4 Dakota, September 26, 2025, at 5:30 p.m., regular meeting of the City Council.
5 CALL TO ORDER
6 MEETING ROLL CALL
7 Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt,
8 Rich Ward, Alan Johnson, Talmage Ekanger, Chad Nilson, David Novstrup, and Mayor Travis
9 Schaunaman.
10 City Staff present was Cathy McNickle.
11 PLEDGE OF ALLEGIANCE
12 Mayor Schaunaman led the Pledge of Allegiance.
13 APPROVAL OF AGENDA
14 Motion by Nilson, second by Fouberg, to approve the agenda. Voice vote to approve, all
15 present voting aye, motion carried.
16 NEW BUSINESS
17 EXECUTIVE SESSION: COUNCIL TO INCLUDE DEPARTMENT HEADS AND
18 COMMUNITY GROUP MEMBERS TO INTERVIEW THE CITY MANAGER FINALISTS AND
19 DISCUSS THEIR QUALIFICATIONS, COMPETENCE, PERFORMANCE, CHARACTER OR
20 FITNESS AS PROSPECTIVE EMPLOYEES (SDCL § 1-25-2(1)), TO CONSULT WITH LEGAL
21 COUNSEL TO DISCUSS CONTRACTUAL MATTERS, AND TO PREPARE FOR CONTRACT
22 NEGOTIATIONS WITH PROSPECTIVE EMPLOYEE (SDCL § 1-25-2(3) AND (4)). COUNCIL
23 TO RECEIVE INPUT FROM HR STAFF, DEPT. HEADS, AND COMMUNITY GROUP
24 MEMBERS
25 Motion by Johnson, second by Ward to go into executive session to include department heads
26 and community group members to interview the City Manager finalists and discuss their
27 qualifications, competence, performance, character or fitness as prospective employees (SDCL § 1-
28 25-2(1)), to consult with legal counsel to discuss contractual matters, and to prepare for contract
29 negotiations with prospective employee (SDCL § 1-25-2(1), (3), and (4)). Voice vote to approve, all
30 present voting aye, motion carried. The Council moved into executive session at 8:03 a.m.
31 Motion by Ronayne, second by Ward to end executive session and return to open meeting.

1 Voice vote to approve, all present voting aye, motion carried. The Council returned to open meeting
2 at 6:28 p.m.
3 Motion by Ekanger, second by Fouberg to (1) offer the position of City Manager to Dave
4 McNeil in coordination with the retirement of Robin Bobzien, current City Manager, and (2) to
5 instruct the City Attorney and HR Director to negotiate the contract terms with Mr. McNeil. Voice
6 vote to approve, all present voting aye, motion carried.
7 ADJOURNMENT
8 There being no further business, motion by Johnson, second by Nilson, to adjourn the meeting.
9 Voice vote to adjourn, all present voting aye, motion carried. The meeting adjourned at 6:30 p.m.

A. Executive Session: Council to include department heads and community
group members to interview the City Manager finalists and discuss their
qualifications, competence, performance, character or fitness as prospective
employees (SDCL § 1-25-2(1)), to consult with legal counsel to discuss
contractual matters, and to prepare for contract negotiations with
prospective employee (SDCL § 1-25-2(3) and (4)). Council to receive input
from HR staff, dept. heads, and community group members.
• No Council action can occur during executive session but Council action
may follow executive session.
• Council may take recesses as necessary and reconvene executive session
upon Roll Call.
