CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, March 5, 2018, at 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David
Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, Mark Remily, Rob
Ronayne, and Clint Rux. City Councilor Jennifer Slaight-Hansen was absent. City Staff
present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, and Karl Alberts.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Johnson moved, Remily seconded to approve the minutes of February 26, 2018, as
circulated. All present voting aye, motion carried.
City Engineer Robin Bobzien reported on the schedule for snow removal for Tuesday in the
City of Aberdeen.
OPEN FORUM – No one present.
OLD BUSINESS
ORDINANCE NO. 18-02-01
Ronayne moved, Remily seconded to approve second reading and final adoption of
Ordinance No. 18-02-01 to change the name of a portion of public right-of-way from North
Smith Street to Lancelot Drive North. Upon roll call, all present voting aye, motion carried.
CONSENT CALENDAR
Rux moved, Olson seconded to approve the following items on the consent calendar:
LETTER OF REQUEST FOR 30-DAY EXTENSION – to the Department of Legislative
Audit for the City Finance Office submission of the financial report and depository disclosure
to the governing body as allowed by SDCL §9-22-21.
SET JOINT HEARING DATE – of March 26, 2018 at 5:30 p.m. for a petition to rezone from
(A-1) Agricultural District to (M-AG) Mini-Agricultural District for proposed Lot 1, Stern
Subdivision in the SW ¼ of Section 28, T123N, R63W of the 5th P.M., Brown County, South
Dakota (2507 South Melgaard Road).
SET BID DATE – of March 20, 2018 at 2:00 p.m. for the following advertisements for bids:
Hwy. 281 Watermain Loop Construction Project (W-2018-1); 2018 Seal Coat Aggregates;
2018 Asphaltic Concrete and Surfacing Repair Mix; 2018 Bituminous Oils; and 2018 Pull-
Behind Top Fill Slurry Tank Wagon for Water Reclamation Facility.
LICENSES – Residential Building Contractor – Mark Jung; Taxi Cab Driver – Ashley
Carrico; Taxi Cab Driver – Jonathan Roberson.
LOTTERY NOTICE – Aberdeen Karting Club – receive and place on file.
All present voting aye, motion carried.
NEW BUSINESS
BIDS ON WATERMAINS, FRAMES/GRATES, HYDRANTS, PIPE
Bids were received and publicly opened on February 27, 2018 for Watermains,
Frames/Grates, Hydrants, and Sewer Pipe for the Public Works Department – Utility
Division. A detailed list of the bids is on file at the City Finance Office. City Engineer
Robin Bobzien explained the bids received and requested the Council award the bids for
Schedule A – Pipe, Valves & Fittings in the amount of $127,129.95 to Dakota Supply Group;
Schedule B – Fire Hydrants in the amount of $53,941.58 to Core & Main LLP; Schedule C –
Manholes, Inlets in the amount of $16,997.40 to Dakota Supply Group; and Schedule D –
Sewer Couplings & Pipe in the amount of $56,079.29 to Dakota Supply Group. Ronayne
moved, Lunzman seconded to award the bids as recommended for Schedules A, B, C, and D
and authorize the City Manager and Finance Officer to sign the necessary documents after
approval by the City Attorney. All present voting aye, motion carried.

REQUEST TO PURCHASE POLICE VEHICLES OFF STATE CONTRACT
Rux moved, Bunsness seconded to approve the request from the Police Department to
purchase two Chevrolet Tahoes off of State Bid Contract from Beck Motors of Pierre, South
Dakota for a total cost of $71,758.00. All present voting aye, motion carried.

Bunsness moved, Johnson seconded to approve the following audited bills for
services, supplies, repairs, and maintenance: MARCO Technologies 56.52; Matheson Tri-
Gas Inc. 50.10; Verathon 414.89; James A. Herman 500.00; Rockstep Aberdeen, LLC
163.94; Kristi Nesser 56.11; US Bank 63,671.13; United Parcel Service 54.89; Harms Oil

CITY MANAGER’S REPORT
City Manager Lynn Lander asked if the Council had any questions on an Event Center
Task Force Memorandum that he had provided to them. No questions asked.
There being no further business, Ronayne moved, Remily seconded that the meeting
be adjourned. All present voting aye, motion carried.
