a) BRIDGE CROSSINGS
Crossings for the Pharr International Bridge totaled 108,837 vehicles for the month of June
F.Y. 2025-2026, which showed an increase of 9,167 vehicles or 9.20% over the same month
in F.Y. 2024-2025.
b) CAR CROSSINGS
Car crossings for the Pharr International Bridge totaled 52,818 cars for the month of June F.Y.
2025 – 2026, showing an increase of 10,059 cars or 23.52% over the same month in F.Y.
2024 – 2025.
c) NORTHBOUND CAR CROSSINGS
Northbound Car crossings at the Pharr International Bridge totaled 45,811 cars for the month of
June F.Y. 2025 – 2026, showing an increase of 1,786 cars or 4.06% over the same month in
F.Y. 2024 – 2025.
d) SOUTHBOUND TRUCK CROSSINGS
Truck crossings totaled 56,019 trucks for the month of June F.Y. 2025-2026, showing a
decrease of (-892) trucks or -1.57% over the same month in F.Y. 2024 - 2025.
SOUTHBOUND TRUCK CROSSINGS SHOWED AN INCREASE OF 462 TRUCKS OR 0.83% FOR
THE MONTH OF JUNE, COMPARED TO NORTHBOUND TRUCK CROSSINGS.
e) NORTHBOUND TRUCKS
Northbound trucks at the Pharr International Bridge totaled 55,557 trucks for the month of June
F.Y. 2025-2026, showing a decrease of (-2,575) trucks or -4.43% over the same month in F.Y.
2024-2025.

Chairman Edgar Delgadillo called the meeting to order at 12:03 p.m. Roll call
established a quorum.

Member Lazaro Beas moved to excuse absent members. Chairman Edgar
Delgadillo seconded the motion and when put to a vote, it carried unanimously.
B) PLEDGE OF ALLEGIANCE/INVOCATION
Luis Bazan, Bridge Director, led in the pledge of allegiance and said the
invocation.
ITEM 2. DIRECTOR’S ADMINISTRATIVE REPORT
A) CROSSING AND REVENUES REPORT FOR APRIL 2026
Luis Bazan, Bridge Director introduced the item.
Luis Bazan, Bridge Director, went over the total crossings and revenues report
for the month of April 2026. He reported total crossings for the month of April were
113,783, which was an increase of 10,628 vehicles or 10.30% compared to last year.
Mr. Bazan further reported total car crossings for the month of April were 54,799, which
was an increase of 9,454 cars or 20.85%. He also reported that northbound car
crossings for the month of April 2026 were 42,170, which was a decrease of -7,123 cars
or -14.45% and went over car crossing comparisons from other bridges for the month of
April 2026.
Luis Bazan, Bridge Director, reported on the total truck crossings for the month of
April 2026. He stated crossings were 58,984, which was an increase of 1,174 trucks or
2.03% increase and went over truck crossings comparisons from other bridges for the
month of April 2026.
Luis Bazan, Bridge Director, also reported northbound crossings for the month of
April 2026 were 58,853, which was an increase of 51 trucks or 0.09%, and stated the
agriculture for the month of April 2026 had 22,849, which represents 39% of all imports
from Mexico to the U.S. He further reported that the combination of northbound and
southbound truck crossings for the month of April 2026 were 117,837, which was an
increase of 1,225 or 1.05%.
Luis Bazan, Bridge Director, went over the crossing comparisons by axle for the
month of April 2026. He stated cars were 54,799, 2X trucks were 3,726, 3X trucks were
4,446, 4X trucks were 724, 5X trucks were 44,358, 6X trucks were 176, mobile homes
were 0, and wide loads were 142. He stated special crossings were 5,415 and the total
combination for the month of April was 113,783.
Lastly, Luis Bazan, Bridge Director, reported on total revenues collected for the
month of April 2026. He reported the total revenues collected for the month were
$2,358,081, which showed an increase of $587,006 or 33.14% in revenues.

B) FINANCE REPORT FOR APRIL 2026
Luis Bazan, Bridge Director introduced the item.
Luis Bazan, Bridge Director, called upon Eddie Gutierrez, Bridge Financial
Consultant, for the April 2026 finance report.
Eddie Gutierrez, Bridge Financial Consultant with Blue Stone Capital Solutions,
briefly reported on the expenditures and revenues year-to-date for the bridge.
C) ENGINEER’S REPORT
Luis Bazan, Bridge Director introduced the item.
Luis Bazan, Bridge Director, stated Patrizia Longoria, City Engineer, was present
and questions on projects could be entertained at this time.
Patrizia Longoria, City Engineer, reported on the DAP FY16 project. She stated
the project was at 79% of the time allowed and 49% of the contract payout amount and
were scheduled to finish by November 2026. She reported that the contractor began
installation of the wood formwork for the generator footing located north of the project
site. She also reported that the contractor continued installing ceiling hangers to support
the water piping at the Agricultural Building. She then presented a photo of the
construction site and explained the project's status.
Patrizia Longoria, City Engineer, reported on the 2nd Span Project. She stated
the project was at 126% of the time allowed and 87.7% of the contract payout amount
and are scheduled to finish by July 2026. She reported that the contractor completed
construction of the retaining wall at the buried irrigation ditch location. She also reported
that the contractor completed the concrete pour and installed curing blankets over the
concrete surface to maintain moisture and ensure proper curing conditions. She then
presented a photo of the construction site and explained the project's status.
Lastly, Patrizia Longoria, City Engineer, reported on the Commercial Vehicle
Parking Area. She stated that the project was at 79% of the time allowed and at 17.1%
of the contract payout amount and are scheduled to finish by November 2026. She
reported that the contractor began spreading the lime-treated subgrade at Section 6 and
conducted excavation operations to install sanitary sewer pipe as part of the ongoing
utility work. She then presented a photo of the construction site and explained the
project's status.
Discussion ensued on the engineer’s report.
D) DIRECTOR’S REPORT
Luis Bazan, Bridge Director introduced the item.

Luis Bazan, Bridge Director, reported on the upcoming BridgeConnect Trade
Session, and presented Alfredo Flores, Business Expansion & Special Projects
Manager, to provide more details about the event. Alfredo Flores, Business Expansion
& Special Projects Manager stated that the session is open to the public and will provide
current information on the United Sates-Mexico-Canada Agreement (USMCA). Mr.
Flores further explained that the event will feature two panel discussions, one focused
on the educational aspects of binational trade and another led by industry associations
that work closely with the Pharr International Bridge. Mr. Flores also stated that
participating association will include INDEX, AAARAC, and the Mid Valley Custom
Brokers Association. Mr. Flores concluded his presentation by announcing that the
event will be held on Thursday, May 28th from 10:00 a.m. to 1:00 p.m. at Pharr
Development and Research Center (DRC).
Lastly, Luis Bazan, Bridge Director, concluded by stating that this BridgeConnect
session will provide valuable opportunities for attendees to learn about a variety of
important topics, including the USMCA, Academic Pipeline, Industry & Economic Impact
and the Export-Import (EXIM) Bank. He also added that these discussions will offer
insight into current trends and opportunities affecting binational trade and economic
development.
At this time, Chairman Delgadillo stated they would deviate from the agenda and
go into closed session. There was no objection.
ITEM 4. CLOSED SESSION: IN ACCORDANCE WITH CHAPTER 551 OF THE
TEXAS GOV'T. CODE, THE BOARD HEREBY GIVES NOTICE THAT IT MAY MEET
IN A CLOSED (NON-PUBLIC) EXECUTIVE SESSION TO DISCUSS THE ITEMS
LISTED ON THE PUBLIC PORTION OF THE MEETING AGENDA IN ACCORDANCE
WITH THE FOLLOWING BELOW
The time being 12:27 p.m., Chairman Delgadillo stated the Bridge Board would
be entering into closed session in accordance with Chapter 551 of the Texas Govt.
Code to discuss agenda items listed in the public portion of the agenda and Pursuant to
Sections 551.071, 551.072, 551.074, 551.076, 551.084 and 551.087.
