City of Nashua Division of Public Health & Community Services 18 Mulberry Street, Nashua, NH 03060 BOARD OF HEALTH MEETING May 12th, 2010 12:30 PM Second Floor Conference Room B – 18 Mulberry Street MEETING MINUTES BOH Members Present: Dr. Anthony Storace, Chair Dr. Ajay Sharma Dr. Peter Klementowicz Aldermen Present: Lori Wilshire Guest: Paul Bergeron, City Clerk Staff Present: Kerran Vigroux, Janet Graziano, Bobbie Bagley, Bob Mack, Heidi Peek, Patty Crooker, Chris Lister, Sandy Mulcahy, Janet Graziano The Board was given the meeting Agenda, monthly departmental reports, current Board of Health budget, April BOH Meeting Minutes and an updated list of BOH members/senior staff contact information. 1. Meeting called to order at 12:30 p.m. by Dr. Anthony Storace - Quorum was met (Formal Meeting) 2. Swearing-In of Board of Health Members  Dr. Klementowicz was sworn in as a member of the Board of Health by Paul Bergeron, City Clerk. 3. Right-To-Know In-Service, Paul Bergeron, City Clerk  Paul Bergeron addressed the Right to Know Law as it relates to Public Meetings and electronic communications. He gave copies of the Right to Know book to the BOH members.  The following information was discussed: o Changes in the laws as of 2008-2009 relating to use of electronic communications in Public Meetings 1 o Requirements for notifying the public of a meeting o Posting “Notice of Upcoming Meeting” requirements o Posting of Minutes requirements o Legalities involved in public meetings o Meeting procedures o Quorum requirements and voting on issues at public meetings o Non-Public session requirements o Retention of Minutes o Verbiage of Minutes o Transcription requirements and guidelines 4. Boston’s Water Boil Order and potential situations in MH – Heidi Peek  Heidi Peek spoke about a recent water main break in the Boston area and how it affected the closing of restaurants and other food establishments. o Discussion was held on how something like this would be handled if it occurred within the Greater Nashua area. o Discussion on the need to educate and have up-to-date information available for restaurant owners on what is acceptable and what is not as it pertains to clean water and sanitary practices (hand washing). 5. Department Reports Community Health – Bobbie Bagley presented:  Went over the contents of her monthly report  Gastrointestinal outbreak at a local assisted living facility  Immunization campaign for children going back to school as well as upcoming flu clinics  Discussed the possibility of additional refugees coming to Nashua Child Care – Chris Lister presented:  EP & HIV Prevention Grants are in the process of renewal  Two summer-time projects: o August 7th – Touch-a-Truck event fundraiser o August 26th – Back to School Event at the Nashua Public Library  Discussed statistics of Child Care Programs vacancy rates. Emergency Preparedness – Patty Crooker presented:  Attended Bioterrorism Operations Meeting  Public Health Week  Med Surge Planning: Conference in June  Attended CDC Strategic Stockpiling in Atlanta  Held two workshops o April 15th – EPI Disease Investigation and Workshop o April 26th – H1N1 After Action Conference 2 Environmental Health – Heidi Peek presented  Food service establishments within the city have been mapped and will be broken into 3 different sectors for the Environmental Health Specialists  Temporary business closures due to a water main break and a sewerage back-up  Farmers’ Market planning under way  Pool inspections  No rabies to report  Increases in dog bites  Discussed tick bites and the reporting of tick bites  Mosquitoes – July 1st will start the mosquito surveillance at pre-identified municipal-owned sites Welfare - Bob Mack presented:  Spending less than previous year at this time  Prescription assistance is up  Discussed assistance to clients with PSNH as a result of the new requirements Mediation – Sandy Mulcahy presented:  Facilitated a Victim Offender Presentation for agencies and individuals to learn more about the program  Held two workshops at Pennichuck Middle School on “Improving Conflict Resolution Skills” 6. Public Comments - None BOH Member Stipends  Discussion of BOH members’ stipends o Each Board member will decide whether they will keep it or donate it back to the BOH o It was suggested something in writing be put together for the members to sign if they want to return their stipend Motion to Adjourn meeting: Dr. Anthony Storace Seconded: Dr. Peter Klementowicz Meeting Ended: 1:25 p.m. Next meeting will be on Wednesday, June 9, 2010. 3
