2. ROGC AB 2463 (Quirk-Silva and Cervantes): Small Business Assistance
18-290 Program. (Economic Development)
Recommendation: 1) Pursuant to the City’s streamlined bill process for responding
quickly to legislative proposals, re-affirm a position in support of AB
2463.
2) Recommend a one-week turnaround to the May 22, 2018 City
Council so that the City’s legislative representative can continue to
advocate the City’s position in support of AB 2463.

and Accountability Act of 2018 and recommend Council adopt a
resolution opposing the initiative.

City’s oppose position on Tax Fairness, Transparency and
Accountability Act of 2018.

5. ROGC Priority-Setting Nomination: Beverage Straws Upon Request.

Recommendation: For the City Council Priority Setting Session, to include the
development of a “beverage straws upon request ordinance”
including, but not limited to:
1. Requiring vendors such as restaurants, bars, and cafes to provide
customers with a single-use beverage straw only when a straw is
requested;
2. Promoting the act of going straw-less or the use of alternative,
re-usable straw materials, e.g. glass, steel, silicone, etc.; and
3. Providing an exemption for drive-thru food orders.

Recommendation: That the Rules Committee forward the below policy considerations
to Staff or their evaluation as part of their work to develop a digital
privacy policy:
1. Establish digital privacy rules in the form of an Ordinance, instead
of just a policy; and
2. Implementation of policy principles of surveillance technologies
that address issues of:
a) Unintended consequences of data gathering of personally
identifiable information;
b) The potential for bias in data input or analysis;
c) Accountability and transparency regarding data collection and
storage; and
d) Opportunity for public education and input regarding the use of
new tools with surveillance capacity.

Recommendation: Approve the following change to the Smart Cities and Service
Improvements Committee Work Plan:
1) Add the following item to the Smart Cities and Service
Improvements Committee (SCSI) Work Plan for June 7, 2018:
LED Streetlights Conversion Update (Transportation/City Manager)
Purpose: Provide an update, inclusive of staff recommendations, on the
options for LED streetlight conversion, including associated costs,
funding models, and pros and cons of each option. Also included is a
recommended approach to incorporate small cell installations and
Internet of Things technology. Discussion and feedback to staff.
2) Drop the following items from the SCSI Committee Work Plan for
June 7, 2018:
AnyCOMM Pilot (City Manager)
Purpose: Provide an update on the AnyCOMM pilot implementation
including scope, approach, major milestones, status, challenges, and
next steps. Discussion and feedback to staff.
Policy Demonstration 2.0 (City Manager)
Purpose: Refresh the City’s Demonstration Policy to reflect the 8 years
of learning from multiple demonstration projects and make it easier for
companies to work with the City.
