18772 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, January 6, 2025, at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Rich Ward, Alan Johnson, Justin Reinbold, David Novstrup, and Mayor Travis Schaunaman. Council Member Charlotte Liebelt and Tiffany Langer were absent. City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, and Jordan McQuillen. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Reinbold, second by Novstrup to approve the agenda. Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Johnson, second by Reinbold to approve the minutes of the December 23, 2024, City Council Meeting. Voice vote to approve, all present voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. OLD BUSINESS SECOND READING AND APPROVAL OF ORDINANCE 24-12-04, REZONE FROM R-2 TO M – PROPERTY AT 2200, 2240 & 2302 ROOSEVELT ST S – ABERDEEN CENTRAL HIGH SCHOOL CAMPUS Community Development Director Hubbart presented Ordinance 24-12-04. Motion by Fouberg, second by Reinbold, to approve the second reading and approval of Ordinance 24-12-04, Rezone from R-2 to M – Property at 2200, 2240 & 2302 Roosevelt St S – Aberdeen Central High School Campus. Roll call vote to approve, all present voting aye, motion carried. NEW BUSINESS APPROVAL OF THE REAPPOINTMENT OF JACK HOLLINSWORTH, JEFF MITCHELL, AND KURT PRESZLER AND NEW APPOINTMENTS OF DOUG KARST, DUNCAN FERREIRA, AUSTIN HOLSCHER AND NATHAN SOLUM TO SERVE ON THE RESIDENTIAL CONTRACTOR BOARD Community Development Director Hubbart presented the reappointments to the Residential Contractor Board. Motion by Reinbold, second by Johnson, to approve the reappointment of Jack Hollinsworth, Jeff Mitchell, and Kurt Preszler and new appointments of Doug Karst, Duncan Ferreira, Austin Holscher and Nathan Solum to serve on the Residential Contractor Board. Voice vote to approve, all present voting aye, motion carried. APPROVAL OF PAY REQUEST #1 FOR ABERDEEN WATER WORKS HEAT EXCHANGER REPLACEMENT IN THE AMOUNT OF $102,511.80 TO CLIMATE CONTROL City Engineer Nelson presented the pay request for the heat exchanger replacement. Motion by Johnson, second by Ward to approve Pay Request #1 for Aberdeen Water Works Heat Exchanger replacement in the amount of $102,511.80 to Climate Control. Roll call vote to approve  18774 with Mayor Schaunaman abstaining, all others present voting aye, motion carried. APPROVAL TO AUTHORIZE COMPUTER SERVICES DIVISION TO PURCHASE 43 DESKTOP COMPUTERS FROM BYTESPEED IN THE AMOUNT OF $33,196.00 Finance Officer McQuillen presented the purchase of computers from ByteSpeed. Motion by Johnson, second by Ward to approve and authorize Computer Services Division to purchase 43 desktop computers from ByteSpeed in the amount of $33,196.00. Roll call vote to approve, all present voting aye, motion carried. APPROVAL TO SET THE MUNICIPAL ELECTION DATE OF JUNE 3, 2025, AS REQUIRED BY SDCL §9-13-1 FOR THE FOLLOWING POSITION VACANCIES: SW DISTRICT-CITY COUNCIL MEMBER FOR A FIVE-YEAR TERM AND SE DISTRICT-CITY COUNCIL MEMBER FOR A FIVE-YEAR TERM Finance Officer McQuillen presented the setting of the municipal election date. City Attorney Wager discussed the South Dakota Public Utilities Commission (PUC) hearing and a notice of quorum on Friday, January 17, 2025, at 10:30 a.m., CST, at the Dakota Room, The Dakota Event Center, at 720 Lamont Street, Aberdeen, South Dakota. A follow up discussion regarding party status and the PUC meeting  18776 will continue January 21, 2025, at the regularly scheduled city council meeting.
