CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South
Dakota, October 9, 2018 at 5:30 p.m., regular meeting of the Board of City Council Members,
Mayor Mike Levsen presiding. Present at roll call were City Council Members David Bunsness,
Dave Lunzman, Dennis “Mike” Olson, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen.
City Council Members Alan Johnson and Mark Remily were absent. City Staff present were
Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Dave McNeil.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Rux moved, Bunsness seconded to approve the minutes of October 1, 2018, as
circulated. All present voting aye, motion carried.
OPEN FORUM - No one was present.
OLD BUSINESS
ORDINANCE NO. 18-10-04
Ordinance No. 18-10-04 leasing City Land to Commnet Cellular, Inc. dba Verizon
Wireless for a wireless telecommunications facility was presented for second reading and final
adoption. Ronayne moved, Bunsness seconded to approve second reading and final adoption of
Ordinance No. 18-10-04. Upon roll call, all present voting aye, motion carried.
ORDINANCE NO. 18-10-05
Ordinance No. 18-10-05 revising Section 46-368 of the City Code regarding designation
of snow emergency routes. Bunsness moved, Lunzman seconded to approve second reading
and final adoption of Ordinance No. 18-10-05. City Attorney Ron Wager requested an
amendment to a street in the Ordinance on Lloyd Street South from Fourteenth Avenue
Southeast to State Street South should be amended to read Lloyd Street South from Fourteenth
Avenue Southeast to Fifteenth Avenue Southeast. Ronayne moved, Rux seconded to approve
the amendment to the Ordinance. All present voting aye, motion carried. On the main motion to
approve second reading and final adoption of Ordinance No. 18-10-05 as amended, upon roll
call, all present voting aye, motion carried.
ORDINANCE NO. 18-10-06
Ordinance revising Chapter 52 – Traffic and Vehicles of the City Code regarding
prohibited parking on the public boulevard and reduced load maximums was presented for
second reading and final adoption. Olson moved, Slaight-Hansen seconded to approve second
reading and final adoption of Ordinance No. 18-10-06. Upon roll call, all present voting aye,
motion carried.
CONSENT CALENDAR
Ronayne moved, Lunzman seconded to approve the following items on the consent
calendar:
LICENSES – Private Security – Quincy Bad Moccasin; Taxi Cab Driver – Ron Reiss
SET HEARING DATE – of October 22, 2018 at 5:30 p.m. for an application for transfer of
Retail On-Off Sale Malt Beverage & SD Farm Wine License with Video Lottery from Jessie L.
Nelson dba Golden Acres Casino, 614 – 6th Avenue, SW to James D. Frericks dba Golden Aces
Casino, 614 – 6th Avenue, SW.
All present voting aye, motion carried.
NEW BUSINESS
RESOLUTION NO. 18-10-02R
City Planning/Zoning Director Brett Bill presented a petition of voluntary annexation
from Lamont Enterprises LP and Resolution No. 18-10-02R for annexation of a portion of the
northern end of 2800 – 13th Avenue SE into the city limits of the City of Aberdeen. Rux moved,
Slaight-Hansen seconded to approve Resolution No. 18-10-02R for annexation of the property.

JOINT FUNDING AGREEMENT WITH USGS
City Engineer Robin Bobzien presented a joint funding agreement for stream gaging with
the US Geological Survey. Ronayne moved, Bunsness seconded to approve the agreement with
the US Geological Survey for continuing the operation and maintenance of the Moccasin Creek
and Foot Creek stream gages in the amount of $20,130. All present voting aye, motion carried.

Lynn Lander presented the City Manager’s Report including possible changes to the
Council salaries. City Attorney Ron Wager explained Home Rule Charter Section 2.04
regarding City Council salaries and compensation to the Council.
There being no further business, Ronayne moved, Bunsness seconded that the meeting
be adjourned. All present voting aye, motion carried.
