This relates to the outfitting of the cruisers that we just accepted.
Alderman Moriarty
I read some public negative comments about both of these based on some information. In my case, the
similar lack of information I wanted to at least tell the audience what I learned on behalf of supporting this
contract. The police may have already mentioned this in a prior presentation, but if I missed it other people
might of. One of the key things was that the new sedans don’t have the trunk space of the old sedans. The
idea of saving $3,000 to go with the new sedans would be a step back in feature. I can understand why you
would want to buy ten vehicles and save $3,000 each and you basically got one car for free. But it’s the fact
that they no longer offer the old trunk size so we had this choice. I can understand that. The second thing
that I found to be very useful which the police presentation may have already covered, but I missed it so
other people might have, is the fact that when it snows they currently use a lot of the SUVs that have all-
wheel drive that are used by the traffic meters. I forget the name of the organization, but they borrow trucks

to get into certain places in the city to have all-wheel drive and this solves that problem. Knowing those two
pieces of information, I can with good conscience justify the $3,000 expense on top of it.

So you’re referring to both to the motion that we both passed which purchased the vehicles and now the
motion before us for the installation of the equipment in those vehicles.
Alderman Moriarty
Correct.
Alderman Deane
The reason why we’re buying this stuff is because the old equipment does not fit in the new vehicles, right?
Mayor Lozeau
That’s correct.
Alderman Moriarty
I thought I said that.

That’s okay. There’s lots of ways to say the same stuff.
Alderman Deane
What are they going to do with the blue lights, Mayor?
Mayor Lozeau
I believe they are still going to use their blue lights. The light bar actually fits.
Alderman Deane
The light bar fits. It’s just the rest of the prison in transport and seating and things like that. Alright. Thank

There seemed like an inordinate amount of checks that were mailed back to different property owners,
different banks, financial institutions, LLCs and that nature that were property tax related. Say you have an
elderly exemption or a military exemption, do you have to fill out the paperwork every year? Do they purge
that out and send those out to the residents to fill them out on a yearly basis?
Mayor Lozeau
My understanding is you have to annually apply for any credits or exemptions because they are based on a
certain status that you have to maintain. I don’t believe that we send them out to people. I believe that they
have the responsibility to do that.
Alderman Deane
That’s under that 11200 account. Are you familiar with that? What is the 11200?
Mayor Lozeau
I don’t know off the top of my head, Alderman Deane.
Alderman Deane
I got a copy of the new Lawson. Is there any possibility to get a breakdown of the subcategory numbers
from the existing ones?

I believe that I have a copy of that that was distributed to finance. I’ll make sure that it’s redistributed.

It’s ever-changing, is it not?
Mayor Lozeau
No, it’s not. I mean if they put a new line it, it could change. Sometimes there’s a category and under each
category there’s a subcategory.
Alderman Deane
Right. If you go into payroll in your office, it’s all rolled into one. Then in the back of the Record of
Expenditures, it’s broken down in biweekly increments. If you look at positions that have been funded. For
instance say you have a position that was empty or vacant for six months and the money had been
appropriated to fill that position, there’s no way to see what total dollar amount remains in that line for that
position.

I understand exactly what you’re question is. I think there is a way.

How do you find that?

I will look into a way to make it easier for you and let you know.

How do you do that or where can I find that because it’s not on the city’s website. It’s not under financial
services. They give you the overall reporting requirements and financial documents, but when you go to
look a little deeper, I couldn’t find my way through there. If Mr. Griffin could send me a link to wherever that
is, I would be more than grateful. Thank you.

We’ll let you know if it’s available and how to access it if it is and if it isn’t how to get specific. If you have
real specific questions, we’re happy to get that too.
Alderman Deane
You have burn rates with all the different departments. That’s easy to find. But when you want to get into the
different areas of each department, I can’t find it. Thank you.

Pursuant to NRO § 5-84 (A)(3), the replacement vehicle will be purchased through the State of
Massachusetts Greater Boston Police Council (CBPC) Contract #GBPC2013. The items offered under
this program have been competitively bid and subsequently awarded under Massachusetts General
Laws, Chapters 30B and 7, Section 22B. Additionally, State of New Hampshire contracts were
investigated prior to determining this to be best value.
The new 2014 Ford Police Interceptor Utility all wheel drive vehicle includes all major standard equipment
and the following listed option package, as well as one owner's manual. The options include color light ice
blue and two tone per Nashua Spec., 3.7 LV-6 EFI Engine, 6 Speed Automatic Transmission, Power
windows, door locks, 18" wheels, adjustable steering wheel, dual front air bags, all wheel drive option, 1A
front headlight housing pre-drilled, dark car feature-courtesy lamp disable, rear window power delete,
driver operable, dome light red/white in the cargo area, spot light - driver side - LED bulb, rear view
camera, sync voice activated communications system for camera, key alike, reverse sensing system,
heated mirrors, and noise suppression bonds.
M-H-Q quote dated December 2013 is attached for your review showcasing the features and options of
the new vehicle. This purchase was approved by the CERF committee during the December 19,2013
meeting.
The Nashua Police Department, NPD Fleet Supervisor, Board of Police Commissioners, and this Office
recommend the purchase through Massachusetts State Contract #GBPC2013 in the amount of $225,605
to M-H-Q Municipal Vehicles, Marlboro MA.

Dear Mr Kieckhafer:
The first year of the new, reirivigorated Greater Boston Police's (GBPC) Collective Purchasing Program is
drawing to a close. With it, all the new I aw Fnforcement Vehicles & Equipment contracts will expire on
December 31, 2013 pending the Metropolitan Area Planning Council's (MAPC) decisions to extend the
contracts for calendar year 2014.
MAPC is extending the contracts temporarily for three months through Match 31, 2014 pending performance
reviews to ensure
a) vendors are in compliance with all contract obligations such as reporting orders in a timely
manner, publishing catalogs, providing accurate price quoting, etc. and,
b) buyers are not reporting any consistent, customer service problems or other issues that veridois
are failing to address.
If after the performance review, it is clear that 3 vendor is both a) in compliance with its contractual obligations
or is closely working with MAPC to 'cure' any problems and b) receives uniformly good reviews from buyers, its
contract(s) will be extended through December 31, 2014. We believe this course will allow us to perform
thorough reviews and leaving no 'gaps' or lags in the contract terms.
Please accept this letter as formal notifiestion that MAPC is temporarily extending its contract with MHQ
through March 31, 2014
