacant lot but an assessment of $104,000 seems low. The other Board members concurred and asked that this property be flagged and revisited in the next couple of months to determine if comparable sales indicate this assessment should be raised. Residential Appraiser Greg Turgiss and Deputy Assessor Drew Lemay agreed and said this will be done. Appointments: 8:30 – Pastor Chung Tea-Hyun, Nashua Han-Maum Korean Church – regarding late filing of the BTLA A-9 Form Pastor Chung Tea-Hyun was welcomed by the Board. Ms. Blaisdell advised the Pastor that the Board has already made their decision regarding the late filing and will stand by that decision unless there is new information to be offered. Pastor Tea-Hyun advised he had delivered the 1 of 2 form on Monday, April 18th and it was due Friday, April 15th. He told the Board he didn’t think that it was a problem to be just a couple of days late. He was advised if the form is due April 15th, then the form would have been received late if it was received April 18th. Pastor Tea- Hyun advised the congregation has recently moved into another part of the building and this along with the new procedure of emailing the reminders was his reason for filing the form late. He told the Board this property has been receiving an exemption for 16 years and this is the first time he has submitted the form after the due date and he said he will pay close attention in future years so this will not happen again. After some more discussion the Board made the following motion: MOTION BY Marylou Blaisdell to accept the late filing of the 2011 A-9 form for the property located at 44 Cadogan Way and owned by the Nashua Han-Maum Korean Church. SECONDED BY Dominic D’Antoni. MOTION CARRIED unanimously. Regarding the late filing of the BTLA A-9 Form by SNHS Management, requesting a charitable property tax exemption for the property located at 88 Temple Street, it was noted that the reason for the late filing was an oversight of an owner of the property, Southern NH Service. The form was received May 31, 2011. At the Board of Assessors meeting held June 2, 2011, the following action was taken: MOTION BY Marylou Blaisdell to not accept the late filing of the BTLA Form A-9 requesting a 2011 charitable property tax exemption for the property located at 88 Temple Street and owned by Southern NH Service and Two Four Realty. SECONDED BY Kevin Moriarty. MOTION CARRIED unanimously. Old Business: none Staff Items: Mr. Marino advised it appears now that it will be necessary to have another meeting on June 30th as they are committed to processing all abatements received for tax year 2010 before the deemed denied date of July 1, 2011. Having this extra meeting will assure all abatements will be processed so none will be “deemed denied”. MOTION BY Marylou Blaisdell to adjourn at 8:45 AM. SECONDED BY Kevin Moriarty.
