Meeting of January 5, 2012
A meeting of the Board of Assessors was held on Thursday, January 5, 2012, in the Room 208,
2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Marylou
Blaisdell.

Minutes of the meeting of December 15, 2011 were tabled until both members that were
present can vote on this item.
Abatement Requests Presented:
A complete listing of all abatements approved/denied is available in the Assessor’s Office. An
abatement presented by Deputy Assessor Drew LeMay for an empty lot located on Marlowe
Road was tabled. The taxpayer filed the abatement because he felt the empty lot on Marlowe
Road should not have been assessed as a buildable lot since he feels it was not a buildable lot
due to an encroachment that existed because of the house at 71 Browning Avenue, the abutting
lot, being built too close to the lot line. Both lots have the same owner.
The Assessing Department is recommending to abate this Marlowe Road property slightly due
to the fact that, although the lot meets the criteria to be a buildable lot, the encroachment would
bring the value down slightly. The Board unanimously wants to table this item until further
information is given to them by Deputy Assessor Drew LeMay. One specific piece of
information the Board would like is what adjustment will be made going forward on this lot
and the neighboring lot at 71 Browning Avenue, if this assessment adjustment is made for tax
year 2011.
The appropriate paperwork was filed by the taxpayer and the lot line has been relocated so the
lot on Marlowe Road will be considered a buildable lot for tax year 2012 and should be
assessed as such.
