Mine Falls Park Advisory Committee- Dec. 6, 2010 Minutes ATTENDEES: Sean Neary, Peter Testa, Leo Parker, Joshua Segal, Dave Silva, Ed Moran, Nick Caggiano, Greg Andruskevich, Mike Dillon, Bill Luers, Mark Soucy, Dick Gillespie TOPIC LEAD DISCUSSION / CONCLUSIONS 1. Approval of minutes Sean - Meeting called to order by committee chairman Sean Neary at 6 p.m. at Estabrook Grill. - Minutes of Nov. 1, 2010 approved unanimously with no changes. 2. Park Recreation: Nick Nick - Cell Tower Fund report: March $410,893.48 - Earned interest, $1,211.36 - Revenue $99,789. - Total: $511,893.84 - Expenses: Maintenance and grounds, Trail Days $18,125.83; Summer Labor, $7,821; Printing $1,211; Fencing, $9,862; signs, $2,350.15; Dyke mowing, $3,500; Clothing, $288; Parking lease, $1,800, Total: $44,957.98.expenses. - Balances as of December: $466,935.86. - Entrance signs: Sean inquired about status of the new entrance signs to the park. The estimate cost is $40,000 to $50,000. The sign project has been a "yoke" on Nick's shoulders as two companies opted out of the project. Went with reliable company, Marshall Signs. Nick passed out samples of the major signs which will feature concrete foundation but will look like stone. Better than the two wooden post set-up. - Cove Fence: Purchase order went out to Gate City Fence to remove the old fence and put up the new fence with two gates. - Fencing project to be completed before Christmas. - Mark Soucy asked if all signs would be the same and Nick noted there are major and minor signs being made, the minor ones being the same but a smaller version. 3. Old Business All - Sean reminded the committee that nominations for all offices remain open until the actual vote is taken at the January meeting. - Nominations thus far: - Chairman: Joshua Segal. - Chairman: Sean announced he has changed his mind and will now seek another term as chairman. -Vice Chairman: Scott Rogers - Secretary: Greg Andruskevich. -Trail Days: Sean announced Scott will pursue having an additional trail day for next year. - Discussion centered on the fact it could be an economic issue for Nick's department. - Sean asked committee members to give it some thought as trail days have to be determined at the January meeting. - Sean stated the committee goes beyond its charter in having trail days but that they are necessary. - Nick explained the city has a tax cap and that it is predicted his department will find it difficult to fund an additional public trail day. - Nick just asked committee members to work with him on this. If no supplies are needed, and it's not a labor intensive trail day involving committee members, the extra day could be held. - Nick also noted that pay for staff cannot come from the cell tower fund. - Depending upon the items needed the cost for a trail day could be $300. - The extra trail day would be no problem if kept informal. - More discussion will be held at the January meeting. 5.
