MEETING MINUTES
December 9th, 2010
9:00 AM
Meeting called to order at 9:00 a.m. by Kerran Vigroux
ACC Members Present:
Kerran Vigroux, Director of Public Health and Community Services
Lt. John Fisher, Divisional Supervisor, Nashua Police Department
Christopher Stawasz, Executive Director of Rockingham Regional Ambulance
David Fredette, City Treasurer
Joe Freire, City of Nashua Fire Department
Dan Cronin, City of Nashua Fire Department
Public Present:
Scott Cote, Southern New Hampshire Medical Center
Mark Hastings, Southern New Hampshire Medical Center
The Committee Members were given the copies of the following:
1. Ambulance Advisory Agenda for December 9th meeting;
2. Rockingham Regional Ambulance Monthly Report for October/November was emailed to all members prior to
the meeting and copies were distributed at the meeting;
3. Meeting Minutes for October 2010 meeting (also posted on the City of Nashua website)
4. Updates of Rockingham documents for the Ambulance Binders
5. Calendar of Meetings for 2011 – Copy also sent to Susan Lovering at City Hall for posting on the City Website
Motion made by Kerran Vigroux to vote on accepting the Minutes from the October 14th meeting.

1. Chris Stawasz – Discussion of October – November Rockingham Ambulance reports
o No spikes like last year at this time (influenza-like-
others)
o Staff has been vaccinated to the 80% level, and we
hope to reach as high a percentage as possible.
o State of NH has new EMS Rules and Regulations
which have now been in effect about a month.
Some are effective January 1st, 2011, including one that
requires additional equipment on EKG machines.
o Working on AED donations; we’re more than half way
there.
Hope that after January 1st and after our meeting with
the Rotary Club, we’ll be able to hit all schools.
If not, it will be in next year’s Rotary budget to include
all schools.
o Super Sitter Course for babysitting will be coming up
January.
o Bill before Congress now that if they don’t approve the
physician fee schedule on add back to ambulance provider, we stand to lose 2-3%.
Bill is expected to pass
Went through the House, but not through the Senate
yet.
o CMS (Medicare Intermediary) requires us to report
fractional mileage and no longer allows mileage to be rounded off.
o Kerran mentioned the recent AED Training by Rich of
Rockingham Ambulance, and mentioned that we had great feedback. She thanked Chris for this training.
Our AED is located in the Clinic.
o Chris gave Kerran an updated personnel list and
updated Patient Satisfaction Summary.
We will not circulate the employee list because it
contains personal information.
2. Kerran will accept questions if there are any -
o Do you check driver’s licenses? Chris: Yes; every six
months
o Activity Summary shows number of stand-bys? Chris:
We don’t use that term anymore; they are included in the A Category. In November we responded to an
incident in the morning at the Sewerage Treatment facility.
3. The meeting was opened to the Public Comments
o Dave Fredette – what is the status of the RFP
Kerran: Joe is working on this reviewing other RFPs, other criteria and putting options together. It
will be back to Purchasing in a couple of weeks.
Dave – does the Committee see this? Kerran – no; they only review the current contract that’s in
place.
o Mark Hastings of SNHMC
Is Rockingham for sale?
Chris – It is not my company to sell; so not that I’m aware of.
o Scott Cote of SNHMC
There are increased numbers of issues with violent patients in the Emergency Room and the hospital is
trying to resolve this issue. Working to get a Health Care Worker Protection Act, as in Massachusetts.
The patients will get a minimum sentence and/or a fine. This could act as a more of a deterrent rather
than putting people in prison.
o EMS Worker was hurt in Mont Vernon.
o Rockingham Ambulance worker was assaulted last week on the seacoast.
o John will talk with Captain Nichols and will work as facilitator.
Will work with Gary to set this up and to keep our people safe.
