18983 1 MINUTES 2 ABERDEEN CITY COUNCIL MEETING 3 City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South 4 Dakota, October 27, 2025, at 5:30 p.m., regular meeting of the City Council. 5 CALL TO ORDER 6 MEETING ROLL CALL 7 Present at roll call were City Council Members Rob Ronayne, Erin Fouberg via 8 teleconference, Charlotte Liebelt, Rich Ward, Alan Johnson, Talmage Ekanger, Chad Nilson, David 9 Novstrup, and Mayor Travis Schaunaman. 10 City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, 11 Dave McNeil, Brad Jung, Tanner Jondahl, and Jordan McQuillen. 12 PLEDGE OF ALLEGIANCE 13 Mayor Schaunaman led the Pledge of Allegiance. 14 APPROVAL OF AGENDA 15 Motion by Ward, second by Novstrup, to approve the agenda. Voice vote to approve, all 16 present voting aye, motion carried. 17 MINUTES 18 Motion by Liebelt, second by Johnson, to approve the minutes of the October 20, 2025, City 19 Council Meeting, as circulated. KO Lee Library Board Meeting on 6 September 2, 2025, 3. Parks & Recreation Board Meeting on September 3, 2025, 4. Planning 7 Commission Meeting on August 19, 2025, 5. Zoning Adjustment Board Meeting on September 8 11, 2025 9 PUBLIC NOTICE FROM THE CITY OF ABERDEEN, SOUTH DAKOTA 10 ENGINEERING DEPARTMENT to construct a water transmission line along 8th Ave NE 11 including where it intersects the City Flood Protection Levee 12 DAY CARE LICENSE RENEWAL for DeeAnn Job 13 Voice vote to approve with Council Member Ward abstaining to item 5A, all present voting 14 aye, motion carried. 15 NEW BUSINESS 16 AFFIRM REAPPOINTMENT OF KATHY ZERR TO THE ABERDEEN HOUSING 17 AUTHORITY BOARD FOR A FIVE-YEAR TERM ENDING 12-31-2030 18 Mayor Schaunaman presented the reappointment. Motion by Ronayne, second by Ward, 19 to approve the reappointment of Kathy Zerr to the Aberdeen Housing Authority Board for a five- 20 year term ending 12-31-2030. Voice vote to approve, all present voting aye, motion carried. 21 CITY MANAGER’S APPOINTMENT OF TANNER JONDAHL AS POLICE CHIEF 22 EFFECTIVE OCTOBER 28, 2025 23 City Manager Bobzien presented the appointment. Motion by Liebelt, second by Ekanger, 24 to approve the City Manager’s appointment of Tanner Jondahl as Police Chief effective October 25 28, 2025. Roll call vote to approve, all present voting aye, motion carried. 26 APPROVAL OF APPLICATION FOR PERMIT FOR CANNABIS DISPENSARY AT 27 3015 6TH AVENUE SE, SUITE 1 28 City Attorney Wager presented the permit for the dispensary. Motion by Ronayne, second 29 by Nilson, to approve the application for permit for cannabis dispensary at 3015 6th Avenue SE, 30 Suite 1.
