17104 JOINT CITY COUNCIL/COUNTY COMMISSION PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, January 16, 2018, at 5:30 p.m., Joint City Council/County Commission Meeting. Deputy Mayor Rob Ronanye presiding. Present at roll call were City Councilors David Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, and Jennifer Slaight- Hansen. Mayor Mike Levsen and City Councilors Mark Remily and Clint Rux were absent. Brown County Commissioners present were Nancy Hansen, Duane Sutton, and Rachel Kippley. Brown County Commissioners Tom Fischbach and Doug Fjeldheim were absent. City Staff present were Lynn Lander, Ron Wager, Stuart Nelson, Brett Bill, Jordan McQuillen, and Dave McNeil. County Auditor Maxine Fischer was also present. PUBLIC HEARING ON ORDINANCE NO. 18-01-01 This being the time and place set for a public hearing on second reading of Ordinance No. 18-01-01 regarding required sidewalks, Deputy Mayor Rob Ronayne opened the public hearing for comments. City Attorney Ron Wager requested that there be a motion for seconded reading of Ordinance No. 18-01-01 and then follow with a motion to approve an amendment replacing the “effective date of ordinance” at Section 46-127(2) with “February 9, 2018”. No other comments were received, the hearing was closed. Bunsness moved, Slaight-Hansen seconded to approve second reading of Ordinance No. 18-01-01 amending the Aberdeen City Code regarding required sidewalks. Bunsness moved, Olson seconded to approve seconded reading as amended for adoption of Ordinance No. 18-01-01. Upon roll call, all present voting aye, motion carried. On the underlying motion to approve second reading of Ordinance No. 18-01-01, upon roll call, all present voting aye. Sutton moved, Hansen seconded to approve adoption of Ordinance No. 18-01-01 (473) as presented. All present voting aye, motion carried. There being no further business, Hansen moved, Sutton seconded that the meeting be adjourned. All present voting aye, motion carried. Deputy Mayor Ronayne led the Pledge of Allegiance. MINUTES Bunsness moved, Johnson seconded to approve the minutes of January 8, 2018, as circulated. Upon roll call, all present voting aye, motion carried. OPEN FORUM – no one was present. OLD BUSINESS PUBLIC HEARING ON ORDINANCE NO. 17-12-07 This being the time and place set for a public hearing and council discussion on Ordinance No. 17-12-07 regarding Transportation Network Companies (TNCs) and Taxicabs, Deputy Mayor Ronayne opened the hearing for comments. Timothy Burr, Director of public policy at Lyft, was present by teleconference call to make various suggestions and possible changes to the ordinance. Deputy Mayor Ronayne clarified the term “driverless vehicle” as stated in the ordinance. City Attorney Ron Wager commented that he notified Uber and Lyft of the proposed Ordinance and had sent copies of the first reading as amended Ordinance to the local Taxicab Companies. The hearing was closed.  17105 CONSENT CALENDAR Bunsness moved, Olson seconded to approve the following items on the consent calendar: SET BID DATE – of January 30, 2018 at 2:00 p.m. for advertisement for bids on one new Refuse Collection Unit for the Public Works Department – Solid Waste Division. ACCEPT DONATION – of one 2014 Chevrolet Camaro LS Coupe from Steven Lust Automotive used as the D.A.R.E Car for the Aberdeen Police Department. LICENSE – Taxi Cab Driver – Lauren Job LOTTERY NOTICES – for Northern Plains Sustainable AG Stewardship Fund (NPSASF) and the May Overby PTA – receive and place on file. Upon roll call, all present voting aye, motion carried. NEW BUSINESS BIDS FOR TRUCK FOR PUBLIC WORKS Bids were received and publicly read on January 9, 2018 for One 2018 Tandem Truck/Box & Hoist for the Public Works Department – Street Division. A detailed list of the bids is on file at the City Finance Office. City Manager Lynn Lander explained the bids received and requested that the council accept the bid for a 2018 Cab and Chassis of $80,690.00 less a trade allowance of 30,500.00 for a net bid of $50,190.00 from Crawford Trucks & Equipment and the bid for a Tandem Truck Box & Hoist from Northern Truck Equipment of $24,989.00. Bunsness moved, Johnson seconded to award bid item #1 – Cab and Chassis to Crawford Trucks & Equipment, to award bid item #2 – Tandem Truck Box & Hoist to Northern Truck & Equipment, authorize the City Manager and City Finance Officer to sign all necessary documents after City Attorney approval, and declare surplus property a 2004 International Truck as trade-in to Crawford Trucks & Equipment for the new unit.
