Board of Registrars’ Meeting
November 1, 2012
10:00 a.m.
Auditorium, City Hall
Present: Kathryn Fogal, Patricia Lucier, and Carol Cordero.
Also present: City Clerk Paul Bergeron.
1. K. Fogal called the meeting to order at 10:13 a.m.
2. P. Lucier moved to accept the minutes of Board of Registrars’ meeting of September
6, 2012. C. Cordero seconded. Motion passed.
3. K. Fogal moved to accept the City Clerk’s report on deletions, additions and
corrections to the checklist and a separate report relative to the removal of voters
from the checklist who did not respond to a request to confirm their eligibility to vote
in the City of Nashua (“30-day letters”); and moved that the Board certify the
checklist for use at the State General Election on November 6, 2012. Seconded by C.
Cordero. Motion passed.
4. C. Cordero moved for the appointment of the following individuals to serve as
Deputy Voter Registrars for the State General Election:

6. The City Clerk reported to the Board that he had forwarded a complaint to the
Attorney General relative to a notice he received that a person allegedly registered to
vote in Ward 4 for the September election, using a false address. Copies of the
complaint, the voter’s registration materials, and correspondence with the Attorney
General’s Office were provided to the Registrars. The Attorney General’s Office had
acknowledged receipt of the complaint but had not recommended or taken any action
on it as of this date. Discussion ensued.
The Board of Registrars instructed the City Clerk to do the following:
a. Mail a 30-day letter to Cody Bachelder at the address provided on his voter
registration form advising him that he needed to appear in person and/or provide a
written statement with the reasons why his name should remain on the checklist;
b. Remind election officials that a homeless person is entitled to vote and outline the
procedure whereby a homeless person is to be registered and/or address changed
if that person is already registered at an invalid address;
c. Notify the complainant that his letter had been forwarded to the Attorney
General’s Office and that the Board of Registrar’s was waiting for a response
from that office before taking further action.
7. Under other business, the Board of Registrars asked the City Clerk to forward written
complaints to the members of the Board upon receipt so that the Board could
determine whether or not there was an immediate need to convene a special meeting
of the Board to address the matter.
K. Fogal and C. Cordero offered to assist with voter registration at the polls, where
needed. P. Lucier will be doing voter registration in Ward 9.
8. The Chair entertained a motion to adjourn at 11:05 am. Motion passed.
