Village Manager Reid Ottesen mentioned the liquor licenses annual renewal
process from July 1st 2026 through June 30th 2027.
Councilman Kozlowski asked whether the liquor licenses covered the video
gaming renewal, and Ottesen confirmed that they did.

Consider a Motion Granting a Temporary Amendment to Emmett's
Licensed Premises in Conjunction with the Palatine Street Feast: A
Food Truck Series on August 16, 2026
BACKGROUND:
The Council approved a temporary liquor license for Tap House and Emmett's to sell
alcohol at the August 16th Street Feast event. However, due to the licensing
requirements for Emmett's as a Brew Pub without a distributor, a temporary
amendment to their licensed premise is needed in order for Emmett's to serve their own
beer at the event.
KEY ISSUES:
• The local establishments on the north side of the tracks (Tap House and
Emmett's) are teaming up together to provide the alcoholic beverages during the
event.
• Because Emmett's brews its own beer, they do not work with a distributor.
• State Liquor Code would require a local amendment to temporarily allow the sale
of beer at a location outside their existing licensed premise.

RECOMMENDATION:
Action is at the discretion of the Commission.

Consider a Motion Granting an Extension of the Class C (Club) Liquor
License for American Ukrainian Youth Association of Palatine
Located at 136 E. Illinois Avenue to 176 E. Illinois Avenue
BACKGROUND:
The American Ukrainian Youth Association of Palatine has held a Class C (Club) liquor
license since 2008. The organization recently purchased the property located at 746 S.
Vermont Street, which is adjacent to their current premises at 136 E. Illinois Avenue.
They wish to extend the premises of their liquor license to the new building. The
address for the new Youth Center space will be established as 176 E. Illinois Ave.
KEY ISSUES:
• Extend the American Ukrainian Youth Association's Class C liquor license to
include 176 E. Illinois Ave.
BUDGET IMPACT:
N/A
RECOMMENDATION:
Staff recommends approval of the extension.
ACTION REQUIRED:
Action is at the discretion of the Commission.
