K.O. Lee Aberdeen Public Library Board of Trustees Meeting Minutes June 2, 2020. The K.O. Lee Aberdeen Public Library Board met at a Special Meeting on Tuesday, June 2, 2020 at 1:00 PM at the Public Library. Present at the Library in person were Board Members Paul McDonald, Sharon Bain, Lynn Klundt, Troy McQuillen and Library Director Shirley Arment. Board member Peter Ramey attended virtually through Zoom technology. President Paul McDonald called the meeting to order. OPEN FORUM Community member, Robert Fay, spoke in the open forum portion of the meeting. He expressed his desire to see the library open to the public sooner, than later. MINUTES Troy McQuillen moved that the minutes of the May 5th, 2020 meeting be approved. Lynn Klundt seconded the motion. Upon roll call vote, all voting Aye, motion carried. The librarian’s report, as presented, was discussed. Shirley Arment reported that the carpets in the library would be cleaned in the middle of June. FINANCIAL MATTERS The current list of bills and financial statements were discussed. Troy McQuillen moved to approve that the May 2020 bills be paid and that the financial reports be received and placed on file. Lynn Klundt seconded. Upon roll call vote, all voting Aye, motion carried. Sharon Bain moved that the $12,000 budget request proposal for library service to Brown County be approved for 2021. Troy McQuillen seconded. Upon roll call vote, all voting Aye, motion carried. UNFINISHED BUSINESS The Board reviewed the phased reopening plan for the Library. Sharon Bain moved to approve moving to phase 3 of the plan, with the continued understanding that the plan is fluid and may need to be revised as conditions related to COVID 19 change in the community. Troy McQuillen seconded. Upon roll call vote, all voting Aye, motion carried. The Library staff will have a detailed plan, supplies and materials ready for Stage 4 when the Board decides it is time to move forward. Paul McDonald asked for 2 Board members to work on a committee with the library staff to access how the plan is going and report back to the rest of the Board. Sharon Bain and Lynn Klundt volunteered to be on the committee, which will meet on June 22 at 10:00 AM at the library. Shirley Arment will keep the Board updated on changes in the situation. Shirley Arment let the Board know that the Library’s discuss of budget matters with the City Manager will be on June 25 at 8:30am. Library Board President Paul McDonald will be attending the meeting with Shirley Arment. Director Shirley Arment introduced changes recommended by City Attorney Ron Wager to the Library’s “Unattended Child” policy. Troy McQuillen moved to revise the library’s “Unattended Child” policy, (which will now be known as the “Unattended or Misbehaving Child” policy) as presented. Lynn Klundt seconded. Upon roll call vote, all voting Aye, motion carried. The next Library Board meeting will be Tuesday, July 7, 2020 at 5:00 PM at the Public Library. ____________________________ Its__________________________
