17950 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, July 19, 2021 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Mark Remily, Dave Lunzman, Josh Rife, Alan Johnson, Justin Reinbold, Tiffany Langer, Clint Rux, and Mayor Travis Schaunaman. City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Dave McNeil, Rich Krokel, and Joel Weig by teleconference. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Rux, second by Rife to approve the agenda. Voice vote to approve, all voting aye, motion carried. MINUTES Motion by Johnson, second by Reinbold to approve the minutes of the July 6, 2021 City Council Meeting, as circulated. Voice vote to approve, all voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. NEW BUSINESS ORDINANCE NO. 21-07-01 City Attorney Ron Wager explained Ordinance No. 21-07-01 amending Chapter 2 – Administration of the Aberdeen City Code following voter approval of the revised Aberdeen Home Rule Charter and state law changes. Wager stated that it is necessary to update several sections of Chapter 2 to be in alignment with similar language in the Revised Charter and make proposed changes to be consistent with the new state law. Wager requested a minor amendment for the insertion of a comma in Sec. 2-223 after the word “agencies” and recommended the adoption of Ordinance No. 21-07-01 for first reading. Motion by Ronayne, second by Langer to approve the amendment for the insertion of a comma in Sec. 2-223 after the word “agencies”. Voice vote to approve, all voting aye, motion carried. Motion by Ronayne, second by Reinbold to approve first reading of Ordinance No. 21-07-01 amending Chapter 2 – Administration of the Aberdeen City Code. Roll call vote to approve, all voting aye, motion carried. JOINT FUNDING AGREEMENT WITH USGS City Engineer Robin Bobzien requested approval of a Joint Funding Agreement with US Geological Survey (USGS) for a Water Resource Investigation during the period from October 1, 2021 through September 30, 2022. Bobzien stated that the City has utilized the USGS for working on the process of finding additional raw water sources and also monitoring the river and well levels. Motion by Rux, second by Johnson to approve the Joint Funding Agreement with US Geological Survey for the Water Resource Investigation. Voice vote to approve, all voting aye, motion carried. REQUEST TO PURCHASE COMPUTER SOFTWARE City Finance Officer Karl Alberts requested permission to purchase the latest version of the Tyler Technologies Incode 10 Software and related services for City Departments at a total cost of $83,138.00. Motion by Johnson, second by Reinbold to approve the purchase of the Tyler Technologies Incode 10 Software and services at a cost of $83,138.00. Roll call vote to approve, all voting aye, motion carried. CHANGE ORDER FOR AIRPORT TAXIWAY GEOMETRY PROJECT Transportation Director Rich Krokel requested approval of Change Order #1, a decrease in the contract amount of -$31,603.00, for Sharpe Enterprises working on the AIP #3-46-0001-43-2021 Airport Taxiway Geometry Project. Motion by Ronayne, second by Johnson to approve of Change Order #1 in the amount of -$31,603.00 for Sharpe Enterprises for work on the Airport Improvement Project. Roll call vote to approve, all voting aye, motion carried.  17952 PAYMENT REQUESTS ON AIRPORT IMPROVEMENT PROJECTS Transportation Director Rich Krokel requested approval of the following payments for work on Airport Improvement Projects: Payment #2 – #3-46-0001-43-2021 Taxiway Geometry – Sharpe Enterprises, in the amount of $618,108.35; Payment #20 – AIP #3-46- 0001-43-2021 Taxiway Geometry – Helms & Associates, in the amount of $56,645.57; Payment #31 – AIP #3-46-0001-40-2019 Taxiway ‘C’ – Helms & Associates, in the amount of $730.40; Payment #8 – AIP #3-46-0001-46-2022 GA Apron Project – Helms & Associates, in the amount of $1,766.02. CITY MANAGER’S REPORT City Manager Joe Gaa reported on the 2022 budget schedule and gave employee recognitions to Peggi Badten for 31 years of service at the Wastewater Plant and to City Engineer Robin Bobzien for 27 years of service with the City of Aberdeen.
