18186 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, July 5, 2022 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Josh Rife, Justin Reinbold, Tiffany Langer by teleconference, David Novstrup, and Mayor Travis Schaunaman. City Council Member Alan Johnson was absent. City Staff present were Joe Gaa by teleconference, Ron Wager, Robin Bobzien, Brett Bill, and Jordan McQuillen. ADMINISTER OATH OF OFFICE TO NEW CITY COUNCIL MEMBERS Finance Officer Jordan McQuillen administered the oath of office to new City Council Members Erin Fouberg, Charlotte Liebelt, and David Novstrup. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Ronayne, second by Reinbold to approve the agenda. Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Ronayne, second by Rife to approve the minutes of the June 27, 2022 City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. OLD BUSINESS ORDINANCE NO. 22-06-01 – SECOND READING AND FINAL ADOPTION Motion by Rife, second by Reinbold to approve second reading and final adoption of Ordinance No. 22-06-01 to rezone property described as Lots 2 and 3, Lee Park Addition (1115 and 1127 Olive Drive) from (C-2) Highway Commercial District and (M) Municipal, State, and County Use District for the City of Aberdeen. Roll call vote to approve, all present voting aye, motion carried. NEW BUSINESS ELECTION OF DEPUTY MAYOR Mayor Schaunaman opened the floor for nominations for the Deputy Mayor position for a one-year term from July 5, 2022 to the first meeting in July of 2023. Motion by Reinbold, second by Ronayne to nominate and elect Alan Johnson for Deputy Mayor. Voice vote to approve, all present voting aye, motion carried. ELECTION OF COMMISSIONER AND ALTERNATE TO ABERDEEN-BROWN COUNTY REGIONAL RAILROAD AUTHORITY AND APPROVAL OF RESOLUTION NO. 22-07-03R NOMINATING AND ELECTING THE COMMISSIONERS Mayor Schaunaman opened the floor for nominations for City Council’s Commissioner and Alternate to the Aberdeen-Brown County Regional Authority (ABCRRA)  18188 until such time as new elections are made or for a term of three years, whichever period is less. Motion by Rife, second by Liebelt to nominate Ronayne as Commissioner to the Aberdeen-Brown County Regional Authority. Motion by Ronayne, second by Liebelt to nominate Rife as the Alternate Commissioner to the Aberdeen-Brown County Regional Authority. Roll call vote to nominate and elect Ronayne as Commissioner and Rife as the Alternate Commissioner, all present voting aye, number of ayes 8, number of nays 0, members abstaining 0, motion carried. RESOLUTION NO. 22-07-03R RESOLUTION ELECTING COMMISSIONER AND ALTERNATE TO THE ABERDEEN-BROWN COUNTY REGIONAL RAILROAD AUTHORITY WHEREAS, the Aberdeen-Brown County Regional Railroad Authority (ABCRRA) was established in 1991, pursuant to SDCL Ch. 49-17A, and membership currently includes the City of Aberdeen, Brown County, Edmunds County, Spink County, and Beadle County; and WHEREAS, it is necessary for the City of Aberdeen, South Dakota, to nominate and elect every three years a Commissioner to ABCRRA and the Commissioner terms of Councilmembers Rob Ronayne and Josh Rife (as alternate) expired on July 1, 2022. NOW, THEREFORE, BE IT HEREBY RESOLVED that Councilmember Rob Ronayne is hereby nominated and elected by the City Council of the City of Aberdeen as its Commissioner to the ABCRRA, and Councilmember Josh Rife is nominated and elected as alternate Commissioner, until such time as new appointments are made or for a term of three years, whichever period is less. CITY COUNCIL LIAISONS TO VARIOUS BOARDS AND COMMISSIONS Mayor Schaunaman opened the discussion on the assignment of liaisons to various city boards and designation of representatives for other boards and commissions. Motion by Ronayne, second by Reinbold to approve the assignment of liaisons to the various boards and commissions as follows: Johnson to the 911 Communications Council, Johnson to the Airport Board, Langer to the BID #1 (Downtown Alliance), Reinbold and Fouberg to the BID #2 (Hotel Alliance), Langer and Novstrup to the Convention & Visitors Bureau (CVB), Ronayne and Fouberg to the Library Board, and Rife and Liebelt to the Parks, Rec. & Forestry Board. Roll call vote to approve, all present voting aye, motion carried. HEARING AND APPROVAL OF TRANSFERS OF MALT BEVERAGE AND SD FARM WINE LICENSES TO G & T GAMING, INC. Mayor Schaunaman opened a hearing on requests for transfers of Retail On-Off Sale Malt Beverage and SD Farm Wine Licenses with Video Lottery from Midwestern-Flack LLC dba Dakota Players Club, 1715 – 6th Avenue, SE (A) and Jokers Wild Casino, 1715 – 6th Avenue, SE (B) to G & T Gaming, Inc. dba Dakota Players Club, 1715 – 6th Avenue, SE (A) and Jokers Wild Casino, 1715 – 6th Avenue, SE (B). No public comments were received so  18189 Mayor Schaunaman closed the hearing. Motion by Ronayne, second by Rife to approve the transfers of Retail On-Off Sale Malt Beverage and SD Farm Wine Licenses with Video Lottery from Midwestern-Flack LLC to G & T Gaming, Inc. at Dakota Players Club and Jokers Wild Casino, 1715 – 6th Avenue, SE. APPOINTMENT TO PLANNING COMMISSION City Planning/Zoning Director Brett Bill requested approval to appoint Clint Rux to replace Joseph Mettler on the Planning Commission. Motion by Langer, second by Reinbold to approve the appointment of Clint Rux to the Planning Commission. Voice vote to approve, all present voting aye, motion carried.
