CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt,
Rich Ward, Alan Johnson, Tiffany Langer, David Novstrup, and Mayor Travis Schaunaman. Council
member Justin Reinbold was absent.
City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig,
Rich Krokel, Dave McNeil, and Jordan McQuillen.

Mayor Schaunaman led the Pledge of Allegiance.

Motion by Liebelt, second by Ronayne to approve the agenda. Voice vote to approve, all
present voting aye, motion carried.
MINUTES
Motion by Novstrup, second by Ronayne to approve the minutes of the August 5, 2024, City
Council Meeting, as circulated and Payroll Section of City Council Meeting Minutes of August 5,
2024, as amended. Voice vote to approve, all present voting aye, motion carried.

SECOND READING AND FINAL ADOPTION OF ORDINANCE 24-08-01
SUPPLEMENTING THE 2024 BUDGET FOR VARIOUS PARKS, RECREATION, AND
FORESTRY DEPARTMENT ACTIVITIES
Finance Officer Jordan McQuillen presented the second reading of the ordinance. Motion
by Johnson, second by Novstrup, to approve the second reading and final adoption of Ordinance
24-08-01 supplementing the 2024 budget for various Parks, Recreation, and Forestry Department
activities. Roll call vote to approve, all present voting aye, motion carried.
SECOND READING AND FINAL ADOPTION OF ORDINANCE AMENDING BID
TAX RATE
City Attorney Ron Wager presented the second reading of the ordinance. Motion by
Langer, second by Fouberg, to approve the second reading and final adoption of ordinance
amending BID tax rate. Roll call vote to approve with Ronayne voting no, all others present voting
aye, motion carried.

Liquor Licenses. Motion by Ronayne, second by Novstrup, to approve the Special One-Day Retail
On-Sale Liquor Licenses for the Aberdeen Elks Lodge #1046, Parking Lot Party on September 7,
2024. Voice vote to approve, all present voting aye, motion carried.
PUBLIC HEARING AND APPROVAL OF SPECIAL ONE-DAY RETAIL ON-SALE
LIQUOR LICENSES FOR THE ABERDEEN SERTOMA CLUB FOR THE STORYBOOK

Mayor Schaunaman opened the public hearing on the Special One-Day Retail On-Sale
Liquor Licenses. Motion by Liebelt, second by Langer, to approve the Special One-Day Retail
On-Sale Liquor Licenses for the Aberdeen Sertoma Club for the Storybook Land Uncorked Event
on September 5, 2024. Voice vote to approve, all present voting aye, motion carried.
PUBLIC HEARING AND APPROVAL OF A NEW RETAIL ON-OFF SALE WINE
AND CIDER LICENSE AND NEW RETAIL ON-OFF SALE MALT BEVERAGE & SD FARM
WINE LICENSE FOR CUZCO, LLC DBA CUZCO PERUVIAN CUISINE, 20 6TH AVE SW,
ABERDEEN, SD 57401
Mayor Schaunaman opened the public hearing on the new alcohol licenses. Motion by
Fouberg, second by Ronayne, to approve the new Retail On-Off Sale Wine and Cider License and
new Retail On-Off Sale Malt Beverage & SD Farm Wine License for Cuzco, LLC dba Cuzco
Peruvian Cuisine, 20 6th Ave SW, Aberdeen, SD 57401. Voice vote to approve, all present voting
aye, motion carried.
PUBLIC HEARING AND APPROVAL OF PROPOSED RESOLUTION NUMBER 24-
07-01R TO VACATE PUBLIC RIGHT-OF-WAY
Community Development Director Ken Hubbart presented the resolution. Motion by
Johnson, second by Novstrup, to approve resolution number 24-07-01R to vacate public right-of-
way. Roll call vote to approve with Ronayne abstaining, all others present voting aye, motion
carried.
APPROVAL FOR THE FOLLOWING PAY REQUESTS: 1. Payment to Helms &
Associates invoice #6 in the amount of $1,580 and authorize City Manager to sign pay estimate
for AIP (BIL) Project #3-46-0001-51-2024 Friction Measuring Equipment, 2. Payment to Helms
& Associates and authorize City Manager to sign pay estimate for Invoice #6 for Design services
100% complete in the amount of $7,242.13, and 3. Invoice #7 for Bidding services 75% complete

Transportation Director Rich Krokel presented the three pay requests. Motion by Johnson,
second by Ward, to approve pay requests for the following: 1. Payment to Helms & Associates
invoice #6 in the amount of $1,580 and authorize City Manager to sign pay estimate for AIP (BIL)
Project #3-46-0001-51-2024 Friction Measuring Equipment, and 2. Payment to Helms &
Associates and authorize City Manager to sign pay estimate for Invoice #6 for Design services

APPROVAL OF PAY REQUEST #1 FOR ST-2024-1 (MILL & OVERLAY
IMPROVEMENTS) IN THE AMOUNT OF $57,107.40 TO DAHME CONSTRUCTION INC.
City Engineer Stu Nelson presented the pay request. Motion by Ronayne, second by
Johnson, to approve Pay Request #1 for ST-2024-1 (Mill & Overlay Improvements) in the amount
of $57,107.40 to Dahme Construction Inc. Roll call vote to approve, all present voting aye, motion
carried.
APPROVAL OF PAY REQUEST #2 AND CHANGE ORDER #2 FOR SS-2024-1
(KLINE STREET STORM SEWER) IN THE AMOUNT OF $716,622.15 TO B&B
CONTRACTING, INC. OF ABERDEEN, SD AND TO APPROVE CHANGE ORDER 2 IN THE
AMOUNT OF -$495.00
City Engineer Stu Nelson presented the pay request. Motion by Liebelt, second by Ward,
to approve Pay Request #2 and Change Order #2 for SS-2024-1 (Kline Street Storm Sewer) in the
amount of $716,622.15 to B&B Contracting, Inc. of Aberdeen, SD and to approve Change Order
2 in the amount of -$495.00. Roll call vote to approve, all present voting aye, motion carried.
REVIEW AND APPROVAL OF CLAIMS AND PAYROLL
Motion by Langer, second by Ward to approve payment of the bills listed for August 19, 2024.
Bills having been audited by the Finance Officer and fully itemized and authorize the Mayor or City
Manager to sign, and the Finance Officer to countersign, all warrants for payment of the following

CITY MANAGER’S REPORT
City Manager Robin Bobzien discussed employee milestones and possible grant awards from
the Knight Foundation, Cramer Center for Design & Innovation and the Aberdeen Foundation.
Councilwoman Fouberg elaborated on the funding and what it would be used for. The City Manager
continued with funding received for lighting at Moccasin Creek trail and presenting the WINS project
to the South Dakota Ag and Rural leadership group.

There being no further business, motion by Ronayne, second by Johnson to adjourn the
meeting. Voice vote to adjourn, all present voting aye, motion carried. The meeting adjourned at 5:57
p.m.
