Meeting of July 1, 2010
A meeting of the Board of Assessors was held on Thursday, July 1, 2010, in Room 208, 2nd floor of City
Hall. The meeting was called to order at 8:15 AM by Acting Chair Dominic D’Antoni.

Minutes of the Meeting:
Minutes of the meeting of June 17, 2010 were tabled until the next meeting at which both Marylou Blaisdell
and Kevin Moriarty will be in attendance as they were the two members present at that meeting.
Abatement Requests Presented:
Deputy Assessor Bob Gagne presented the remainder of the 2009 abatements he had and they were each
being recommended for denial.
Commercial Appraiser Douglas Dame presented several abatements on commercial properties saying these
abatements were filed with insufficient or no evidence as to their overassessment. Evidence was
subsequently requested and to date has not been received and therefore he is recommending denial on these.
Any further action by the Assessing Department would require the taxpayer to file an appeal with the State
of NH. He then presented ten abatements on commercial property for which he is recommending denial at
this time but the taxpayer has said the information is forthcoming, so some or all of this group of ten may be
acted upon by September 1, 2010, if sufficient evidence is received
Residential Appraiser Gary Turgiss presented the remainder of the 2009 abatements that had been assigned
to him and of those approvals and denials, he has three on which he is awaiting property inspections. After
inspections are conducted these may come before the Board before September 1, 2010 for further action.

Ms. Louise Brown, Supervisor of Assessing Administration, presented two 2009 abatements filed on
properties which are being used for detention ponds. The developer is claiming they are not responsible for
taxes since these should have been deeded to the City of Nashua. Ms. Brown has been consulting with the
Legal, Planning and Engineering Departments with regards to these abatements and it has been decided that
the City will not accept the properties unless certain specified conditions brought by the Engineering
Department are met. Ms. Brown is recommending denial of these abatements at this time. Ms. Brown
explained that the taxpayer has been notified of the City’s position and the taxpayer was told if the
conditions are taken care of within the next few weeks, these abatements may go before the Board before
September 1, 2010.

In light of all the denials that have come before the Board this year, Mr. Kevin Moriarty asked if it might
discourage frivolous filings if a filing fee was charged for each abatement filed. Mr. Marino advised that a
fee cannot be charged for filing but a fee could be charged for providing the form. The forms are also
available on the city’s website www.gonashua.com/assessing under “Assessment Appeal” - “Abatement
Form”. On the website the form can be printed at no charge. After a brief discussion, it was agreed that the
form should continue to be supplied in the Assessing Department at no charge.
It was concurred that the second meeting in July will not be necessary since the goal of acting on each
abatement for tax year 2009 has been met. As the Board was made aware, some of the abatements that were
denied today have the potential of being approved before the September 1, 2010 deadline to file with the
State of NH, should the taxpayers provide inspections or sufficient evidence in a timely manner. This may
mean the Board will need to have both scheduled meetings in August.
