Mine Falls Park Advisory Committee- Oct. 1, 2012 Minutes ATTENDEES: Joshua Segal, Greg Andruskevich, Nick Caggiano, Sherm Sewell, Richard Gillespie, Mike Dillon, Peter Testa, Mark Soucy, Ed Moran: Guests: Pam Anderson, Dick Larose, Todd Guay, Carol Rust, Eleanor Foltan, Andrew Foltan TOPIC LEAD DISCUSSION / CONCLUSIONS 1. Approval of minutes Joshua - Meeting called to order by committee chairman Joshua Segal at 7 p.m. - Minutes accepted and approved unanimously without change. 2. Park and Rec Nick - Bases for all eight new signs completed. - Site found on Spine Road foundation thanks to suggestion by Joshua. Foundation near Cove culvert. - Assembling of signs by contractor to begin soon. - Two carriers added to cell tower has increased the balance even after spending $165,000 for boat ramp and $36,000 for signs. Balance now at $490,741. Funds not finite as cell towers will be obsolete. Mark mentioned important to utilize the funds but be conservative with them. - Paving in the park. After much discussion it was recommended on voice vote that Nick have Whipple Street to the highway paved and the Red Trail to the high school for not more than $55,000 with the stipulation the part under the bridge be repaired and not just paved over plus check to see if a discount applies to have the two projects done as one. - Trail cutting along the canal and Spine Road and Lincoln Park to begin next week. 3. Chair notes Joshua - Praised Dick Gillespie and his team for the amazing job done on the Red Trail during Trail Day and those involved in putting down wood chips on the Cove Trail. - Not a fan of the Port-potties and in the park and that they are placed too close to the trails. One by the Millyard entrance was knocked over. Mark suggested one by Whipple Street be removed as too close to one in Soifert Field. - Nick stated they were placed in the park on recommendation from City Hall and that the port-s-potties would be removed for the winter. Rethink the placement in the spring. - Joshua recommended going with long sleeve t-shirts next year for volunteers as a deterrent to getting poison ivy. Pros and cons discussed decision to be considered next year. - Though light on volunteers for Trail Day an amazing amount of work was done. Dick Gillespie hopes Telegraph uses publicity for the October Trail Day. - Honor societies should be organized for October Trail Day and Oracle is supposed to be represented. 4. New business All - Photos passed around by Greg of material flowing into the Mill Pond by the Conway Culvert and into the Orange Trail stream G35. - Dick Gillespie noted that the leakage has been going on for 40 years and could be from the leaking of a landfill which used to be in the area. Has been tested in the past by Nashua Regional Planning Committee (NRPC) and was not found to contain any elevated amounts of harmful metals, etc. Believed last tested in 2002. - Nick will have the Wastewater Treatment Lab test the water. Coloring of water is believed to be oxidized metal or rust. - Not known how the rust gets through from the Mill Pond to the Orange Trail stream though Dick recalls a break in the canal wall in the 1970s and it is believed not properly repaired. Bikers also utilize this area. - Dick had a report from the Army Corps of Engineers which had only arsenic as being in an elevated level in the pond. Arsenic is a common pesticide used in orchards. Trail Day tasks. - Tasks for the Oct. 20 Trail Day were formulated. - Continuing tasks from the September Trail Day will be the featured projects. - Joshua will head Second Street team. - Greg and Dick Larose will head the Red Trail project using log water bars in several spots and fill in behind them. Will need 6 to 8 people starting at different ends of the trail. Dick and Greg to meet before the Trail Day. -- Cove Trail reclamation and placing of wood chips headed by Shoko and Lynn. - Peter and Mark heading up registration. - Pam and Mike will be docents in the Gatehouse.
