17473 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, August 19, 2019 at 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Travis Schaunaman presiding. Present at roll call were City Council Members Rob Ronayne, Dave Lunzman, Josh Rife, Alan Johnson, David Bunsness, Dennis “Mike” Olson, and Clint Rux. City Council Member Mark Remily was absent. City Staff present were Ron Wager, Robin Bobzien, Karl Alberts, Dave McNeil, and Rich Krokel. Mayor Schaunaman led the Pledge of Allegiance. MINUTES Motion by Bunsness, seconded by Rux to approve the minutes of the City Council Meeting of August 12, 2019, as corrected, removing Ron Wager’s name from the minutes since he was not present at the meeting. All present voting aye, motion carried. OPEN FORUM Betty Sheldon was present to discuss the sign ordinance. OLD BUSINESS ORDINANCE NO. 19-07-02 Mayor Schaunaman opened a public hearing for comments on the final adoption of Ordinance No. 19-07-02 amending the zoning regulations of the City Code regarding illuminated and electronic message board signs and signs in the Aberdeen Commercial Historic District. No one was present in opposition to the ordinance so Mayor Schaunaman closed the hearing. Motion by Ronayne, seconded by Bunsness to approve the final adoption of Ordinance No. 19- 07-02. Upon roll call, all present voting aye, motion carried. CONSENT CALENDAR Motion by Johnson, seconded by Lunzman to approve the following items on the consent calendar: COMMUNITY EVENT PERMIT – for Northern State University’s “Bonfire Bash” at the Barnett Center Parking Lot on October 10, 2019. LICENSES – Ambulance Driver – Donald Heinz; Residential Building Contractor – Brian Kanizar; Residential Building Contractor – Keith Trinko; Taxi Cab Driver – Philip Andrus. All present voting aye, motion carried. NEW BUSINESS DISCUSSION ON ACTIVITIES OF CHARTER REVISION SUBCOMMITTEE City Attorney Ron Wager discussed the activities of the Charter Revision Subcommittee. Wager explained that the Subcommittee has prepared a tentative draft of proposed revisions to the Home Rule Charter and recommends further discussion. No action was taken. A work session will be held at a later date. HEARING ON SPECIAL LIQUOR LICENSE Mayor Schaunaman opened a hearing on a request for a Special Five-Day Retail On-Sale  17474 Liquor License on September 4 – 8, 2019 for ACT2, Inc. dba Aberdeen Community Theatre, 415 South Main Street. No one was present to testify in opposition to the license request so Mayor Schaunaman closed the hearing. Motion by Ronayne, seconded by Lunzman to approve the Special Five-Day Retail On-Sale Liquor License on September 4 – 8, 2019 for ACT2, Inc. at 415 South Main Street. All present voting aye, motion carried. REBIDS FOR AIRPORT TAXIWAY IMPROVEMENTS PROJECT Transportation Director Rich Krokel presented the bids received for the Airport AIP #3- 46-0001-040-2019 Taxiway Improvements Project and recommended the tentative award of the bid to Reede Construction, Inc. in the amount of $4,558,937.50. Motion by Bunsness, seconded by Johnson to approve of the “tentative award for AIP Project #3-46-0001-040-2019 Taxiway Improvements Rebid, Bid Schedule A and Bid Schedule B, is made to Reede Construction, Inc., Aberdeen, SD in the amount of $4,558,937.50 contingent upon receipt of an FAA Grant Offer”. Upon roll call, all present voting aye, motion carried. JOINT FUNDING AGREEMENT WITH USGS City Engineer Robin Bobzien presented a joint funding agreement for stream gaging with the US Geological Survey (USGS). Motion by Rux, seconded by Olson to approve of the agreement with US Geological Survey for continuing the operation and maintenance of the Moccasin Creek and Foot Creek stream gages in the amount of $22,560. Upon roll call, all present voting aye, motion carried. CHANGE ORDER/PAYMENT FOR KLINE ST. STORM SEWER IMPROVEMENTS City Engineer Robin Bobzien presented Change Order #1 in the amount of $352.00 and Payment Estimate #1 in the amount of $226,693.42 to B & B Contracting for work on the Kline Street Storm Sewer Improvements Project. Motion by Bunsness, seconded by Olson to approve Change Order #1 in the amount of $352.00 and Payment Estimate #1 in the amount of $226,693.42 to B & B Contracting. Upon roll call, all present voting aye, motion carried. CHANGE ORDER/PAYMENT FOR MILL & OVERLAY IMPROVEMENTS City Engineer Robin Bobzien presented Change Order #2 in the amount of $20,167.40 and Payment Estimate #2 in the amount of $114,001.55 to Jensen Rock & Sand for work on the Mill & Overlay Improvements Project. Motion by Bunsness, seconded by Ronayne to approve Change Order #2 in the amount of $20,167.40 and Payment Estimate #2 in the amount of $114,001.55 to Jensen Rock & Sand.
