CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Charlotte Liebelt, Rich Ward, Alan Johnson, Justin Reinbold, Tiffany Langer via teleconference, David Novstrup, and Mayor Travis Schaunaman. Council Member Erin Fouberg was absent. City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Rich Krokel, Dave McNeil, and Jordan McQuillen. Motion by Reinbold, second by Ward, to approve the Special One Day Event Alcohol License for Northern State University (NSU) Foundation dba APEX Events LLC for NSU Bourbon and Brews on April 25, 2025. Voice vote to approve, all present voting aye, motion carried. PUBLIC HEARING AND APPROVAL OF A TWO (2) SPECIAL ONE DAY EVENT ALCOHOL LICENSE FOR ABERDEEN AREA CHAMBER OF COMMERCE AT ASPIRE ON FEBRUARY 6, 2025, AND AT NVC ON MAY 8, 2025 Mayor Schaunaman opened the public hearing for the two (2) Special One Day Event Alcohol License. Motion by Ronayne, second by Novstrup, to approve two (2) Special One Day Event Alcohol License for Aberdeen Area Chamber of Commerce at Aspire on February 6, 2025, and at NVC on May 8, 2025. PUBLIC HEARING AND APPROVAL OF A NEW RETAIL ON-OFF SALE WINE AND CIDER LICENSE FOR THE ABERDEEN STORE LLC DBA MARKET ON THE PLAZA Mayor Schaunaman opened the public hearing for a new Retail On-Off Sale Wine and Cider License. Motion by Ronayne, second by Reinbold, to approve the new Retail On-Off Sale Wine and Cider License for The Aberdeen Store LLC dba Market on the Plaza. Voice vote to approve, with Council Member Ward abstaining, all others present voting aye, motion carried. PUBLIC HEARING AND APPROVAL OF THE FIRST READING OF ORDINANCE  18748 25-01-01, AN ORDINANCE AMENDING THE ZONING REGULATIONS OF THE CITY OF ABERDEEN CITY CODE REGARDING CERTAIN PROCEDURAL RULES OF THE BOARD OF ZONING ADJUSTMENT Mayor Schaunaman opened the public hearing for Ordinance 25-01-01. Community Development Director Hubbart presented the ordinance. Motion by Johnson, second by Liebelt, to approve the first reading of Ordinance 25-01-01, an ordinance amending the zoning regulations of the City of Aberdeen City Code regarding certain procedural rules of the Board of Zoning Adjustment. PUBLIC HEARING AND APPROVAL OF THE FIRST READING OF ORDINANCE 25-01-02, A REZONE FROM I-2 TO C-2 – PROPERTY AT 4856 SIXTH AVENUE SE – WEST OF BUTLER MACHINERY CO.
