Minutes of Board of Public Works Special Meeting of January 22nd, 2015 A special meeting of the Board of Public Works was held on Thursday, January 22, 2015 at 1:00 p.m. at the Division of Public Works, Administration & Engineering offices, 9 Riverside Street, Nashua, NH 03062. Members Present Commissioner Kevin S. Moriarty, Vice Chair Lisa Fauteux, Director of Public Works Commissioner Paul G. Bergeron Dorothy Clarke, Deputy Corporation Counsel Commissioner Tim Lavoie Carolyn O’Conner, Finance & Administration Manager Commissioner Tracy Pappas (by phone) Commissioner Moriarty called the meeting to order at 1:00 p.m. and called the roll. Commissioner Lavoie: Present Commissioner Pappas: Present (by phone) Commissioner Bergeron: Present Commissioner Moriarty: Present I. MOTION: Commissioner Pappas to approve the Agenda as presented. SECONDED: Commissioner Lavoie MOTION: Carried Unanimously II. Public Comment No public comment. III. Administration A. Motion: Commissioner Lavoie to approve the Collective Bargaining agreement between the Board of Public Works of the City of Nashua, New Hampshire and Local 365 of the American Federation of State, County and Municipal Employees, AFL-CIO for the period of July 1, 2014 through June 30, 2017. SECONDED: Commissioner Lavoie MOTION: Carried Majority YAY: Commissioners Moriarty, Lavoie, and Bergeron NAY: Commissioner Pappas DISCUSSION: Commissioner Pappas thanked everyone who participated in the process: Commissioner Lavoie, Director Fauteux, the members of the union and the Mayor. She said that she does not have issue with percentage of raises, but she believes that citizens are paying too much for plowing and doesn’t agree with the way overtime is called out. She said that employees should take more responsibility Minutes of Board of Public Works Special Meeting of January 22, 2015 Page 1 in being aware of where they are on the list for overtime and keep their phones on them. This will help improve the overall efficiency of the system. Director Fauteux said as part of the contract both the City and AFSCME have agreed to work on changes to the Snowplan. Commissioner Bergeron agreed that the wages are fair. He asked how many employees are taking advantage of the education benefit. Director Fauteux responded that not many are. More employees from Solid Waste and Wastewater participate because they need continuing education credits to keep their licenses. Commissioner Bergeron said he is supporting this motion because the team from the City that will be working with AFSCME to make some changes is in place.
