Meeting of June 26, 2014
A meeting of the Board of Assessors was held on Thursday, June 26, 2014 in Room 208, 2nd floor of City
Hall. The meeting was called to order at 8:15 AM by Acting Chair Daniel Gagnon.

The minutes for the meeting held on June 5, 2014 were approved.

Staff Items:
Referring to a copy of RSA 76:21 which was previously sent to the Board of Assessors, Mr. Marino advised
this law is new for 2013 and it allows the property owner to apply for a proration of the assessment for the
current tax year for those buildings that have been damaged after April 1st due to unintended fire or
natural disaster. The assessed value is reduced to reflect the damage and it stays at that value until the
property can again be used for its intended use. It is prorated for the amount of time the value is lost. If
renovations are done and it can be used for its intended use within the same tax year, the proration will be
for the number of days it was under renovation. The applicant must provide documentation from the Fire
Marshall’s office to show that it was not arson. Prior to this, if a building had a fire in May for example, the
owner would have to pay property taxes for the whole year based on the condition as of April 1st, when it
was able to be used for its intended use. There was no law that allowed any adjustment of the assessment
or taxes.
The members were advised there will be four applications for proration presented at the next meeting and
one owner has requested an appointment to address the Board of Assessors and explain further his
situation.
