17931 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, June 21, 2021 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Mark Remily, Dave Lunzman, Josh Rife, Alan Johnson, Justin Reinbold, Clint Rux, and Mayor Travis Schaunaman. City Council Members Rob Ronayne and Tiffany Langer were absent. City Staff present were Joe Gaa, Robin Bobzien, Karl Alberts, Dave McNeil, Bob Braun, and Rich Krokel. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Mayor Schaunaman called for a motion to remove Agenda Items #9 – Executive Session and #10 – Amendment of City Manager’s Employment Agreement under New Business. Motion by Johnson, second by Rux to remove the items and approve the agenda as amended. Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Rux, second by Lunzman to approve the minutes of the June 7, 2021 City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried. NEW BUSINESS ORDINANCE NO. 21-06-03 City Manager Joe Gaa presented the first reading of Ordinance No. 21-06-03 approving a lease of the municipal aircraft hangar at the Airport. Motion by Rife, second by Remily to approve first reading of Ordinance No. 21-06-03 leasing a 60’ x 90’ steel, aircraft storage hangar at the Aberdeen Regional Airport for a period of five (5) years, with an additional five-year renewal option, to Darrell Hillestad (to be organized as 4436½, LLC), a private person, for an annual rent of $14,100, upon terms and conditions to be set forth in a Municipal Hangar Lease Agreement, and authorizing the City Manager to execute the same. Council Member Tiffany Langer joined the meeting by teleconference at 5:32 p.m. Roll call vote to approve, Remily, Lunzman, Rife, Johnson, Rux, and Mayor Schaunaman voting aye, with Reinbold and Langer abstaining, motion carried. HEARING ON TRANSFERS OF LIQUOR LICENSES A public hearing was held on a request for the transfers of a Retail On-Sale Liquor License and a Package Off-Sale Liquor License from ZBC Inc. to AUD Rentals, LLC at 420 South Main Street. No one testified in opposition to the license transfers so Mayor Schaunaman closed the hearing. Motion by Remily, second by Rux to approve of the transfers of the On-Sale Liquor and Off-Sale Liquor Licenses from ZBC Inc. to AUD Rentals, LLC at 420 South Main Street. Roll call vote to approve, all present voting aye, motion carried. 2021 BUDGETED TRANSFERS City Finance Officer Karl Alberts requested authorization for the Finance Office to perform the 2021 Budgeted Transfers between funds as needed and provided for in Ordinance No. 20-09-03 “2021 Annual Appropriations”. Motion by Remily, second by Johnson to authorize the Finance Office to perform the 2021 Budgeted Transfers between funds as needed. Roll call vote to approve, all present voting aye, motion carried. APPOINTMENT TO AIRPORT BOARD Motion by Johnson, second by Reinbold to approve the appointment of Anthony Schwan to the Airport Board for a five-year term ending on June 30, 2026. Roll call vote to approve, all present voting aye, motion carried. CHANGE IN SODA ASH VENDOR Water Treatment Superintendent Bob Braun requested approval to change the Soda Ash Vendor from Univar Solutions, USA of Kent, WA to a more reliable company, Killoran 17936 Trucking of Buffalo, ND, for the remainder of the year. Braun stated that the original contract for the Soda Ash was awarded to Univar Solutions, USA at the cost of $0.1447 per pound and the cost from Killoran Trucking would be $0.149 per pound. Motion by Johnson, second by Rife to approve the purchase of Soda Ash from Killoran Trucking at a cost of $0.149 per pound ($296.25/ton) and authorize the City Manager and Finance Officer to sign all necessary documents after approval by the City Attorney. Roll call vote to approve, all present voting aye, motion carried. BIDS FOR 2021 WATER TREATMENT CHLORINE DISINFECTION SYSTEM Water Treatment Superintendent Bob Braun explained the bids received for the 2021 Water Treatment Chlorine Disinfection System Improvements and recommended awarding the bid to North Star Logistics LLC in the amount of $817,500.00. Motion by Remily, second by Rux to award the bid to North Star Logistics LLC in the amount of $817,500.00 and authorize the City Manager and Finance Officer to sign all necessary documents after the approval by the City Attorney. Roll call vote to approve, all present voting aye, motion carried. CHANGE ORDER/PAYMENT FOR STREET MAINTENANCE CONCRETE REPAIR City Engineer Robin Bobzien requested approval of Change Order #2 in the amount of $35,471.30 and Payment #2 in the amount of $166,511.93 to CWF Masonry & Construction for work on the Street Maintenance Concrete Repair Project. Motion by Rife, second by Lunzman to approve of Change Order #2 in the amount of $35,471.30 and Payment #2 in the amount of $166,511.93 to CWF Masonry & Construction for work on the project.
