18880 1 MINUTES 2 ABERDEEN CITY COUNCIL SPECIAL MEETING 3 Brown County Courthouse Commission Chambers, 25 Market Street, Aberdeen, South Dakota, 4 June 6, 2025, at 10:00 a.m., special meeting of the City Council. Mayor Travis Schaunaman presiding. 5 Present at roll call were City Council Members Rob Ronayne, Charlotte Liebelt, Rich Ward, Alan 6 Johnson, and David Novstrup via teleconference. City Council Members Tiffany Langer and Erin 7 Fouberg were absent. City Staff present were Robin Bobzien, Ron Wager, Cathy McNickle, and 8 Jordan McQuillen. 9 NEW BUSINESS 10 CANVASS MUNICIPAL ELECTION RETURNS WITH COUNTY AUDITOR 11 City Attorney Wager informed the Council members that it was acting as the canvassing 12 board to receive and declare the election results and that only those members physically present 13 could act in that capacity. County Auditor Lynn Heupel reported the June 3, 2025, Municipal 14 Election vote results electing Talmage Ekanger as the City Council Member – SW District, and 15 Chad Nilson as the City Council Member – SE District. 16 APPROVAL OF RESOLUTION NO. 25-06-01R DECLARING RESULTS OF THE 17 CITY ELECTION 18 City Attorney Wager presented Resolution 25-06-01R. Motion by Ronayne, second by 19 Ward, to approve and adopt Resolution No. 25-06-01R declaring the results of the Municipal 20 Election and directing issuance of Certificates of Election to Talmage Ekanger – SW District 21 Council Member and Chad Nilson – SE District Council Member. Council Member Novstrup, not 22 being physically present, took no part in the canvassing or the vote on the motion. Roll call vote 23 to approve, all physically present voting aye, motion carried. 24 Council Member Novstrup thereafter participated in the remainder of the special meeting. 25 MODIFICATION OF PROCEDURE TO FILL VACANCY AND APPOINTMENT OF 26 SW DISTRICT ELECTION WINNER TO FILL COUNCIL VACANCY 27 City Attorney Wager presented the modification of procedure to fill vacancy and 28 appointment. Motion by Johnson, second by Liebelt, to modify the procedure in the Council 29 Bylaws, at Sec. XVII of the Council Handbook and to bypass the nomination procedure and 30 appoint the winner of the June 3, 2025, Municipal Election for the SW District to fill the vacancy 31 for such district. Roll call vote to approve, all present voting aye, motion carried. 18881 1 Motion by Johnson, second by Ronayne, to appoint Talmage Ekanger to serve the 2 remainder of the unexpired term of Justin Reinbold as Council Member for the SW District and to 3 begin discharging the duties of the office as soon as he has qualified. Roll call vote to approve, all 4 present voting aye, motion carried. 5 Finance Officer McQuillen administered the Oath of Office to Talmage Ekanger. Mayor 6 Schaunaman thereafter invited Council Member Ekanger to join the meeting. 7 ADJOURNMENT 8 There being no further business, motion by Ekanger, second by Liebelt, to adjourn the 9 meeting.
