I would just like to state what this legislation does is it raises the elderly persons’ exemption, maximum allowed

combined net income from $42,000 to $46,000. It will be effective April 1, 2012 should it pass the full board.
The Assessing Department is unable to know how many additional couples would qualify for this elderly
exemption if the maximum allowed combined income limit was raised by $4,000. The legislation would shift
some amount in taxes from these additional couples to the rest of us in the community. Basically what it is
doing is helping out some of the elderly in our community that will qualify and will be eligible to utilize this on
the first of April 2012. Thank you.

Thank you. I am a supporter of this legislation. I think given the hard times that we are in right now and given
the way the economy is heading, this is a welcome increase to the elderly who are facing hard times right now.
I firmly believe that we should pass this legislation going forward.

You are welcome. Thank you for the opportunity tonight to present to you a group of nominees for different
boards and committees here in the City. This evening, as you mentioned we are going to begin with Cynthia
Overby, who is a current member of the Conservation Commission who I am recommending for your
consideration for a re-appointment to that commission. I think many of you have had the opportunity as of late
to get to know Mrs. Overby a little bit better. I think that you would agree that she is a very thoughtful
dedicated member of the group. She does her homework, she treats people in a very professional way, and it
is my pleasure to recommend her for re-appointment.

very dedicated and very very knowledgeable when she talked about her site visits, very poignant to her
questions, and not afraid to speak her mind as we all know from past experience. I think she would be a great

Mr. Chairman I did not know that Mr. Bruinooge was not going to be in attendance tonight. You met him when
the committee appointed him to the Service Advisory Committee, was that over a year ago or two years ago
maybe. I don’t know if you want to take that up or table it. Whatever the committee’s pleasure is I will let him
know.

What would the committee like to do? We have already interviewed this gentleman for a prior committee

Right. He owns Sadler Insurance in Railroad Square. He was a member of the Service Advisory Committee.
He is one of the members that I’m interested in moving on to this committee. I would like him to be able to
start. It can wait if the committee would like. I interviewed today a resident from the district that I will be
bringing before the committee. I will bring her name in at the next board meeting. It is nice to have a resident
from downtown that is going to serve. And I also have one of the local restaurant owners that I’m going to be
interviewing hopefully some time this week. Once that is done you will have a full compliment on that
committee.

I do not have a problem, since we interviewed him before for the Service Advisory Committee, accepting him
as an appointment.

I just have a question; is he a resident of Manchester or Nashua? I see he is on the Boys & Girls Clubs in
Manchester. I know this is his business address. Where is his residence?

I don’t have his residence in front of me. I don’t believe that he resides in Nashua. He is a downtown
business owner. There is not a requirement in that legislation that you be a resident of the city.

Thank you Mr. Chairman. I am very pleased tonight to have five people that are interested and willing to serve
on our Ethnic Awareness Committee. I begin tonight just by pointing out that we’ve really struggled with this
committee. I have appointed many people as you know from many different cultures to this committee, and as
I’ve talked to the current committee members and the ones that I’m presenting tonight, I’ve talked about

feeling that this committee is lacking a focus a direction if you will that gives them something to work towards
as a collective group.
I’ve had that discussion with each of the members present tonight. They are all interested in trying to help that
group find focus. I’ve made it clear to them that they are not going to walk into a committee that is already
humming along with a rhythm of a plan on what they are going to do, but they are going to come into a
committee with some other members some of whom were original founding members to that group back in the
mid ‘80s.
If you read the purpose of the Ethnic Awareness Committee, the very first line says that their purpose is to
help facilitate communication between the ethnic community and city government. That might have been an
appropriate purpose back in the ‘80s, but based on what the character of our community is today, I’m not sure
that still is the right purpose for this group. As I have suggested to these individuals and some of the other
members, I think it would be wonderful if this group had a conversation about what they think the purpose
should be of today’s Ethnic Awareness Committee and maybe come back to us and suggest a change in their
purpose that we might want to consider.
So this evening to my left you have Pat Howson, who also serves on our Child Care Commission, teaches at
Rivier College, and I think really brings a good understanding of some of the challenges that face us and that
she could bring to the table. Sitting to her right Mary Bradshaw and to Mary’s right her Husband, Bruce
Bradshaw. They are involved with the Methodist Church here and came to me not long after they came to the
city to ask how they could help serve their community and get to know the community in a different way. I’m
very impressed with their eagerness to serve and their understanding of what some of the challenges might be
in a city of our size with the population that we are trying to serve in this instance.
To my right is Elias Niva. He is very graciously allowing me to pronounce his name wrong, as we all will. the
only name we will probably all get right is Niva, so he is happy to let that be his first name as well. He is from
Kenya and has lived in this community for some time now and actually understands what it is like to try to get
through to government and to others in the community. I think that is a voice that will be welcome at the table.
To his right is Andrew Smith who is very involved in the Minority Coalition and the challenges faced for
disproportionate things that occur within minority communities I will say. He is very active and engaged. I
really think that you will find this group, when you talk to them, to be really full of energy and ideas about
where they can take the committee. I am happy to present them for your consideration tonight.

It is a privilege to be considered to be part of this commission and this committee. I have worked in various
cross-functional situations for about 30 years now, and we bring some expertise, but we also would like to
learn about the ethnic issues in Nashua and how we can address them and make Nashua a place that
benefits from its cultural diversity.

The lense that I look through might be similar to Pat’s, but I’m an ESL teacher, English as a Second Language

teacher. I see the City of Nashua through the lense of the children that are in the classrooms and their
parents. Our particular neighborhood that we are living in is Crown Hill and that is a neighborhood that has
seen changes over the years. It is delightful, and we’re making connections there, but I’m looking forward to
seeing the big picture through this committee.

I’m looking forward to being on this committee as well. I have worked as an educator for my full professional
life, do work for equity for children and families. Looking forward to really working with a new group of people
and coming up with new strategies and new ideas about working within our community.

Elias Muchuma Niva
I had an opportunity to work with the refugees who settled in the city and it gave me a very new perspective of
our community here. When I came to Nashua back in 2002 I could hardly see any blacks walking in the
streets, and the kind of struggles I went through I thought the refugees had been given somewhat some
assistance, which was very very good and I thought the city was moving in the right direction. However; there
seems to have been very little preparation for our refugees and their resettlement in the city, which is why I
thought a way that I could help this community in such like future initiatives and maybe other ways that would
make the great Nashua community much a better place to be living. It is why I very much feel honored to be
on the committee.

Andrew C. Smith
Good evening. It is an honor to be considered for this opportunity. For my day work I am the Disproportionate
Minority Content Coordinator for the State of New Hampshire. Basically that addresses, within the juvenile
justice system, disproportionality in terms of representation of racial and ethnic minorities. There is an over-
representation within the criminal justice system, not this area of New Hampshire, but in at least 43 states. As
we address those issues, it is driven by the change of demographics particularly in the last five years, not just
in the State of New Hampshire, but particularly Manchester and also Nashua with their dramatic changes.
The reason why I’m so familiar with those dramatic changes is that during the 2010 census I served as the
Operations Supervisor for all of the count from here to Manchester, and we had to hire a significant number of
Spanish speaking enumerators and crew leaders to address the dramatic change of representation of Spanish
speaking people here in the State of New Hampshire. It drives a set of dynamics that I think if they are not
managed well present a set of challenges, and also opportunities, but most of the focus would end up being
on the challenges. The best way I can probably address that is with my sports commercial because I’m
looking at probably a couple of Red Sox fans over here is that right?

That’s fine, so am I. The story goes very briefly, because I was born in St. Louis and I’m back in the days of
Stan Musial, Lou Brock, etc. But anyway, we’ve got a very famous and very popular player named Big Poppy
and the challenge of Big Poppy is not only is he a pretty good player, but he gets along with a lot of people
pretty well, and some of you that are fans maybe even have seen signs at the stadium that say Big Poppy for
President, and since this is a presidential election year, let’s assume for the sake of this discussion that he
was elected President of the United States so my question for your Aldermen is would Big Poppy ever
describe himself as the second black President of the United States, and why not?

Andrew C. Smith
Thank you very much. That is a very important point. And the reason why I say it is an important point is that
we have a dramatic increase in both racial and ethnic minorities here in the State of New Hampshire, and
unfortunately many people would assume that because he is a person of color that he would self-identify as
being black, which is totally incorrect. As a matter of fact in most Hispanic communities they don’t identify,
self-identify by race, it is usually by ethnicity. So when someone attempts to insist that they are racially this or
that not only do you insult them but it undermines the potential trust and communication associated with
embracing and leveraging positively the dramatic increase in racial and ethnic minorities that we have here in
the State of New Hampshire.
Part of my job is to help people sort through that and to provide some type of education, hopefully socratic just
like this question was for you so that people become sensitized to those differences. We’re not trying to get
you to remember all of the differences, but to just respect however anyone self-identifies in our dramatically
changing environment.
My background just from an education and professional standpoint is that of being a change management
consultant. When the phone companies and utilities went through their changes in terms of their culture and
how they operated, I and my company played some significant roles with not only what used to be Nynex and
the electricity company, but several other large agencies throughout the world, and I think that some of that fits
well with what the Mayor would like to see happen in terms of some healthy change in the focus, direction, and
action of the Ethnic Awareness Committee, and I look forward to doing my part.

I think Mr. Smith is your sparkplug that you were looking for Mayor. It seems to be a very well rounded group
of diverse people and personalities. I look forward to hearing good things from the group itself and the
direction it is going to be heading. I hope you come back to us in the future and tell us where they are heading
and their plans. I really do. I look forward to hearing from you Mr. Smith. I represent Ward 4, which is the
intermixed ward of the inner-city so I would be glad to talk about that, talk with you.

I’ve had an opportunity to meet Dr. Howson and Mr. Smith, and I know for sure that they are going to make
great additions to the committee. The rest of the individuals I recognize that you are going to be bringing quite
a bit to the committee also by what I see as a background. I know the committee has struggled a little bit. I’ve
been on it for like 4 years as an alternate and I look forward to seeing the direction that it takes because I do
think it has the opportunity to play an important part in the city. It is just getting our fingers around it and
massaging it a bit and coming back to the Board of Aldermen with maybe a new mission statement. I think it
will go along from there and be greatly appreciated committee.
Alderman Caron
I agree with Alderman Vitale. I have read all of these resumes and was quite impressed with that. I was
around when they first started the Ethnic Awareness Committee, and was quite impressed. At that time we
didn’t have quite the diversity that we have today, and I am really impressed with that. I think the mission
statement or the changes you are looking for, you are going to find it in this group here. I represent Ward 7
and I have lived in that ward for an awful long time so I have seen the changes. I look forward to working with
you as well on this project. I am quite pleased with this. I think Mayor you have picked some great people to
sit on this board.

Alderman Pressly
Thank you. I’m really thrilled about this, and I will tell you why. I think I might be the only member on the
Board of Aldermen who has lived in three other countries and has had the wonderful experience of interacting
with multi-cultures. I’ve learned the art of having a conversation with another person where neither of us
spoke each other’s language and somehow we were able to exchange niceties, talk about what was going on
around us so there is a way to communicate in many many ways. I’m really thrilled to see this happening.
Also although I own a home in Ward 7, I’ve made the choice, I’ve rented that out land I have moved into Clock
Tower, which if you know Clock Tower is probably the melting pot of Nashua and of the country. It has just
been an astoundingly wonderful experience. I hear people on their cell phones speaking languages I don’t
even know if they are romance languages, traumatic, they are sounds I’ve never heard before. We have 20%
subsidized housing; everybody gets along fine. I just learned the other day that a millionaire just moved in.
He is having a divorce. We have a full range of ages, of economic, of cultural, and everybody gets along very
very well. It has really been a great experience.
The one area in Nashua that has concerned me for years and with the education and children’s experience
that you all bring, I would hope that you all would look at the school system because I think that is a great
place to start to make sure that our schools are doing good things to integrate the kids. And there is no better
way, having lived in many different places in the world, the best way to get to know your neighbor is through
your children. I have been a little bit distressed, I don’t see that our …they might be doing wonderful things

that I don’t know about, but I don’t know that they have made sort of a push to have their teachers and their
staff multi-lingual.
When I served overseas I was a military spouse. That was the age of the “ugly American” and there were
many many people that lived up to that unfortunately. But there are so many things that could be done, and I
would love to see you start in the schools. I’m sure you are going to be exploring all sorts of different
approaches, but I do not know what they are doing if anything to integrate the kids into the school system and
also include their parents because the parents are the ones that are going to have a hard time. In many
situations the children educate the parents as far as the new languages. You have a wonderful challenge. I
think we are just ripe for exciting new things. Congratulations to all of you. We are very fortunate to have you.
I will be eager to see what you explore and what area you intend to sort of work on and focus on. I think it is a
great idea to refocus at this time. Thank you for agreeing to serve.

committee for quite a few years now and I have never seen so many degrees with the five individuals. I think
you people must have been full time students all of your lives or something. I have heard Ramirez is going to

This evening I am pleased to introduce you to Jean-Paul Boucher. Interestingly enough Mr. Boucher came in
to see me about an appointment to a different board, and by the time we were done talking we both thought
that the Zoning Board actually might be more in keeping with what he was interested in and what he might be
able to offer. Now, when you look at his resume, you will say have we met him because he works at
Pennichuck, and the answer would be no. Although he did remind me that I met him the day that I told you
that I went over and met with the staff in different departments so we met that day, but I met so many folks I
really didn’t recall. But I think what is important, and you have heard me talk about this before, when I look at
the Zoning Board and the Planning Board, and even the Conservation Commission and even the Historic
District Commission you can’t find experts in all of those fields all of the time, and so I look to try to have kind
of a broad spread of talent that comes to the table. And of course those are the hardest boards to get people
to serve on.
One of the things that I put in place some time ago is an opportunity for people that are interested in being on
the Zoning Board and the Planning Board in particular to meet with Dave Connell who as some of you recall
was a former City Counsel who is now with the Municipal Association and he is one of the experts in the State
on planning and zoning. He comes and meets with candidates and spends anywhere from an hour to three
hours with candidates for those boards talking through what the expectations are and what they need to know.
It is a forum for the candidates to ask questions and get a sense of whether or not they would be comfortable
serving in this role.
That took place and Mr. Boucher was very comfortable after that meeting thinking that he could bring
something to the table for zoning, but if you look at the skill set that he has to bring to his job, I think they fit
very nicely with the skill set that you are going to need to serve as a member of the Zoning Board. I believe
that his organizational skills, his ability to listen, his ability to be objective, his understanding of the role of
being professional while delivering customer service at the same time will serve him well in that capacity. I am
pleased to present him for your consideration tonight as an alternate to the Zoning Board of Adjustment.

I want to thank Mayor Lozeau for nominating me to the ZBA. Again, as she said my job is not an easy job. I
deal with thousands of customers, and as you know the only ones you hear from are the ones who are not
happy. When that happens being levelheaded has to play out because we are in the business of customer
service and providing a product. In that respect, those are the things that have to be heard. The other thing
that also has to play in all of this is the fact that we have specifications that we have to follow. It is kind of like
the statutes that we went over; there is definitely a playing field and we have to stay within those bounds
because if everybody did what they wanted to do we would be in kind of a mess.
I think there are a lot of similarities to both things that we are talking here today, the ZBA, and type of stuff for
that time. In my previous life in engineering kind of brings out the organizational. Nothing is always black and
white, but there certainly are parameters to most things. I think what I can bring is that and being fair to all
parties involved, but again not prejudging what is going on because there have been many times where I have
been in a situation where you think something is going to be one way and you talk to a customer and you go

oh my God that is not even what I thought it would be and so your whole dimension of what you are going to
do or what you are going to say changes on the spot. Again, just trying to be open-minded, but also knowing
that you have guidelines you have to follow. In that respect, I look at this as a challenge, something that is
actually something very interest for me because this is the kind of stuff that kind of gets my blood going.

He actually watches the ZBA meetings.

I actually watch believe it or not. When I’m at home that is actually what I watch. I just find the Planning
Board and ZBA it intrigues me of all of the intricacies that go on and what can happen; what people are
looking to do. It is very interesting.

It happened to be one of the committee I served on between my terms. I wish you good luck. I actually really
liked the Zoning Board too and I always watched it too so I understand where you are coming from. But it is a
good committee and I wish you luck on it.

Just a comment; I always think that anyone who works for Pennichuck knows the geography pretty well, you
know the streets. Have you been involved at all in just the actual work or have you been an office person at
Pennichuck?
Jean-Paul G. Boucher
The guys that are on the road in the vans, there are two sets of groups of guys; there are construction guys,
but basically all of the guys, not the treatment plant guys, but everybody else on the road, your service trucks,
you see in the vans, that go to people’s houses, businesses, they all work for me and another gentleman who
share labor, but we have different responsibilities. I take care of the meter side of the business, which is the
cash register side of the business. That is one of the most critical parts of the business obviously, but when
you see a Pennichuck van or a service truck it is either working for me or another gentleman that works beside
me.

That means you know the streets pretty well, you know the developments pretty well.

I think that is a real asset also because I think one of the most important things in serving on this committee is
a site review and to make sure that you go there and really look at what it is that is taking place. So you
probably know where it is for starters.

Thank you. I would like to know where Arthur Bruinooge’s residence is only because this is a downtown
improvement, and it would be interesting to know where he lives because he will bring the personal experience
from the downtown of wherever his residence is. Just a matter of information, if we could find that out…

Every town has sort of their main street and their downtown and if you have someone who actually walks a
different town they bring a different and sometimes a very helpful perspective. It would be good for our
records too to have that clear.

No. The way we are handling the meetings, we won’t be having meetings unless they are necessary. If we
have nothing on the agenda we will not be having meetings…

I don’t think she has even appointed him yet. Has she? I don’t believe he has even been appointed yet.

It is the appointment…oh the Mayor will interview this person first…this is the person who has been selected
by the Regional Water District so all of the towns have chosen this person to be the candidate.

He will come up in front of us sooner or later, but I don’t know exactly when.

That is an interesting thought though; it has to go to the Mayor?

She is going to interview that person first before bringing him to us.
