MEETING MINUTES
BOH Members Present: Dr. Anthony Storace
Dr. Peter Klementowicz

Formal Meeting was called to order at 12:40 p.m.
Kerran Vigroux requested a Vote to pay the NALBOH 2013 Annual Membership dues
Motion made by Dr. Peter Klementowicz to approve, Motion seconded by Dr. Ajay Sharma
Invoice will be submitted for payment
The Board members were given copies of the March 2013 Meeting Agenda, February 2013 Department
Reports and the February 2013 BOH Meeting Minutes.

Angelo Marino, Chief Assessor and GIS Manager for the City of Nashua, gave a presentation regarding
electronic mapping and how it can be used for our Emergency Preparedness and Environmental
Departments, as well as for other departments throughout the City of Nashua.
o GIS Viewer is located on the Intranet at the Home Page
It is updated approximately every two years
Other available maps are for years 2001, 2004, 2006, 2010 and 2011
Department Reports
Community Health – Christine Villeneuve presented:
Dr. Granok has asked that we change our department report format to include last year’s data in
order to compare from year to year.
o This change appears in this month’s report
11 adults and 2 teenagers received immunizations at the Adult Learning Center.
o It was a well received educational and clinical outreach for immunizations.
The STD Clinic opened on February 14th.
The Community Health Outreach van repairs have been completed.
Planning for Daycare Providers – Lead Screening under 6 years old to improve lead screening
rate for Nashua and the greater Nashua area.
TB – In the process of distributing new LTBI laminated cards to Nashua and Greater Nashua
providers
o Planning on doing TB education for school teachers
Tonight there will be a presentation to early childhood educators through the Southern New
Hampshire Child Care Resource and Referral program on head lice.
Emergency Preparedness – Ashley Conley presented while Patty Crooker attended the CDC Summit
Conference
The Public Health Network Service Grant
o The DPHCS proposal for the FY14/15 Public Health Network Services grant was
submitted on March 4th.
This grant will provide services in the following three areas:
Regional Public Health Advisory Committee; Regional Public Health
Preparedness, and Substance Misuse Prevention and Related Health
Promotion.
Hazard Vulnerability Analysis
o There will be three meetings with partners to identify various hazards in the Community
and to the Public Health infrastructure.
The Public Health and Health Care HVA is comprised of three main activities,
each of which will involve a half day meeting: rate regional impacts, rate regional
preparedness and identify risk mitigation strategies. The first meeting will be
held on April 4th.
The Continuity of Operations Planning Workshop:

The PHNS program is hosting a workshop on Continuity of Operations
Planning on March 22nd at Rivier University.
COOP plans address how organization will ensure the continuation of
essential services when events/circumstances don’t allow them to operate
as they typically do day-to-day. For example: fires, floods or public
health emergencies.
Health Education and Tobacco – Presented by Corinn Dembkoski
Health Education
IRT Meeting
o Met with the Incident Response Team in preparation for the February winter storm
Community Presentations
o Southern NH Services requested a head lice presentation for their childcare coordinators
The Environmental and Community Health Departments met to discuss the
presentation and what key points to focus on.
Dr. Storace asked if there would be a video on the head lice presentation.
Corinn said they are hoping to do a tool kit.
Tobacco Prevention and Control
Photovoice Project
o Partnering with Nashua PAL to implement a Photovoice Project to address tobacco and
alcohol use in the Community.
o Photovoice is a process by which youth capture and record their life experiences and
community through photography and stories.
o Plans are being made to offer two trainings by Media Power Youth, for Girls Inc., Boys
and Girls Club and Police Athletic League. The first training is scheduled for March 26,
2013.
Rivier University
o Met with Rivier University’s VP of Student Affairs to discuss efforts made to make the
school a tobacco-free campus.
It was suggested that we get employee data from their insurance company’s
HRAs, as well as involve student government to get behind the initiative.
TPCP
o Currently working with Lamprey Health Care Nashua to offer cessation counseling 8
hours a week.
Counseling will be for high risk population of patients and pregnant women
Will promote 1-800-QUIT-NOW
Community Health Improvement Plan and Grants – Beverly Doolan presented
Community Health Improvement Plan document distribution is ongoing with electronic copies
available on the city website.

o Paper copies are available in the DPHCS office. A press release has been submitted.

o Co-facilitators met and agreed to expand the website pages to include obesity, mental
health, and access to healthcare workgroup sections. Once created, these will include
accomplishments and current projects.
Grants
o Nashua became a HEAL funded community in 2012 and has been working to identify
impactful healthy eating/active living initiatives in the Tree Streets neighborhoods.
o We have confirmed our support to work cooperatively with the Police Athletic League on
a community garden, a healthy eating project that we will expand to include an active
living component.
Strategic Planning
o In February, the Division held the first 2013 Strategic Planning meeting.
o An updated strategic plan is the final pre-application document required, in addition to
our Community Health Assessment and Community Health Improvement Plan for Public
Health Accreditation.
Environmental Health – Heidi Peek presented:
Responded to an accidental discharge of a fire suppression system at a fast food restaurant at the
Pheasant Lane Mall.
Another restaurant had their license suspended for approximately one day due to leaks above
their food preparation area.
Howard and Amanda presented a food safety seminar to employees of a local restaurant.
Heidi met with Mayor Donnalee Lozeau, Public Works Director Lisa Fauteaux and Fire Marshall
Cynthia Bautista to implement a new process to approve outdoor dining on City property.
Heidi attended the year-end Arboviral Meeting, and the Healthy Homes Strategic Planning
meeting.
Amanda is now ServSafe Certified. She also completed the Applied Communicable Disease
Investigation, Control and Microbiology course in Manchester.
Ashley Conley and Heidi interviewed a college student for a summer internship.
Welfare - Bob Mack presented:
Expenditures are down slightly.
The number of vouchers is up, but the dollar amounts are down.
We have been able to get people connected to programs that will help them.
During February and March, and into April, tax returns came in and they are considered an
available resource.
We issued a significant number of vouchers in February
o 14 families and 1 individual were placed in emergency motel placements; and 8 families
and 4 individuals were placed in public shelters and homeless outreach during the
month of February.
The Welfare Department has expended approximately $723,480 for General Assistance for
FY2013 as of this date. Total expenditures are approximately $90,452 less than this time last
fiscal year.
