Re: Ordinance-13-040, relative to changing the licensing process for parades and road races on
public streets
Due to a conflict, I will be unable to attend Monday's meeting of the Personnel and Administrative
Affairs Committee. As such, I wanted to submit this memo in support of 0-13-040. This proposed
change to city ordinances will make the parade permitting process less cumbersome for our citizens
and more efficient for city staff.
Currently, a citizen will come to the City Clerk's Office to complete a parade permit application. He
then goes to the Public Works Department to apply for a street encumbrance permit and must obtain
approval for his insurance coverage from Risk Management and for the route from Police and Fire,
who may or may not set conditions for issuance of the street encumbrance permit. Once the
applicant has been approved by Risk, Police, and Fire, Public Works will issue the street encumbrance
permit. Public Works will then notify the City Clerk's Office that the street encumbrance permit has
been issued, and then the applicant must return to the City Clerk's Office for his parade permit.
There is no fee for the City Clerk's parade permit.
The City Clerk's Office has no regulatory role in the permitting process. The City Clerk does not set
conditions for the conduct of the parade nor is it necessary for the City Clerk's Office to review the
same approvals that Public Works considered before issuing the street encumbrance permit. The City
does not realize any revenue when the City Clerk issues a parade permit. (It is a "no fee" permit.)
This proposed ordinance is intended to remove the City Clerk's Office from the licensing process. The
permitting process to conduct a parade or road race would begin at the Department of Public Works
with the application for a street encumbrance permit and would end with the issuance of the street
encumbrance permit. The applicant would not be required to make additional - and unnecessary-
visits to the City Clerk's Office.
