CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South
Dakota, June 4, 2018, at 5:30 p.m., regular meeting of the Board of City Council Members,
Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Alan
Johnson, Dave Lunzman, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen.
City Councilor Dennis “Mike” Olson was absent. City Staff present were Lynn Lander, Ron
Wager, Robin Bobzien, Karl Alberts, and Dave McNeil.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Remily moved, Slaight-Hansen seconded to approve the minutes of May 29, 2018, as
circulated. All present voting aye, motion carried.
OPEN FORUM – No one was present.
CONSENT CALENDAR
Ronayne moved, Remily seconded to approve the following items on the consent
calendar:
SET HEARING DATE – of June 25, 2018 at 5:30 p.m. for the following petitions to rezone: 1)
Rezone from (I-2) Unrestricted Industrial District to (R-3) High Density Residential District for
Lot 1, Klebsch First Subdivision in the SW ¼ of Section 13, T123N, R64W of the 5th P.M.,
Aberdeen, Brown County, South Dakota (116 South Third Street); 2) Rezone from (C-3)
Central Business District to (R-3) High Density Residential District for Lot 16, Block 41,

1st North Subdivision to the City of Aberdeen in the NW ¼ of Section 6, T123N, R63W of the

SET HEARING DATE – of June 18, 2018 at 5:30 p.m. for applications for New Retail On-Off
Sale Malt Beverage and SD Farm Wine Licenses for Miller & Holmes Inc. M & H Gas Food
Store, 202 – 6th Avenue, SW; Casey’s Retail Company dba Casey’s General Store, 224 South
Dakota Street; Target Corporation dba Target Store T-0848, 3316 – 7th Avenue, SE; Shopko
Properties, LLC dba Shopko of Aberdeen #049, 500 North Hwy 281; Kessler Fuel LLC dba
Kessler Fuel, 702 – 6th Avenue, SE; Kessler’s Inc. dba Kesslers Liquor, 621 – 6th Avenue, SE.
LICENSES – Private Security – Adam Corum; Transient Merchant – Justin Gian dba Fabian
Seafood.
REQUEST FOR STREET USE – 17th Avenue, NE between North State Street and North
Dakota Street for a Neighborhood Block Party on June 24, 2018.
All present voting aye, motion carried.
NEW BUSINESS
HEARING ON SPECIAL LIQUOR LICENSE
This being the time and place set for a hearing on an application for a Special One-Day
Retail On-Sale Liquor License on June 14, 2018 for Aberdeen Downtown Association’s
Summer Concert Series on South Main Street from Railroad Avenue to 2nd Avenue, Mayor
Levsen opened the hearing, no public comments were received, Mayor Levsen closed the
hearing. Remily moved, Rux seconded to approve a Special One-Day Retail On-Sale Liquor

License on June 14th with a Community Event Permit for Aberdeen Downtown Association’s
Summer Concert Series on South Main Street from Railroad Avenue to 2nd Avenue with a street
closure on 1st Avenue from 11:00 a.m. until 12:00 midnight for the event. All present voting
aye, motion carried.
CHANGE ORDER/PAYMENT FOR SOUTH 2ND ST. PROJECT
City Engineer Robin Bobzien presented a change order in the amount of $32,783.80 and
a payment request in the amount of $128,533.52 for Ringgenberg Electric, Inc. for work on the
South 2nd Street Traffic Signal Installation Project (TRAFFIC-2017-2). Johnson moved, Rux
seconded to approve Change Order #2 in the amount of $32,783.80 for additional concrete
work and Payment Request #3 in the amount of $128,533.52 to Ringgenberg Electric Inc.
Upon roll call, all present voting aye, motion carried.
CHANGE ORDER/PAYMENT FOR 8th AVE NW PROJECT
City Engineer Robin Bobzien presented a change order in the amount of $112,637.59
and payment request in the amount of $965,849.02 for Reede Construction for work on the 8th
Avenue, NW Reconstruction Project (ST-2018-1). Ronayne moved, Remily seconded to
approve Change Order #1 in the amount of $112,637.59 for installation of water mains and
removal of concrete pavement and Payment Request #1 in the amount of $965,849.02 to Reede
Construction. Upon roll call, all present voting aye, motion carried.
BILLS
Johnson moved, Slaight-Hansen seconded to approve the following audited bills for
services, supplies, repairs, and maintenance: Office of Rural Health/EMS 12.00; American
Family Life Assurance 134.44; Nationwide Employee Benefits 97.30; Metlife 544.08; US Bank
43,549.10; Harms Oil Company 27,162.93; Morrison Construction 5,844.28; Northwestern
Energy 12,921.02; AT & T 1,075.31; Dacotah Bank 26,807.50; Plains Commerce 26,807.50.
Upon roll call, all present voting aye with Ronayne abstaining, motion carried.
CITY MANAGER’S REPORT
Lynn Lander presented the City Manager’s Report which included an update on the
Promotion Fund requests.
There being no further business, Ronayne moved, Remily seconded that the meeting be
adjourned. All present voting aye, motion carried.
