5 CALL TO ORDER
6 MEETING ROLL CALL
7 Present at roll call were City Council Members Rob Ronayne, Charlotte Liebelt, Rich Ward,
8 Alan Johnson, Talmage Ekanger, Chad Nilson, David Novstrup, and Mayor Travis Schaunaman.
9 Council member Erin Fouberg joined the meeting at 5:30 P.M.
10 City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig,
11 Dave McNeil, Amanda Fischer, Amber Schwab, and Jordan McQuillen.

13 Mayor Schaunaman led the Pledge of Allegiance.
14 APPROVAL OF AGENDA
15 Motion by Ward, second by Ekanger, to approve the agenda. Voice vote to approve, all
16 present voting aye, motion carried.

18 Motion by Nilson, second by Liebelt, to approve the minutes of the August 18, 2025, City
19 Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.
20 OPEN FORUM
21 Brent Fischer, Darren Duvall and Al Novstrup appeared before the council to express their
22 concerns regarding a proposed Main Street Project.

24 Motion by Fouberg, second by Ward, to approve the following items on the consent

5 Draw #1 seeking reimbursement on construction and project costs in the amount of $2,432,316.81

8 PREVIEW OF HOME DAY CARE PROGRAM IMPROVEMENTS
9 Economic Development Manager and Public Information Officer Amber Schwab
10 presented the preview of Home Day Care program improvements.
11 APPROVAL OF A PURCHASE AGREEMENT FOR THE CITY TO ACQUIRE LAND
12 FROM THE FIRST BAPTIST CHURCH FOR A NEIGHBORHOOD PARK
13 Mayor Schaunaman presented the purchase agreement. Motion by Liebelt, second by
14 Fouberg, to approve the purchase agreement for the City to acquire land from the First Baptist
15 Church for a neighborhood park. Motion by Ronayne, second by Fouberg, to amend in the existing
16 agreement to include payment of the purchase to be made from the general fund reserve. Roll call
17 vote to approve the amendment, with Council Member Nilson voting no, all others present voting
18 aye, motion carried. Roll call vote to approve the purchase agreement, with Council Member
19 Nilson voting no, all others present voting aye, motion carried.
20 APPROVAL OF RESOLUTION NO. 25-08-01R APPROVING A SECOND
21 RESTATEMENT OF THE AGREEMENT ESTABLISHING THE ABCRRA
22 City Attorney Wager presented Resolution No. 25-08-01R. Motion by Novstrup, second
23 by Nilson to approve and adopt Resolution No. 25-08-01R (1) approving the Second Restatement
24 Of The Agreement Establishing The Aberdeen – Brown County Regional Railroad Authority; (2)
25 authorizing the Mayor to sign the Second Restatement; and (3) appointing Councilman Rob
26 Ronayne, and Councilwoman Erin Fouberg as alternate, each to serve for a term of 3 years as a
27 Commissioner for the ABCRRA behalf of the City of Aberdeen. Roll call vote to approve, all
28 present voting aye, motion carried.
29 APPROVAL OF THE FIRST READING OF ORDINANCE 25-08-01, A PETITION TO
30 REZONE FROM C-2 TO R-3, PROPERTY AT 511 ARCH STREET S
31 Community Development Director Hubbart presented the first reading of Ordinance 25-

1 08-01. Motion by Ward, second by Nilson, to approve the first reading of Ordinance 25-08-01, a
2 Petition to rezone from C-2 to R-3, Property at 511 Arch Street S. Roll call vote to approve, all
3 present voting aye, motion carried.
4 APPROVAL OF WRF IMPROVEMENTS PROJECT PAY REQUEST NO. 2 IN THE
5 AMOUNT OF $2,829,246.30 TO PKG CONTRACTING INC.
6 Water Reclamation Director Fischer presented the pay request. Motion by Ekanger, second
7 by Ward, to approve the WRF Improvements Project Pay Request No. 2 in the amount of
8 $2,829,246.30 to PKG Contracting Inc. Roll call vote to approve, all present voting aye, motion
9 carried.
10 APPROVAL TO PURCHASE A FORD F-550 BRUSH TRUCK FROM MIDWEST FIRE
11 OF LUVERNE, MN, IN THE AMOUNT OF $240,815.00
12 Fire Chief Weig presented the purchase request. Motion by Johnson, second by Ward, to
13 approve the purchase of a Ford F-550 Brush Truck from Midwest Fire of Luverne, MN, in the
14 amount of $240,815.00. Roll call vote to approve, all present voting aye, motion carried.
15 APPROVAL OF BID IN THE AMOUNT OF $146,579.68 BY CWF CONCRETE &
16 MASONRY OF ABERDEEN, SD FOR PROJECT CONC-2025-4 (STREET MAINTENANCE
17 CONCRETE REPAIR II)
18 City Engineer Nelson presented the bid. Motion by Johnson, second by Liebelt, to approve
19 the bid amount of $146,579.68 by CWF Concrete & Masonry of Aberdeen, SD for Project
20 CONC-2025-4 (Street Maintenance Concrete Repair II). Roll call vote to approve, all present
21 voting aye, motion carried.
22 APPROVAL OF PAY REQUEST #4 IN THE AMOUNT OF $27,968.35 AND CHANGE
23 ORDER #2 IN THE AMOUNT OF $8,980.00 FOR ST-2022-3 (8TH AVE NE PAVEMENT
24 REHAB) TO REEDE CONSTRUCTION INC. OF ABERDEEN, SD
25 City Engineer Nelson presented the pay request. Motion by Ronayne, second by Ward, to
26 approve Pay Request #4 in the amount of $27,968.35 and Change Order #2 in the amount of

2 City Engineer Nelson presented the pay request. Motion by Johnson, second by Novstrup,
3 to approve Pay Request #4 for Traffic-2024-1 (3rd Avenue SE & S Roosevelt Street Traffic Signal
4 Improvements) in the amount of $56,716.01 and Change Order #2 in the amount of $-8,679.59 to
5 Ringgenberg Electric Inc. of Aberdeen, SD. Roll call vote to approve, all present voting aye,
6 motion carried.
7 AMENDMENT TO ENGINEERING SERVICES AGREEMENT WITH HELMS AND
8 ASSOCIATES OF ABERDEEN, SD
9 City Engineer Nelson presented the amendment to the Engineering Services Agreement.
10 Motion by Liebelt, second by Ronayne, to approve the Amendment to Engineering Services
11 Agreement with Helms and Associates of Aberdeen, SD. Roll call vote to approve, all present
12 voting aye, motion carried.

3 acknowledgements, and a Missouri River Stake Holders meeting on September 3, 2025, at 5:30 p.m.
4 at the DEC, a City Council work session to discuss a two-way Main Street Project is scheduled for
5 September 8, 2025, at 5:00 p.m.
