Mine Falls Park Advisory Committee- Jan. 3, 2011 Minutes ATTENDEES: Peter Testa, Leo Parker, Joshua Segal, Dave Silva, Ed Moran, Nick Caggiano, Scott Rogers, Greg Andruskevich, Sherm Sewall, Dick Larose, Mike Dillon, Bill Luers. Guest: Todd Guay TOPIC LEAD DISCUSSION / CONCLUSIONS 1. Guest: Todd Guay TOPIC LEAD DISCUSSION / CONCLUSIONS 2. Park-Recreation: Nick Nick - Nick explained the process of funding Trail Days and the possibility of having a volunteer Day if not formal and not advertised. - Discussion centered on planning early Trail Days so there would be no additional financial impact on Nick's budget. - Scott mentioned to the committee that the extra Trail Day is voluntary and thus no one should feel obligated to attend. - It was pointed out that Trail Days were not a function of the committee initially but evolved into a defacto mission of the committee. - Dave Silva also noted that if planned correctly we could have the extra day without increasing the budget. If the money is there we could have it, but if not, strictly a volunteer event. - Regarding trails, Peter mentioned that most of the trails need upgrading with gravel or stone dust. - Peter cited the Red Trail by the South High School as a danger with erosion ruling the way. -Peter noted a maintenance plan is needed for the trails and picking a trail to be upgraded yearly would help. Joshua praised Peter's idea of a maintenance plan for the trails in the park instead of the disorderly way the trails are handled now. - Committee approved the Trail Day and committee dates as proposed by Nick. -Trail Days will be April 16, May 14, June 18, Aug. 13, Sept. 24, and Oct. 15 with a possible Volunteer Day in November. - Meeting dates for 2011 will be: Feb. 7, March 7, April 4, May 2, June 6, July 11, Aug. 1, Sept. 12, Oct. 3, Dec. 5. - The committee agreed we need to know what to do when. A walk through will be held on March 26, weather permitting. - T-shirts: Nick requests all information needed on the shirt be accomplished by the February meeting so order can be placed. -Scott requested polo or golf shirts for the committee members to wear at committee events. - Fencing at the Cove with two gates was completed as promised. - - Peter requested Nick and others take a serious look at the Red Trail and Red Trail shortcuts for there are serious underpinnings of the beams and erosion is making it dangerous. Peter suggested closing this area off until fixed. - Dick Gillespie inquired if there was any response from the city engineer about the letter sent to the city engineer by Sean on behalf of the committee to use the equipment for boat ramp construction to be used on the Red Trail spurs. This will give the committee a chance to put the proposal before them. - Large boulders and large twigs could be emplaced to help close off the dangerous spur. - Nick will speak with the engineer as soon as possible. 3. Election of Officers: All - Scott called for further nominations for the officer positions of chairman, vice chairman and secretary. - With no further nominations Peter made a motion to have the secretary cast one ballot for the three nominees: Joshua as chairman; Scott as vice chairman; and Greg as secretary. Guest: Todd Guay TOPIC LEAD DISCUSSION / CONCLUSIONS 4. New Chairman’s Notes Joshua - Three goals for the year. -1 Look into forming a 501c.3 Friends of Mine Falls Park group. It would be a charitable organization with funds collected to be used for anything over Nick's budget. - 2 Change and develop a trail connecting the Purple and Blue Trails under the North Nashua River Bridge., aka Stone Trail. - 3 In the Cove see what can be done to the barrels in Oxbow Lake. - We are in a Catch 22 position as we do not know what is in the barrels, if anything, and if it is hazardous the EPA action might not be accomplished in our lifetime. - It was suggested that the committee could get started on a project by noting the location of the barrels and then see what action could be taken. - Barrels removed from the Cove embankment proved to be filled with sand. The EPA could at least begin to analyze what is in the barrels if they knew where they were located. A good Trail Day project. - The cable in the Cove Trail could be cut by Nick's crews to make the trail safer. - Walk through date of April 2 was approved if the weather is OK. . 6.
