18400 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, June 5, 2023 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg by teleconference, Charlotte Liebelt, Josh Rife by teleconference, Alan Johnson by teleconference, Justin Reinbold, and David Novstrup. City Council Member Tiffany Langer and Mayor Schaunaman were absent. City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, Brett Bill, Joel Weig, Dave McNeil, and Jordan McQuillen. City Council Member Rob Ronayne presided over the meeting. PLEDGE OF ALLEGIANCE City Council Member Rob Ronayne led the Pledge of Allegiance. OLD BUSINESS SECOND READING AND FINAL ADOPTION OF ORDINANCE NO. 23-05-01 AMENDING THE ZONING REGULATIONS OF THE ABERDEEN CITY CODE REGARDING MULTI-USE STORAGE FACILITIES Planning and Zoning Director Brett Bill stated there are no changes to the second reading of Ordinance No. 23-05-01. Liebelt moved, second by Novstrup to approve second reading and final adoption of Ordinance No. 23-05-01 amending the zoning regulations to the Aberdeen City Code regarding Multi-Use Storage Facilities. Roll call vote, all present voting aye, motion carried. NEW BUSINESS PUBLIC HEARING AND APPROVAL OF SPECIAL TWO-DAY RETAIL ON-SALE LIQUOR LICENSE ON JUNE 17 AND 18, 2023 FOR ABERDEEN AREA ARTS COUNCIL ARTS IN THE PARK AT MELGAARD PARK City Council Member Rob Ronayne opened a hearing on application for Special 18403 Two-Day Retail On-Sale Liquor License for Aberdeen Area Arts Council Arts in the Park Event on June 17 and 18, 2023 at Melgaard Park. Discussion was held. Steve Thithavong, Aberdeen Area Arts Council Executive Director explained the liquor will be sold south of the tennis courts in a 6-foot high fenced in area and will be controlled with ticket sales and wristbands for people 21 years of age and older. City Council Member Rob Ronayne closed the hearing and called for a vote. Motion by Novstrup, second by Reinbold to approve the Special Two-Day Liquor License for the Aberdeen Area Arts Council Arts in the Park Event on June 17 and 18, 2023 at Melgaard Park. Voice vote to approve, all present voting aye, motion carried. DOWNTOWN SCULPTURE ART AGREEMENT WITH THE ABERDEEN DOWNTOWN ASSOCIATION Motion by Reinbold, second by Novstrup to approve the Downtown Sculpture Art Agreement with the Aberdeen Downtown Association. Voice vote to approve, all present voting aye, motion carried. REVISIONS TO THE CITY COUNCIL HANDBOOK AND NOTICE OF INTENTION TO AMEND THE HANDBOOK City Attorney Ron Wager explained on April 24, 2023, the City Council had a work session to review draft changes to the City Council Handbook. Following that work session, the City Council was provided with a redlined version with additional changes allowing notice of any council vacancies to be published in any other potential media and a provision for modifying council vacancies and forfeiture procedures by voting of the council. City Attorney Ron Wager requested authorization to publish a Notice of Intention to amend the Council Handbook at the next regular scheduled meeting of June 20, 2023. Motion by Novstrup, second by Reinbold to authorize publication of Notice of Intention to amend the Handbook setting the date of June 20, 2023. Voice vote to approve, all present voting aye, motion carried. ACTION TO RESCHEDULE THE JULY 3, 2023 CITY COUNCIL MEETING TO JULY 10, 2023 City Manager Joe Gaa explained our regular City Council Meetings are the first, third, and fourth Mondays of each month. The first Monday in July is July 3rd. July 4th is a holiday observed by the City so the offices will be closed. City Manager Joe Gaa recommended having the July meetings be scheduled for July 10th, July 17th, and July 24th. Motion by Liebelt, second by Novstrup to reschedule the July 3, 2023 City Council Meeting to July 10, 2023. Voice vote to approve, all present voting aye, motion carried. CITY MANAGER’S REPORT City Manager Joe Gaa explained the City of Aberdeen hosted the first South Dakota Highschool Softball Tournament and it was a success.
