ABERDEEN CITY COUNCIL MEETING
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, January 24, 2022 at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne by teleconference,
Mark Remily by teleconference, Dave Lunzman, Josh Rife, Alan Johnson, Justin Reinbold,
Tiffany Langer by teleconference, Clint Rux, and Mayor Travis Schaunaman.
City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts,
Dave McNeil, and Joel Weig.
PLEDGE OF ALLEGIANCE
Mayor Schaunaman led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion by Rux, second by Lunzman to approve the agenda. Voice vote to approve,
all voting aye, motion carried.
MINUTES
Motion by Reinbold, second by Rife to approve the minutes of the January 18, 2022
City Council Meeting, as circulated. Voice vote to approve, all voting aye, motion carried.
OPEN FORUM
Mike Bockorny, Aberdeen Development Corporation Executive Director, was present
to discuss projects including a grant for digital technology development from Land O’Lakes
in conjunction with AGTEGRA, located at the NSU Campus. Also, Bockorny encouraged
an opportunity for increased communications between Aberdeen Development Corporation
and the City Council.

Motion by Rux, second by Reinbold to approve second reading and final adoption of
Ordinance No. 22-01-06 amending Ordinance No. 21-12-03 to supplement the Public Safety
Debt Service Fund for the year 2021. Roll call vote to approve, all voting aye, motion
carried.

HEARING ON PETITION TO REZONE PROPERTY AND FIRST READING OF
ORDINANCE NO. 22-01-02
Mayor Schaunaman opened a hearing on a petition from Northern State University to
rezone property described as Lot 2, Randall First Subdivision and Lots 6 and 7, Block 1,
North Addition to Aberdeen in the SE ¼ of Section 24, T123N, R64W of the 5th P.M., Brown
County, South Dakota (1516, 1522, and 1526 South Herret Street) from (R-2) Medium
Density Residential District to (M) Municipal, State, and County Use District. City
Planning/Zoning Director Brett Bill explained that the petitioner is requesting this zoning
change in order to bring the property into a district that would allow for a variety of uses
associated with a State University. No public comments were received so Mayor
Schaunaman closed the hearing. Motion by Rux, second by Reinbold to approve first reading
of Ordinance No. 22-01-02 to rezone the property as requested. Roll call vote to approve, all
voting aye, motion carried.

Mayor Schaunaman opened a hearing on a petition from Northern State University to
rezone property described as Lots 1 -2 and the North 3’ of Lot 3, Subdivision of the North
421.7’ of Block 9, Simmon’s First Addition to Aberdeen in the SW ¼ of Section 24, T123N,
R64W of the 5th P.M., Brown County, South Dakota (1217 and 1219 South Lincoln Street)
from (R-2) Medium Density Residential District to (M) Municipal, State, and County Use
District. City Planning/Zoning Director Brett Bill explained that the petitioner is requesting
this zoning change in order to bring the property into a district that would allow for a variety
of uses associated with a State University. No public comments were received so Mayor
Schaunaman closed the hearing. Motion by Reinbold, second by Johnson to approve first
reading of Ordinance No. 22-01-03 to rezone the property as requested. Roll call vote to
approve, all voting aye, motion carried.

Brown County, South Dakota (215 and 219 Twelfth Avenue, SE) from (C-1) Neighborhood
Commercial District/(R-4) Special Density Residential District to (M) Municipal, State, and
County Use District. City Planning/Zoning Director Brett Bill explained that the petitioner is
requesting this zoning change in order to bring the property into a district that would allow
for a variety of uses associated with a State University. No public comments were received
so Mayor Schaunaman closed the hearing. Motion by Johnson, second by Rux to approve

Mayor Schaunaman opened a hearing on a petition from the City of Aberdeen to
rezone property described as the Aberdeen Recreation Trail Addition to the City of Aberdeen
in the N ½ and in the SW ¼ of Section 7, T123N, R63W and in the NW ¼ of Section 18,
T123N, R63W of the 5th P.M., Brown County, South Dakota from (R-2) Medium Density
Residential District, (R-3) High Density Residential District, (R-5) Trailers, Trailer Parks and
Planned Residential Area, (C-2) Highway Commercial District, and (A-2) Green Belt District
to (M) Municipal, State, and County Use District and (A-2) Green Belt District. City
Planning/Zoning Director Brett Bill explained that the City is requesting this zoning change
in order to bring the property into compliance with its current use as a city bike trail. No
public comments were received so Mayor Schaunaman closed the hearing. Motion by Rux,

as requested. Roll call vote to approve, all voting aye, motion carried.

Motion by Lunzman, second by Rife to approve payment of the bills listed for

CITY MANAGER’S REPORT
City Manager Joe Gaa reported that he met with state legislators in Pierre to talk
about the need for more water from the Missouri River to this side of the State and gave
employee recognitions to Brad Jung for 10 years of service with the Police Department and
Keith Sharisky for 15 years of service with the Fire Department.
EXECUTIVE SESSION
Motion by Ronayne, second by Lunzman to move into executive session to discuss
personnel matters, pursuant to SDCL §1-25-2(1). Voice vote to approve, all voting aye,
motion carried. Motion by Lunzman, second by Rux to move out of executive session.
Voice vote to approve, all voting aye, motion carried.

There being no further business, motion by Rux, second by Johnson to adjourn the

ORDINANCE NO. 21-12-01
Motion by Johnson, second by Rux to approve final adoption of Ordinance No. 21-
12-01 to rezone property described as Lots 7 and 8, Block 11, Sullivan & Easton Addition in
the SW ¼ of Sec. 12, T123N, R64W of the 5th P.M., Brown County, South Dakota (909
North Main Street) from (R-2) Medium Density Residential District/(R-4) Special Density
Residential District to (C-1) Neighborhood Commercial District. Roll call vote to approve,
all voting aye, motion carried.
NEW BUSINESS
ORDINANCE NO. 22-01-06
City Finance Officer Karl Alberts presented Ordinance No. 22-01-06 amending
Ordinance No. 21-12-03 to supplement the Public Safety Debt Service Fund for the year
2021. Alberts said that there was a transposition error in Ordinance No. 21-12-03 and
Ordinance No. 22-01-06 corrects that error. Motion by Ronayne, second by Rife to approve
first reading of Ordinance No. 22-01-06. Roll call vote to approve, all voting aye, motion
carried.
ALLOCATION OF ARPA FUNDS FOR WASTEWATER TREATMENT PLANT
PROJECT
City Manager Joe Gaa requested approval of the allocation of $5,000,000 in ARPA

Funds to serve as local matching funds as part of an application for funding to the State of
South Dakota for expansion of the Wastewater Treatment Plant. Gaa explained that the
Council did approve a funding request in the amount of $56,300,000 at their December 20,
2021 meeting to be submitted to the State of South Dakota DANR for the purpose of
expanding the Wastewater Treatment Plant. Gaa said that DANR officials have proposed
that some state funds be used to match local ARPA funds dollar-for-dollar up to $5,000,000
per project and a grant of up to 30% is also proposed. Motion by Ronayne, second by
Reinbold to allocate $5,000,000 in ARPA Funds to serve as local matching funds as part of
an application for funding to the State of South Dakota for expansion of the Wastewater
Treatment Plant. Roll call vote to approve, all voting aye, motion carried.
SD DOT GRANT AGREEMENT FOR ABERDEEN RIDE LINE
Transportation Director Rich Krokel requested approval of a South Dakota
Department of Transportation Grant Agreement under Section 5339 (FAST ACT) for
Aberdeen Ride Line and authorization for the City Manager to sign the funding assistance
agreements for $224,463.75 in total project costs of which Federal Share (80%) is
$179,571.00 and Local Share (20%) is $44,892.75. Motion by Johnson, second by Rux to
approve and authorize the City Manager to sign the SD DOT – Section 5339 funding
assistance agreements for Aberdeen Ride Line project costs. Roll call vote to approve, all
voting aye, motion carried.
PAYMENT REQUESTS FOR AIRPORT IMPROVEMENT PROJECTS
Transportation Director Rich Krokel requested approval of the following payments
for work on Airport Improvement Projects: Payment #4 – AIP #3-46-0001-43-2021 Taxiway
GA Apron – Helms & Associates, in the amount of $222.05; Payment #12 – AIP #3-46-
0001-43-2021 Taxiway Geometry – Helms & Associates, in the amount of $1,324.51;
Payment #26 – AIP #3-46-0001-43-2021 Taxiway Geometry – Helms & Associates, in the
amount of $4,635.49; Payment #9 – AIP #3-46-0001-44-2021 Assistance in acquiring Snow
Removal Equipment – Helms & Associates, in the amount of $62.50. Motion by Johnson,
second by Rux to approve and authorize the City Manager to sign the payment requests for
work on the Airport Improvement Projects. Roll call vote to approve, all voting aye, motion
