LIBRARY BOARD MEETING MINUTES
APRIL 16, 2026
The Library Board of the City Council of Pearland, Texas, convened in a meeting on April
16, 2026, at the Tom Reid Pearland Library, 3522 Liberty Drive, Pearland, Texas. The
following represents the actions taken in the order they occurred during the meeting.
I. CALL TO ORDER
Member Cormier called the meeting to order at 7:07 p.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Present were Member Cantu, Member Cormier, Member Doggett and Member
Dorsey.
Brazoria County Library System Representatives present were Lisa Loranc,
Brazoria County Library Systems Director; Kristen Stewart, Tom Reid Pearland
Reference Librarian; Grace Heffernan, West Pearland Librarian; Carol Krenzke,
President, Friends of the West Pearland Library.
City of Pearland Staff present were Kevin Carter, Assistant Director of Parks &
Recreation; Shelby Lowe, Executive Assistant.
III. CITIZEN COMMENTS
There were no citizen comments.
IV. REGULAR AGENDA
1. Consideration and Possible Action - Approval of the minutes of the
Library Board Meeting held on July 17, 2025.
Motion to approve minutes as written made by Member Cantu, seconded
by Member Dorsey.
AYES: Member Cantu, Member Cormier, Member Doggett and Member
Dorsey.

2. Report from Library Board Members.
Member Doggett shared that she attended the Parliamentary Training
hosted by the City of Pearland’s City Secretary’s Department in March 2026.
Member Cantu and Cormier shared that they attended that training as well.
Member Dorsey shared that her child is a Library Ambassador at Sablatura
Middle School and shared that they are giving the Ambassadors the
opportunity to volunteer at the Tom Reid Library.
3. Report from West Pearland Library.
Librarian Heffernan reported on the following:
• Facility and window replacement project updates.
• Bike rack installation for library patrons.
• AARP held tax preparation sessions for citizens, free of charge, for
the first time this year. It was successful and will be increasing the
days they are on-site for next tax season.
• Programming updates.
4. Report from Tom Reid Library.
Librarian Stewart reported on the following:
• AARP held tax preparation sessions for citizens, free of charge. This
was not the first time they have held these sessions. The sessions
were successful this year.
• Author visit was held in March 2026.
• Added virtual Webex Meetings for evening programming sessions to
increase participation.
5. Report from Brazoria County Library System.
Lisa Loranc, Brazoria County Library Systems Director, reported on the
following:
• Digital resource rationing will continue into fiscal year 2027, due to
budgetary restrictions.
• BCLA migrated to a new IOS, and all online resources are now
available.
• Summer reading information.

• AI Policy update.
• America 250th Anniversary displays coming soon.
6. Report from Friends of the West Pearland Library.
Carol Krenzke, President, Friends of the West Pearland Library, reported
on the following:
• The group changed from using PayPal to Zeffy to collect donations
and payments. All funds will now go directly to the Friends group.
• Kendra Scott Mother’s Day Raffle information.
7. Discussion - Regarding Fiscal Year 2025 Budget and Fiscal Year 2026
Budget.
Presentation on FY25 Budget Recap and FY26 Budget was provided by
Kevin Carter, Assistant Director of Parks & Recreation.
8. Discussion and Possible Action - Regarding amending the Library Board
Bylaws and Ordinance.
Presentation regarding the proposed amendments to the Library Board
Bylaws and Ordinance was provided by Kevin Carter, Assistant Director of
Parks & Recreation.
Motion to approve proposed amendments as written to the Library Board
Bylaws and Ordinance made by Member Doggett, seconded by Member
Centu.
AYES: Member Cantu, Member Cormier, Member Doggett and Member
Dorsey.
NAYS: None.
The motion carried.
9. Consideration and Possible Action - Regarding the election of Officers
for the Pearland Library Board.
The Board Members discussed and mutually nominated Member Joshi as
Chairperson and Member Cormier as Vice Chairperson for 2026.

10. Discussion and Possible Action - Regarding Future Library Board
Agendas.
Member Dorsey stated that she would like to see the Library Board do more
outreach events and programs. The Board Members discussed attending
the May 2026 Farmers Market with an outreach booth. Member Dorsey
asked to add an outreach discussion item to the meeting agendas moving
forward.
V. ADJOURNMENT
Vice Chairperson Cormier adjourned the meeting at 8:15 p.m.

Jackie Dillon received her MLS degree and has moved on to be a children’s librarian with HPL. We are in the process of
hiring a new part-time clerk.

Window replacement has been completed.

ranges. Our new catalog system calculates circulation statistics differently, which is why the circulation numbers are so
different.

HIGHLIGHTS
We had a busy programming month. The Adult Art Club is in month 2 of their series on women artists and made
paintings inspired by Alma Thomas’ work; we had two Insight Sessions on animals in partnership with the City of
Pearland, one from Pearland Animal Control and the other on wild animal populations with EduKatie of the Delores
Fenwick Nature Center. Teens (and some happy kids and adults) cuddled with canines from Faithful Paws Pet Therapy.
Families got to meet firefighters from and learn about fire safety from Pearland Fire Department. Ttexas ABA met with
families at our storytimes to talk about their services. Our final program was Seed Bombs, tied in with the Seed Library.
We wrapped up our successfully first year with AARP where they served a total of 282 clients. We hope to expand to a
second session next year.

HIGHLIGHTS
Phew, it has been a busy start to summer! We had some great programs from the always popular Texas Reptiles and Chicks to
Children to craft programs for the Adult Art Club, Teen Tie Dye and Transfer Printed Ceramics. We continued our quarterly
partnership with the American Chemical Society, where they demostrated chrystallization and were excited to have the Musical
Petting Zoo return this year. Adults heard about LGBTQ+ history from the University of Houston archives. We had a special visit
from the Alvin Book Bus as part of their Books and Businesses Road Trip and were fortunate to have the new superintendant Dr.
Rhonda Mason be a guest reader. We have also had pop-up visits with dinosaurs at 11 AM every Thursday – Saturday; our Teen
Advisory Board enjoyed one of these visits.

ORDINANCE NO. 187-4
ORDINANCE NO. 187-4
An Ordinance of the City Council of the City of Pearland, Texas,
amending Chapter 15, Article II, Library Board, of the City
of Pearland Code of Ordinances, as it may have been, from time to
time amended; and containing other matters relating to the subject;
having a savings clause, a repealer clause, a severability
clause; and providing for codification.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That Chapter 15, Article II of the City Code of Ordinances is hereby
amended to read as follows:
“ARTICLE II
LIBRARY BOARD
Sec. 15-18. Creation.
There is hereby created a Board of Library Directors for the city to be known as the
Pearland Library Board.
Sec. 15-19. Composition.
The Library Board shall be composed of seven (7) directors.
Sec. 15-20. Qualifications.
Directors of the Library Board shall reside within the city and be persons qualified to
perform the duties of such Board.
Sec. 15-21. Appointment.
The directors of the Library Board shall be appointed by the Mayor with City
Council consent.
Sec. 15-22. Term.
(a) The initial Board of Directors shall be appointed and hold office as follows:
(1) Three (3) directors to be appointed for three (3) years; and

(2) Two (2) directors to be appointed for two (2) years; and
(3) Two (2) directors to be appointed for one year.
(b) Members thereafter appointed or reappointed shall hold office for a term of three (3)
years from the date of their appointments and until their successors shall be appointed
and qualified.
Sec. 15-23. Compensation.
The directors of the Library Board shall serve without compensation but may be
reimbursed for any personal expense incurred in the performance of their duties.
Sec. 15-24. Removal of members.
The Mayor and City Council shall have the power to remove from office any or all of the
directors of the Library Board for nonperformance of duties.
Sec. 15-25. Meetings.
The Pearland Library Board shall meet no less than three (3) times per year at a location
in the City or the City’s extraterritorial jurisdiction. The regular meeting time and
place shall be set by the Board. The Chair may call such special meetings

Sec. 15-26. Quorum.
A majority of the directors of the Library Board shall constitute a quorum for the
transaction of business.
Sec. 15-27. Election of Chair and other officers.
The officers of the Board shall consist of a Chair, Vice-chair, and Secretary. All officers
shall be elected annually by the directors at the Board’s first regular meeting of each
calendar year. The officers shall serve one-year terms and may be re-elected for
consecutive terms.
Sec. 15-28. Chair and Vice-chair.
The Chair, on behalf of the Board and in accordance with Section 15-34 (2) of this Article,
shall act as the liaison between City of Pearland and the County Library System. The
Chair shall be responsible for developing agendas for Board meetings and shall preside
over the meetings. The Vice-chair shall serve in the stead of the Chair during the absence

The Pearland Library Board shall be advisory in nature and shall perform the following
functions:
(1) The Board shall advise the Pearland Branch Librarian(s) and the County
Library Director of library needs.
(2) The Board shall act as a liaison between the City of Pearland and the County
Library System.
(3) After consulting with the Board, the Pearland Branch Librarian(s) shall submit an
annual local operations budget to the City Manager.
(4) The Board shall cooperate with all other public and private groups in advancing the
best interests of Pearland Branch Libraries and the Brazoria County Library System.
(5) The Board shall render to the City Council all recommendations it considers
advisable regarding Pearland Branch Libraries.
Secs. 15-31--15-33. Reserved.”
Section 2. Savings. All rights and remedies which have accrued in favor of the
City under this Chapter and amendments thereto shall be and are preserved for
the benefit of the City.

of Pearland, Texas, that the provisions of this Ordinance shall be codified in the City's
official Code of Ordinances as provided hereinabove.

amending Chapter 15, Article II, Library Board, of the City
of Pearland Code of Ordinances; having a savings clause, a severa-
bility clause, and a repealer clause; and providing for codification and
an effective date.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That Chapter 15, Article II of the City Code of Ordinances is hereby
amended as follows:
“ARTICLE II. - LIBRARY BOARD

BYLAWS OF THE PEARLAND LIBRARY BOARD PEARLAND, TEXAS (June 2021)
ARTICLE I — NAME
As authorized by the City Council of the City of Pearland, Ordinance No. 187-4, this body
shall be known as the Pearland Library Board.
ARTICLE II — MEMBERSHIP
Section l — The Board shall consist of seven (7) individuals appointed by City Council for a
term of three (3) years. Board members shall be residents of the City of Pearland and shall
serve without compensation. To ensure fair geographic representation from both
branches, members shall consist of two (2) residents of 77581, two (2) residents of 77584,
and three (3) members at large from either Pearland zip code.
Section 2 — One Board member appointed by the Commissioners’ Court of Brazoria
County shall represent the Pearland Library Board on the Brazoria County Library Board.
The Director of the Brazoria County Library System and the Librarians of the Pearland
Library and Pearland Westside Library shall be ex-officio non-voting members of the Board.
Section 3 — In the event a Board member is absent from two consecutive meetings, the
Board Chair will contact the Board member to determine interest in continuing as a Board
member. If a Board member misses any three (3) consecutive meetings of the Board or
three (3) meetings within any twelve (12) months, the remaining board members may
request, by simple majority, that the City Council remove him or her from the Board.
ARTICLE III — MEETINGS
Section 1 — Regular meetings of the Board shall be held at least three (3) times per year at
a time and place designated by the Board.
Section 2 — Additional meetings may be called by the Board Chair or upon the written
request of three (3) board members.
Section 3 — All Meetings of the Board shall be public and shall conform to requirements of
the Texas Open Meetings Act.
Section 4 — Any and all directors may participate in a meeting of the Board, or a committee
of the Board, by means of a telephone or video conference or by any means of
communication by which all persons participating in the meeting are able to communicate
with one another, and such participation shall constitute presence at the meeting.

Section 5 — A simple majority of the members shall constitute a quorum at all meetings of
the board.
Section 6 — All questions presented for a vote by the Board shall be decided by a simple
majority of the quorum.
Section 7 — The latest edition of Roberts Rules of Order shall be the parliamentary
authority for all matters of procedure not specifically covered by the Bylaws of the
Corporation.
ARTICLE IV — OFFICERS
Section 1 — The officers of the Board shall be a chair, a vice-chair, and a secretary.
Section 2 — Officers shall be elected for a one-year term at the first regular meeting of the
year.
Section 3 — Vacancies in office shall be handled as follows:
(a) In the event of the resignation or incapacity of the chair, the vice-chair shall
become the chair for the unexpired portion of the term.
(b) Vacancies of officers other than the chair shall be filled for the unexpired term by
special election at the next Board meeting after the vacancy occurs.
Section 4 — Duties of the officers shall be as follows:
(a) Chair:
1) Preside at all meetings;
2) Represent the Library Board at public functions of the city and at events
such as special library events, local, state, or national advocacy activities for
the library or for local, state, or national association activities.
3) Appoint standing, special, or ad hoc committees/task forces.
4) Establish the agenda for each meeting and having it posted pursuant to the
Open Meetings Act. Agenda items requested by any board member will be
included.
5) Liaison with the governing authority regarding library issues.
(b) Vice-Chair:

1)Assist the chair in directing the affairs of the board and act in the chair’s
absence.
2)Serve as chair of ad hoc or special committees or projects such as chair of
an advocacy initiative.

board meeting and bring any corrections to the attention of the board at its next
meeting. The secretary shall sign the approved minutes and complete
recordkeeping activities required by the Pearland City Council.
ARTICLE V — COMMITTEES
Committees may be appointed for completing regular business of the board and/or special
purposes by the chair and by special request from the Director of the Brazoria County
Library System, the Librarians of the Pearland Library and Pearland Westside Library, or the
Pearland City Council. Committees, following requests, are formed with the consent of the
majority of the board. All committees will have at least one library board member serving
on them. Ad hoc or special committees/task forces are automatically dissolved upon
completion of the activity or
ARTICLE VI — FUNDS
The Library Board is not authorized to accept monetary funds.
ARTICLE VII — POWERS AND DUTIES OF BOARD MEMBERS
Library board members provide opinion, support, and expertise as needed to the Pearland
Library and the Pearland Westside Library, but do not have governing authority. Board
members shall:
(a) Abide by applicable ordinances of the City of Pearland.
(b) Act in an advisory capacity to the Pearland City Council with regard to Pearland
libraries.
(c) Review existing policies and recommend new ones to govern the operating and
program of the library.
(d) Assist in strategic planning.

(e) Provide opinion and guidance, as appropriate, for special issues to include, but
not be limited to, new facilities and the expansion of existing library facilities.

(h) Encourage in every possible way the development and advancement of the
public library at local, regional, state, and national levels.
(i) Participate in advocacy initiatives including, but not limited to. local issues,
including funding issues and requests, state advocacy activities, and federal
advocacy initiatives.
ARTICLE VIII — AMENDMENTS
These bylaws, subject to City Council approval, may be amended by a majority vote at any
regular meeting, provided all members have been notified of the proposed amendments at
least 30 days prior to such meeting.
