18893 1 MINUTES 2 ABERDEEN CITY COUNCIL MEETING 3 City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South 4 Dakota, June 23, 2025, at 5:30 p.m., regular meeting of the City Council. 5 CALL TO ORDER 6 MEETING ROLL CALL 7 Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, 8 Rich Ward, Alan Johnson, Talmage Ekanger, Tiffany Langer, David Novstrup, and Mayor Travis 9 Schaunaman. 10 City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, 11 Dave McNeil, and Jordan McQuillen. 12 PLEDGE OF ALLEGIANCE 13 Mayor Schaunaman led the Pledge of Allegiance. 14 APPROVAL OF AGENDA 15 Motion by Ekanger, second by Ward, to approve the agenda with modifications to consent 16 calendar and item 7C. Voice vote to approve, all present voting aye, motion carried. 17 MINUTES 18 Motion by Johnson, second by Liebelt, to approve the minutes of the June 16, 2025, City 19 Council Meeting, as circulated. Motion by Johnson, second by Ekanger, 16 to approve the reappointment of Mike Erickson to the Aberdeen Airport Board for another five- 17 year term ending June 30, 2030. Voice vote to approve, all present voting aye, motion carried. 18 ABERDEEN AREA CHAMBER OF COMMERCE – MARKETING UPDATE 19 Executive Director of the Aberdeen Area Chamber of Commerce, Gail Ochs, presented 20 the marking update for the Chamber of Commerce. 21 APPROVAL OF A SPECIAL ONE DAY RETAIL ON-SALE BEER, WINE AND 22 CIDER LICENSE FOR ABERDEEN AREA CHAMBER OF COMMERCE BUSINESS AFTER 23 HOURS ON THE FOLLOWING DATES AND LOCATIONS: JULY 10, 2025, AT MAIN 24 STREET, 400 BLOCK UP TO 4TH AVENUE, AND AUGUST 7, 2025, AT TWIN CITY FAN, 25 515 COMMERCE STREET 26 Mayor Schaunaman opened the public hearing for the special one-day alcohol license. 27 Motion by Langer, second by Novstrup, to approve the Special One Day Retail On-Sale Beer, 28 Wine and Cider License for Aberdeen Area Chamber of Commerce Business After Hours on the 29 following dates and locations: July 10, 2025, at Main Street, 400 block up to 4th Avenue, and 30 August 7, 2025, at Twin City Fan, 515 Commerce Street. Voice vote to approve, all present voting 31 aye, motion carried.  18895 1 APPROVAL OF A NEW RETAIL (ON-OFF SALE) MALT BEVERAGE & SD FARM 2 WINE LICENSE FOR CATHERINE INFANTE DBA BISTRO 42, 420 SOUTH MAIN STREET 3 [CONTINGENT ON FINAL INSPECTION AND CERTIFICATE OF OCCUPANCY BEFORE 4 OPERATING – RESTAURANT MUST BE APPROVED BY THE SD DEPARTMENT OF 5 HEALTH] 6 Mayor Schaunaman opened the public hearing for the new alcohol license. Motion by 7 Ronayne, second by Ward, to approve the Retail (on-off sale) Malt Beverage & SD Farm Wine 8 license for Catherine Infante dba Bistro 42, 420 South Main Street [contingent on final inspection 9 and certificate of occupancy before operating – restaurant must be approved by the SD Department 10 of Health]. Voice vote to approve, all present voting aye, motion carried. 11 APPROVAL OF PAY REQUEST NUMBER 4, IN THE AMOUNT OF $39,326.90, TO 12 CLIMATE CONTROL FOR THE WATER TREATMENT HEAT EXCHANGER 13 IMPROVEMENTS PROJECT 14 City Engineer Nelson presented the pay request. Motion by Johnson, second by Liebelt, to 15 approve pay request number 4, in the amount of $39,326.90, to Climate Control for the Water 16 Treatment Heat Exchanger Improvements project.
