18377 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, May 1, 2023 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Erin Fouberg, Charlotte Liebelt, Josh Rife, Justin Reinbold, Tiffany Langer, David Novstrup, and Rob Ronayne. City Council Member Alan Johnson and Mayor Schaunaman were absent. City Council Member Rob Ronayne presided over the meeting. City Staff present were Joe Gaa, Robin Bobzien, Brett Bill, Joel Weig, Rich Krokel, Cathy McNickle, Paula Nelson, Megan Kukowski, and Jordan McQuillen. PLEDGE OF ALLEGIANCE City Council Member Rob Ronayne led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Reinbold, second by Novstrup to approve the agenda. Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Novstrup, second by Rife to approve the minutes of the April 24, 2023 City Council Meeting, as circulated. OPEN FORUM Casey Weismantel with the Aberdeen Area Convention and Visitors Bureau announced that National Travel and Tourism Week is May 7-13, 2023. City Finance Officer Jordan McQuillen explained the various financial reports. Voice vote to approve, all present voting aye, motion carried. OLD BUSINESS SECOND READING AND FINAL ADOPTION OF ORDINANCE NO. 23-04-01 TO REZONE PROPERTY LOCATED AT 115 BROWN COUNTY 19 SOUTH Motion by Liebelt, second by Rife to approve second reading and final adoption of Ordinance No. 23-04-01 to rezone property described as Lots 1&2, Steele’s Quarter First Addition, NW¼ of the SW¼ of Section 16, T123N, Range 63W, (115 Brown County 19 South), from (I-2) Unrestricted Industrial District to a (C-2) Highway Commercial District. Roll call vote to approve, all present voting aye, motion carried. SECOND READING AND FINAL ADOPTION OF ORDINANCE NO. 23-04-03 AMENDING THE ABERDEEN CITY CODE TO DECLARE NUISANCE VACANT BUILDINGS AS PUBLIC NUISANCES Brett Bill stated there were no changes since first reading on April 24, 2023. Motion by Reinbold, second by Liebelt to approve second reading and final adoption of Ordinance No. 23-04-03 amending the City Code to Declare Nuisance Vacant Buildings as Public Nuisances. Roll call vote to approve, all present voting aye, motion carried. NEW BUSINESS PUBLIC HEARING AND APPROVAL OF TRANSFER OF RETAIL LIQUOR LICENSE TO 5-STAR MANAGEMENT, LLC City Council Member Rob Ronayne opened a hearing on an application for the transfer of Retail On-Sale Liquor License from Jondahl, Inc. dba Silver Dollar Bar, 119 South Main Street, to 5-Star Management, LLC dba Silver Dollar Bar, 119 South Main Street. No public comments were received. City Council Member Rob Ronayne closed the hearing and called for a vote. Motion by Rife, second by Reinbold to approve the transfer of Retail On-Sale Liquor License from Jondahl, Inc. to 5-Star Management, LLC at 119 South Main Street. Voice vote to approve, all present voting aye, motion carried. PUBLIC HEARING AND APPROVAL OF TRANSFER OF PACKAGE LIQUOR LICENSE TO EAGLE RIVER, LLC City Council Member Rob Ronayne opened a hearing on an application for the transfer of Package Off-Sale Liquor License from Jondahl, Inc. dba Silver Dollar Bar, 119 South Main Street, to Eagle River, LLC dba Street Corner Urban Market/Mulligans, 715  18379 North Tenth Street. No public comments were received. City Council Member Rob Ronayne closed the hearing and called for a vote. Motion by Rife, second by Novstrup to approve the transfer of Package Off-Sale Liquor License from Jondahl, Inc. to Eagle River, LLC at 715 North Tenth Street. PUBLIC HEARING AND APPROVAL OF SPECIAL LIQUOR LICENSE FOR ABERDEEN CHAMBER OF COMMERCE City Council Member Rob Ronayne opened a hearing on applications for Special One-Day Retail On-Sale Liquor Licenses for Aberdeen Area Chamber of Commerce’s Business After Hours Events on May 11, 2023 at Farm Credit Services, 4835 Sixth Avenue SE, August 10, 2023 at Pierson Ford, 701 Auto Plaza Drive, and September 7, 2023 at Schwan Financial, 401 South Vivian Street. No public comments were received. City Council Member Rob Ronayne closed the hearing and called for a vote. Motion by Reinbold, second by Langer to approve the Special One-Day Liquor Licenses for the Aberdeen Area Chamber of Commerce on May 11, 2023 at Farm Credit Services, 4835 Sixth Avenue SE, August 10, 2023 at Pierson Ford, 701 Auto Plaza Drive, and September 7, 2023 at Schwan Financial, 401 South Vivian Street. RECOMMENDATION TO TENTATIVELY AWARD BID FOR ABERDEEN REGIONAL AIRPORT RUNWAY 13/31 REHABILITATION & LIGHTING IMPROVEMENTS TO REEDE CONSTRUCTION AND EFRAIMSON ELECTRIC Transportation Director Rich Krokel requested to tentatively award the AIP Project #3-46-001-43-2023 Runway 13-31 Rehabilitation & Lighting Improvement bids to Reede Construction on Bid Schedule A, A1, and A2, to Efraimson Electric on Bid Schedule B, and to authorize City Manager to sign the FAA Grant Offer and all necessary paperwork for the contract documents. Motion by Novstrup, second by Reinbold to tentatively award bids for the Runway 13/31 Rehabilitation & Lighting Improvements Project with Reede Construction on Schedules A, A1, and A2 in the amount of $2,446,089.50, with Efraimson Electric on Schedule B in the amount of $470,861.75, and to authorize the City Manager to sign all necessary documents. APPROVAL OF PAYMENT FOR THE WORK ON THE SOUTH DAKOTA STREET RECONSTRUCTION PROJECT City Engineer Robin Bobzien requested approval of payment #1 for the work on the South Dakota Street Reconstruction Project to Reede Construction in the amount of $283,500.00 and to authorize City Manager to sign the pay request. Motion by Reinbold, second by Liebelt to approve payment #1 on the South Dakota Street Reconstruction Project to Reede Construction in the amount of $283,500.00 and to authorize City Manager to sign the pay request. Roll call vote to approve, all present voting aye, motion carried.  18380 APPROVAL OF PAYMENT FOR THE WORK ON THE EIGHTH AVENUE NE PAVEMENT REHAB PROJECT City Engineer Robin Bobzien requested approval of payment #1 for the work on the Eighth Avenue NE Pavement Rehab Project to Reede Construction in the amount of $108,000.00 and authorize City Manager to sign the pay request. Motion by Novstrup, second by Reinbold to approve payment #1 on the Eighth Avenue NE Pavement Rehab Project to Reeded Construction in the amount of $108,000.00 and authorize City Manager to sign the pay request. Roll call vote to approve, all present voting aye, motion carried. APPROVAL OF QUOTE FROM TRIDENT PROCESS, INC. FOR A REPLACEMENT REDUCER GEARBOX AT THE WATER TREATMENT PLANT City Manager Joe Gaa requested approval of the quote from Trident Process, Inc. to repair the reducer gearbox at the Water Treatment Plant. Motion by Rife, second by Novstrup to approve the quote from Trident Process, Inc. for a replacement reducer gearbox at the Water Treatment Plant. Voice vote to approve, all present voting aye, motion carried. POSSIBLE AUTHORIZATION TO ALLOCATE FUNDS FOR MARKETING AND RESIDENT RECRUITMENT EFFORTS. City Manager Joe Gaa stated that the City Council approved resolution 20-12-01 in 2020, which set aside funds for future economic development efforts. This proposal would allocate funds for marketing and resident recruitment to assist with economic development. Economic Development Manager Megan Kukowski described a marketing campaign and presented a video intended to attract small businesses and residents to Aberdeen. Motion by Rife, second by Reinbold to approve the authorization to allocate funds for marketing and resident recruitment efforts. Motion failed for lack of vote. Discussion was held regarding duplicating efforts of other community organizations and utilizing multiple campaigns. Aberdeen Chamber of Commerce CEO Gail Ochs and Marketing Director Lisa Anderson described the 2020 community branding identified as “Changing the Game” and existing workforce recruitment efforts of the Chamber. Motion by Langer to postpone consideration of $20,000.00 for marketing and promotion efforts. Motion failed due to lack of a second. Further discussion was held. Motion by Novstrup, second by Langer to postpone consideration of the proposal in its entirety until the May 15, 2023, regular City Council meeting. Motion by Fouberg, second by Langer to amend the motion to allow time for collaboration and meetings to occur between City Staff and other community organizations. Voice vote to approve the amendment, six voting aye, one voting nay, motion carried. Ronayne called for the vote for the main motion to postpone consideration until May 15, 2023, voice vote to approve, 6 voting aye, one voting nay, motion carried. Permits will be issued starting May 22, 2023 at the Aberdeen Police Department. City of Aberdeen April Milestone Awards: Darlene Dutenhoeffer – 5 years; Dustin Kamphuis – 10 years; Rich Krokel – 10 years; Barry Dunlavy – 15 years; and Cara Perrion – 25 years; Calls for Promotion Fund Requests are available now online.
