City of Nashua Division of Public Health & Community Services 18 Mulberry Street, Nashua, NH 03060 BOARD OF HEALTH MEETING - DRAFT December 14, 2011 12:30 PM 18 Mulberry Street Nashua, NH 03062 MEETING MINUTES BOH Members Present: Dr. Anthony Storace, Dr. Peter Klementowicz, Dr. Ajay Sharma Aldermen Present: None Staff Present: Heidi Peek, Patty Crooker, Ashley Conley, Nancy Seskes, Bob Mack, Victoria Alabi, Corinn Dembkoski, Debbie Daniels, Barbara Scacco Public Present: Regis College student, Becky Meeting called to order at 12:30 p.m. by Dr. Storace 1. Vote on the November 9, 2011 meeting Minutes: a. Motion presented by Dr. Storace to approve November 14, 2011 Minutes b. Motion seconded by Dr. Sharma 2. Vote on payment of the NALBOH 2012 Membership Renewal invoice of $175.00 a. Motion presented by Dr. Storace to approve payment b. Both Dr. Klementowicz and Dr. Sharma agreed to pay this invoice using BOH funds 1 Department Reports Community Health – Presented by Nancy Seskes and Debbie Daniels  Debbie o In your packets is a monthly reportable disease form that is State approved.  It shows clusters of diseases  Cases will be presented monthly o Quarterly Report shows yearly trending, and diseases will be listed out singly  This will make it easier for people to understand and coincide with how it is done in the State.  Nancy o Discussed the reportable disease information o Immunizations  Public Health Nurses have continued to evaluate and report school health records  Flu clinics are on-going o STD/HIV Clinical Services Program Highlights  We continue to receive inquiries about the STD clinic.  Adult immunization services are still being offered through Immunization Clinics at the Health Department and at HIV Prevention Outreach clinics.  The HIV Prevention Program maintained contact with members from the 2011 Safe Choices Cycle  Cycle 2 is complete and we will begin working on Cycle 3 at the beginning of January 2012  Al is working with these people – 60/90 days o Introduced the new Public Health Nurse, Jill A. O’Meara Health Education and Tobacco – Presented by Corinn Dembkoski  Health Education o Helping at the Flu Clinics o Communications piece on Med Surge Exercise o NHCCM Meeting – discussed collaboration with Public Access Channels  Discussed how they share their information  Hope to have a follow-up meeting in January 2012 with additional slides, which will allow us to get more information out quicker & reach more people. o Pertussis meeting was held on November 29th  Educational and promotional activities  Tobacco Prevention and Control o Great American Smoke Out  Held three programs with City employees  Participation was limited  Set up a table at City Hall outside of DMV, which worked well, and it was easier to give out information and discounts on Nicotine Replacement Therapy. 2 o Met with WIC and Head Start at SNHS regarding Tobacco Cessation and follow up clinics o Attended a meeting the Prevention Coalition and SADD members at Campbell High School in Litchfield to network and begin more regional work activities o Met with the director of Marguerite’s Place o PSAs  Looking to have high school students make this into a contest.  Dr. Storace suggested that she contact Doug Beals at Nashua High as he works with the students in the video department Environmental Health – Heidi Peek and Victoria Alabi presented  Heidi o Food Service  A car drove through a window at Wendy’s  License was suspended at a local restaurant and reinstated two days later;  Another restaurant voluntarily closed and opened again three days later;  A restaurant serving coleslaw has temporarily removed that item from their menu. o Laboratory  Keira Delude completed the NH ELAP Accreditation Audit (drinking water audit) on November 1st and 2nd o Inspections  Public Pools/Spas  Institutional (School, Child Care Centers)  Septic Inspections - still busy with those  Howard finished up the home inspections at Temple Street with Code Inspection. o Rabies  There were no cases of rabies this past month, but we did process several dog and cat bites.  Victoria o MRSA Education  Went with Patty and Jan to Hollis-Brookline High and did the first presentation for the school staff.  Nurses, teachers, head of maintenance and coaches attended  The next presentation will be at Litchfield High School in January  We expect approximately 30 staff members to attend  We are communicating with other schools and a childcare director’s group for future presentations  Currently working on a MRSA toolkit for middle and high schools in the region  We were have 2,000 MRSA brochures printed with support from NH DHHS. o Radon  Delivered posters and sign-up sheets with Corinn and Heidi to regional towns to promote radon awareness and radon testing o Foodborne Illness Outbreak  Drafted a protocol/checklist to be included in the Division’s overall outbreak protocol. 3 o Working with Corinn on pertussis education and getting the word out for people to get vaccinated o CHIP  UNH students will be working with us to complete their Capstone Projects Emergency Preparedness – Patty Crooker and Ashley Conley presented  Patty Crooker o Med Surge Exercise on November 14th  The purpose was to evaluate the set up, protocols and procedures for our Neighborhood Emergency Help Center and Alternate Care Site.  We are working through information for an After Action Report and Improvement plan, which will be completed by the end of January 2012. o Multnomah County Advance Practice Center  We are partnering with MCHD APC to evaluate a tool kit that they are developing to assist local health departments to develop internal emergency response and continuity plans.  Ashley Conley o Invited by the Center for Disease Control and Prevention, National Center in Atlanta for Environmental Health, as a subject matter expert on the Community Assessment for Public Health Emergency Response (CASPER) o Fit Testing Training was held during November on N95 respirators  This training will be useful during a public health emergency such as a pandemic. o Community Health Improvement Plan (CHIP)  The CHIP Planning Group has been assembled and 26 organizations from the Greater Nashua Region came together to help us with CHIP.  The group will work with key leaders and stakeholders to develop a work plan that will be followed over a 2-3 year period to improve the health of the community.  A Vision and Mission Statement will be completed by January 2012.  During February’s meeting, we will prioritize health issues  In May 2012, a larger meeting will be held by the Focus Group to choose strategies.  BOH Members will be invited to this meeting Welfare - Bob Mack presented  Slight decrease in expenditures for the month of November o This was due, in part, to the fact that we did not receive our medical bill yet o Next month’s expenditures will probably be much higher as they will include this month’s expenses  We are on track with FY 12 budget and we will keep doing what we can to help folks in need  We assisted 12 families with emergency motel shelter placements in November; and referred 2 families and 4 individuals to public shelters during the month of November. o We had the opportunity to meet with shelter providers, including hospital ERs, library, police, etc. regarding homeless people during the winter months and advised them of opportunities available.  We continue to look at this issue in order to reach out to these folks 4  Sixth Annual Project Homeless Connect Event o Approximately 50 households came through this event  It seemed that that most were homeless, while some were already connected to shelters, and others were living on the streets.  We were able to get communication started on shelter programs to those people living on the streets o We provided vaccinations and informational brochures o Rivier provided blood pressure and health care screening. o Opportunities were there for health care and other services as well. o This event was very successful.  Fuel Assistance o Have been granted $14M, which is approximately $20M less than last year.  Senators Shaheen and Ayotte are looking into getting additional funding from the Federal Government.
