CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne, Erin Fouberg,
Charlotte Liebelt, Josh Rife, Alan Johnson, Justin Reinbold, Tiffany Langer, David Novstrup,
and Mayor Travis Schaunaman.
City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, Brett Bill, Jordan
McQuillen, Dave McNeil, and Joel Weig.

Mayor Schaunaman led the Pledge of Allegiance.

Motion by Ronayne, second by Liebelt to approve the agenda. Voice vote to approve,

MINUTES
Motion by Reinbold, second by Rife to approve the minutes of the November 28,
2022 City Council Meeting, as circulated. Voice vote to approve, all voting aye, motion
carried.
OPEN FORUM
Representative Carl Perry spoke on the Legislative Pages from the area and Governor
Noem’s budget address to be held on Tuesday.

OLD BUSINESS
ORDINANCE NO. 22-11-01 – SECOND READING AND FINAL ADOPTION
City Finance Officer Jordan McQuillen presented Ordinance No. 22-11-01 for second
reading setting the fees and charges for certain services provided by the City of Aberdeen for
2023. Motion by Johnson, second by Liebelt to approve second reading and final adoption of
Ordinance No. 22-11-01. Roll call vote to approve, all voting aye, motion carried.
NEW BUSINESS
ANIMAL FOSTER CARE POLICY REQUIRED BY CITY CODE
City Attorney Ron Wager presented an Excess Animal Foster Care Policy required by
Aberdeen City Code, Sec. 8-44, for adoption by the Council setting forth terms and
conditions for approved animal foster service. Wager explained that the proposed policy
permits only one creature in excess of the limitation to be placed in a home (total of 5
animals, not more than 4 dogs), requires the excess foster animal to have been born and
raised in Brown County, and affirms the animal foster service shares legal responsibility with
an animal caregiver for any violations of the animal control ordinance involving the foster
animal. Motion by Langer, second by Johnson to approve of the Excess Animal Foster Care
Policy required by Aberdeen City Code, Sec. 8-44. Roll call vote to approve, all voting aye,
motion carried.
CHANGE ORDER AND PAYMENT FOR OLD HIGHWAY 281 OVERLAY
IMPROVEMENTS
City Engineer Robin Bobzien requested approval of Change Order #1 in the amount
of (-$4,322.86) and Payment #2 in the amount of $48,733.48 to Jensen Rock & Sand Inc. for
work on the Old Highway 281 Overlay Improvements. Motion by Ronayne, second by Rife
to approve Change Order #1 in the amount of (-$4,322.86) and Payment #2 in the amount of

CITY MANAGER’S REPORT
City Manager Joe Gaa informed the Council of the employee evaluations for City
Manager, City Attorney, and City Finance Officer in January, reported on the City Employee
e-mail issues and changes, and gave an update on seeking public comments for proposed
airline changes.
