CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, April 11, 2016, 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members
David Bunsness, Todd Campbell, Alan Johnson, Mark Remily, Rob Ronayne, Jennifer
Slaight-Hansen, and Laure Swanson. City Council Member Clint Rux was absent. City Staff
present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Dave
McNeil, Doug Johnson, Gene Morsching, Shari Phillips, and Cody Roggatz.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Bunsness moved, Remily seconded to approve the minutes of April 4, 2016, as
circulated. All present voting aye, motion carried.
OPEN FORUM – The City Council recognized Shari Phillips, Director of the Senior Center,
for her years of service. She has worked at the Senior Center since 1993 and will be retiring
at the end of the month.
CONSENT CALENDAR
Johnson moved, Slaight-Hansen seconded to approve the following items on the
consent calendar:
COMMUNITY EVENT PERMIT – for the Northern State University “Wolves Tri” Event to
be held on May 1, 2016 from 10:00 a.m. to 5:00 p.m.
SET HEARING DATE – of April 18, 2016 at 5:30 p.m. for an application for a Special One-
Day Retail Liquor License on April 21, 2016 for Safe Harbor dba Moonshiners Ball at 224
South Main Street with an application for a Community Event Permit for Hub City Events
dba Moonshiners Ball at 224 South Main Street.
LICENSES – Sidewalk Contractor – Burgard Construction LLC; Taxi Cab Driver – Christy
Dobberpuhl.
FIREWORKS PUBLIC DISPLAY PERMIT – on July 4, 2016 at Wylie Park for Parks and
Recreation Department.
LOTTERY NOTICE – Aberdeen Area Child Protection Team – receive and place on file.
EXCAVATION BOND – for $2,000 for TelCom Construction, Inc. – receive and place on
file.
LOTTERY NOTICE – Dakota Chapter SD School for Blind and Visually Impaired – receive
and place on file.
All present voting aye, motion carried.
NEW BUSINESS
RESOLUTION NO. 16-04-01R
Campbell moved, Bunsness seconded to approve Resolution No. 16-04-01R to vacate
public right-of-way described as those portions of South Harrison Street and South Riverside
Drive public rights-of-way lying South of Tenth Avenue, SE and lying North of Twelfth
Avenue, SE; portions of Eleventh Avenue, SE and Twelfth Avenue, SE public rights-of-way
lying East of South Riverside Drive and West of South Cochrane Street; portion of Twelfth
Avenue, SE commencing at the NE Corner of Lot 1, Hatterscheidt Subdivision and point of
beginning (1120 to 1230 – Tenth Avenue, SE and West of 1100 to 1230 South Cochrane
Street). All present voting aye, motion carried.
RESOLUTION NO. 16-04-02R
Remily moved, Bunsness seconded to approve Resolution No. 16-04-02R to vacate
public right-of-way described as the 187.5’ by 16’ alley public right-of-way lying to the South
of and adjacent to Lots 1 – 7 and E ½ of Lot 8, and lying to the North of and adjacent to Lots
24 – 30 and E ½ of Lot 23 in Block 49, West Aberdeen Addition (1107 – Fourth Avenue, SW

and 1116 – Sixth Avenue, SW). All present voting aye, motion carried.
RESOLUTION NO. 16-04-03R
Campbell moved, Bunsness seconded to approve Resolution No. 16-04-03R to vacate
public right-of-way described as the entire 16’ x 300’ East/West Alley running through Block
37, West Aberdeen Addition (1015 Third Avenue, SW). All present voting aye, motion
carried.
RESOLUTION NO. 16-04-04R
Campbell moved, Swanson seconded to approve Resolution No. 16-04-04R to vacate
public right-of-way described as the East 10’ of Market Street South public right-of-way
commencing at the South Side of Railroad Avenue, SE public right-of-way and continuing
South 301.8’ to North Side of First Avenue, SE public right-of-way (101 First Avenue, SE).
All present voting aye, motion carried.
PROPERTY TAX ABATEMENT
Swanson moved, Ronayne seconded to approve a property tax abatement at 1218
Twelfth Avenue, NE for Blair Smith due to a clerical error on the valuation in the total
amount of $710.64 with City’s share of the abatement being $214.68. All present voting aye,
motion carried.
BIDS FOR S. WASHINGTON ST. PARKING LOT
Bids were received and publicly opened on April 5, 2016 for the South Washington
Street Parking Lot Improvements Project PARKING-2016-1. A detailed list of the bids is on
file at the Finance Office. Bunsness moved, Campbell seconded to award the South
Washington Street Parking Lot Base Bid and Add Alternate to Lien Transportation in the
amount of $172,739.19 and authorize the City Manager and City Finance Officer to sign all
necessary documents after approval by the City Attorney. All present voting aye, motion
carried.
PAYMENT REQUESTS ON AIRPORT PROJECTS
Bunsness moved, Johnson seconded to approve and authorize the City Manager to
sign the following payment requests for AIP #3-46-0001-35-2015 Projects: Pay Estimate #7 –
work on the Airport Runway 17/35 Decoupling Design Phase – Helms & Associates in the
amount of $39,555.84; Pay Estimate #5 – Airport Stormwater Improvements, Phase II – B &
B Contracting in the amount of $15,147.60; Pay Estimate #8 – Airport Wetland Stormwater
Improvements, Phase II – Helms & Associates in the amount of $2,433.11. Upon roll call, all
present voting aye, motion carried.
