17960 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, August 2, 2021 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Mark Remily, Dave Lunzman, Josh Rife, Alan Johnson by teleconference, Justin Reinbold, Tiffany Langer, Clint Rux, and Mayor Travis Schaunaman. City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Dave McNeil, Jordan McQuillen, and Joel Weig. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Rux, second by Reinbold to approve the agenda. Voice vote to approve, all voting aye, motion carried. MINUTES Motion by Rux, second by Remily to approve the minutes of the July 26, 2021 City Council Meeting, as circulated. Voice vote to approve, all voting aye, motion carried. OPEN FORUM Sister Myra Remily was present to discuss the dental care available for children from immigrant families in Aberdeen. She asked if there was anything the City could do to improve the lack of Medicaid-eligible dental providers. Mayor Schaunaman will be contacting some local dental providers on this matter. CONSENT CALENDAR Motion by Reinbold, second by Lunzman to approve the following items on the consent calendar: SPECIAL FIVE-DAY RETAIL LIQUOR LICENSE – on August 11 – 15, 2021 for Pounders, Inc. at Aberdeen Community Theatre, 417 South Main Street. SET BID DATE – of August 17, 2021 at 2:00 p.m. for bids on the Old Highway 281 Overlay Improvements Project and the 2021 Street Maintenance Concrete Repair II Project SET HEARING DATE – of August 23, 2021 at 5:30 p.m. for a petition to rezone proposed Lot 1, Hub City Roofing Addition to the City of Aberdeen in the SW¼ of Section 13, T123N, R64W of the 5th P.M., Brown County, South Dakota (118 and 120 First Avenue, NE; 118 and 122 Railroad Avenue, NE) from (C-3) Central Business District and (I-2) Unrestricted Industrial District to (C-3) Central Business District LICENSES – Master Plumber – Muska Plumbing, LLC; Residential Building Contractor – Ryan Schumacher of Schumacher Enterprises; Taxi Cab Driver – Anthony Hyder, Sr.;  17961 Transient Merchant – Ivan Quinones of Backyard Butchers REQUEST FOR STREET USE – 1200 and 1300 Blocks of North Penn Street for an annual “Neighborhood Block Party” on August 14, 2021 LOTTERY NOTICE – Aberdeen Central Athletic Booster Club – receive and place on file Voice vote to approve, all voting aye, motion carried. NEW BUSINESS PRESENTATION OF 2022 BUDGET MESSAGE BY CITY MANAGER City Manager Joe Gaa presented the 2022 City Budget Message with the Capital Improvement Plan. Gaa stated that staff considered facility maintenance needs, staff wages, seasonal and part-time employee staffing, and equipment needs during budget preparation and the proposed budget is a starting point for Council review. Gaa reported that the 2022 Budget revenue estimate is at 77.8 million with estimated spending of 77.7 million. Further discussion of the budget will be held at a work session scheduled for August 9, 2021 in Council Chambers and a final budget ordinance will be presented for first reading on September 7, 2021 and for second reading on September 20, 2021. HEARING ON SPECIAL LIQUOR LICENSE Mayor Schaunaman opened a hearing on a Special One-Day Retail Liquor License on August 12, 2021 for the Aberdeen Area Chamber of Commerce’s Business After Hours at Pierson Ford-Lincoln Inc., 701 Auto Plaza Drive. No one testified in opposition to the license request so Mayor Schaunaman closed the hearing. Motion by Remily, second by Reinbold to approve the Special One-Day Retail Liquor License on August 12, 2021 for the Aberdeen Area Chamber of Commerce at 701 Auto Plaza Drive. Voice vote to approve, all voting aye, motion carried. REVIEW AND APPROVAL OF CLAIMS AND PAYROLL Motion by Rife, second by Ronayne to approve payment of the bills listed for August 2, 2021 and payroll for the period from July 18, 2021 through July 31, 2021. CITY MANAGER’S REPORT City Manager Joe Gaa discussed staffing with a shortage of available employees and gave employee recognitions to Rhea Ketterling, for 20 years of service at the Airport, and Andrea Schwan, for 5 years in the Human Resource Department. City Attorney Ron Wager  17963 discussed the decennial census and redistricting process. OTHER City Engineer Robin Bobzien provided an update on the North Dakota Street and Third Avenue, SE Construction Projects.
